Motion to adjourn to the next regularly scheduled meeting to be held on Tuesday, November 26, 1996 at 6:00 p m in the Council Chambers at City Hall, 11330 Bullis Road, Lynwood r &p /agenda 1 ® r 1 2 & 3 0 5 0 to CITY OF LYNWOOD RECREATION & PARKS DEPARTMENT COMMISSION MEETING MINUTES September 24, 1996 The Recreation and Parks Commission meeting of September 24, 1996 was called to order at 6 00 by Chairperson Martini The Invocation was led by Commissioner Mendoza and the Pledge of Allegiance was recited by Commissioner Espeseth. Roll Call of Commissioners: Chairperson Martini - Present Commissioner Mendoza - Present Commissioner Espeseth - Present Commissioner Lara - Present Commissioner Reed - Present Mr Ralph Davis, Director of the Recreation and Community Services Department certified the posting of the agenda by the City Clerk. Chairperson Martini called for review and approval of the minutes for the Recreation and Parks Commission meeting held on August 27, 1996. Commissioner Espeseth motioned approve the minutes, Commissioner Lara seconded the motion, all were in agreement and the motion was passed. 7 CORRESPONDENCE A. NONE 8. MONTHLY STAFF REPORTS A Facility Usage Report - Attached B. News Releases - Mailed on Current Basis C. Personnel Report - Mr Davis announces that Janice Thomas, Facility and Program Supervisor for Bateman Hall is resigning. She will be relocating to her home State, Alabama. There will be a proclamation in her honor at the City Council meeting of October 1, 1996. September 24, 1996 Page 2 9. CURRENT PROGRAM REPORT The Beautification Tour has been cancelled until further notice. Mr Davis talks about the Standardized Emergency Management System (SEMS) established in order to qualify for government funds in case of catastrophe. The City of Lynwood is now certified through this program. Valuable information has been gathered from a recent workshop, which will be implemented in our City. Commissioner Espeseth and Mr. Davis attended a California Association For Human Relations Workshop on September 28, 1996. This workshop addressed issues on human relations. The Southeast Community Health Council held a luncheon and invited public to receive free information on how to handle many different challenges such as drug abuse, crime prevention, school problems, etc Mr Davis to attend League of California Cities Workshop on Creating Solutions for the 21st Century Mr. Davis will report back with- topics discussed. 10. SCHEDULED MATTERS A PROP "A" BOND ACT REPORT The Bond Act is scheduled for the November ballot. If approved, this measure will amount to $ 56 per household every month. Los Angeles County will obtain 300 million dollars to be used for Recreation and Parks This would allow for development of beaches, parks, city projects, etc. A simple majority vote is needed for this measure to pass. Monies will be used only in Los Angeles County. A committee will set -up criteria required for this measure to pass. B. COMMUNITY 10,000 HEROES REPORT A news conference will be held on Friday, September 27, 1996 at 10 00 a m, to announce the intent and strategy of the Community 10,000 Heroes project. Mayor Paul H Richards and his wife will present a skit to highlight this event Bone marrow donors are being sought as matches for people in dire need of this life saving gift ® . • September 24, 1996 Page 3 C. BEAUTIFICATION TOUR A new date was set for the annual Fall Beautification Tour Commissioners will meet at the Community Transit Center parking lot at 9 00 a m. on Saturday, October 12, 1996. The tour will run until approximately 11:00 a.m D SEPTEMBER 16TH PROGRAM REPORT The Fiestas Patrias celebration was again sponsored by the City of Lynwood and Pageantry Productions This was the second year of a two -year contract with Pageantry There was the usual array of food and game booths, and live entertainment, including; singing and dancing. Vendors were concerned that this event would cut into their business revenue due to having streets blocked off. Commissioner Lara suggests that a play on the Mexican Revolution and /or the traditional Spanish yell known as "E1 Grito" be performed at next year's event Mr. Davis states that education and cultural awareness should be stressed at these events. 11 PUBLIC ORAL COMMUNICATION None 12. COMMISSION ORALS PERTAINING TO AGENDA ITEMS ONLY Chairperson Martini - Asked if Teen Center is being constructed on schedule. Commissioner Mendoza - Adolfo Medina and his crew are doing a fine job in the parks. General relief workers are being utilized Commissioner Espeseth - Attended job fair in Compton, Lynwood, Paramount Also went on a trip to the Reagan Library. Inquired as to when Youth Center would open. Commissioner Lara - No Comment Commissioner Reed - Apologizes for being late 13.
