The regular meeting of the Women's Commission of the City of Lynwood
California was held on Tuesday September 10, 1996 at 3:00 p.m., in the
Council Chambers of the Lynwood City Hall. The Agenda was duly posted
as prescribed by Brown Act.
In attendance:
LWC Commissioners
Mary Sue Lewis
Verna Culp
Della Mazziotti
Ethel Pacheco
Dr. Betty Jackson
LWC Friends:
Barbara Anthony
Also present were:
Councilman Louis Heine
Carol de Jesus, staff liaison
Sandra Morales, minute clerk
I. ADMINISTRATIVE ITEMS
A. Meeting was called to order by Chair Mary Sue Lewis. Minutes of
previous meeting was approved with necessary corrections.
II. DISCUSSION
A. Presentations by Councilman Louis Heine
Councilman Heine presented two programs for members of the LWC
to consider:
a. EMERGENCY FLASHING LIGHTS
This is a home life saving kit composed of a light bulb that will flash
when an emergency has occurred. The light bulb is placed in the
front porch of the residence for easy access of location by fire or
sheriff's personnel. Councilman has 35-40 kits to distribute
throughout the city, and he himself will do the installation.
b. ARE YOU OKAY EMERGENCY PROGRAM
Residents sign up with the Sheriffs Department by giving their
names and their medical histories. The names will be inputted in to
a computer which is programmed to ring the residents at certain
hours usually between 8:00 pm and 8: 30pm for monitoring
purposes. If the resident does not answer on the first ring he will
receive two more calls, third time the resident does not respond, an
alert will go out to the Sheriffs Department and a Deputy will be sent
to the resident's house to see if he/she is okay.
Staff liaison Carol de Jesus informed members they could use these
two programs as part of their projects. Chair Marie Sue Lewis
stated that the Block Watch Captains should be the ones in charge
of this program, as they should know who are the ones who need
help. Commissioner Pacheco added that none of the commissioners
have time to go from house to house and see who need these
programs.
B. Women Vote (NACW)
At the last regular meeting of the LWC, staff liaison Carol de Jesus
suggested for the commission to take up a project proposed by
NACW encouraging Women to vote. Commissioner Della Mazziotti
commented that the commission should have started earlier,
because the last day to register is October 5th: No final
arrangements were made.
III. FUTURE PROJECTS
A. Christmas Holiday Project
Commissioner Culp stated that the commission should start making
arrangements for the.Women Center Project relative to donations
through gifts, money, or by writting letters to get sponsors. Staff
liaison Carol de Jesus suggested that LWC should have an
alternative plan as to consider certain centers other than the
Women & Children Center for their christmas project. She
explained that at one point in time, the center has proposed certain
changes in their program goals which Council was not informed of;
additionally, Ms. Edwards, the office manager of the center and
LWC contact person has been reassigned to another post.
Barbara Anthony, friend of the commission advised that the
commission not plan until it is sure of the Center's situation. Staff
liaison Carol de Jesus indicated that she will get back to the
commissioners for updated report on the Women & Children Center.
IV. COMMISSION ORALS
A. Staff liaison Carol de Jesus announced that Women in Action
Common Ground event will be held on Saturday, October 5th at
Cerritos Community College. The organization putting together the
event has sent a special invitation for the Lynwood Women's
Commission, and the commission members would not be charged a
fee if participating. She also indicated that the Lynwood Women's
Commission involvement with this Women's group would be through
publicizing the event. Commissioner Mazziotti said she has already
reserved a ticket for herself, and Commissioner Pacheco said she
would also be in attendance at the event.

commission to endorse a letter to Congress regarding a pro- choice
contract with women. Chair Mary Sue Lewis motioned for the letter
to be endorsed and the Lynwood Women's Commission gave a

not be able to attend regularly.
