The Invocation was led by Commissioner Lara and the Pledge of Allegiance was recited by Commissioner Espeseth 4. Roll Call of Commissioners: Chairperson Martini - Present Commissioner Mendoza - Absent Commissioner Espeseth - Present Commissioner Lara - Present Commissioner Reed - Present 5. Mr. Ralph Davis, Director of the Recreation and Community Services Department certified the posting of the agenda by the City Clerk 6. Chairperson Martini called for review and approval of the minutes for the Recreation and Parks Commission meeting held on June 25, 1996. Commissioner Espeseth motioned to approve the minutes, Commissioner Lara seconded the motion, all were in agreement and the motion was passed 7. CORRESPONDENCE A Ms Lorene Reed was sworn in as the newest member of the Recreation and Parks Commission. Commissioner Reed replaces former Commissioner Walter Lopez. B Mr Dan De La O and Ms. Ligia Smith of the Southeast Community Health Council were present to request a fee waiver for a conference to be held in the Bateman Hall Auditorium on Thursday, September 19, 1996 from 8:30 a m until 3:00 p m. The purpose of the conference is to inform area residents on the issues of violence prevention, substance abuse, and the transmission of communicable diseases. Lunch and information packets will be provided to all who attend, free of charge. 0 July 23, 1996 Page 2 7. W 0 Item B. Continued After discussion, Chairperson Martini asks for a motion, Commissioner Espeseth motions that the fees be waived, Commissioner Reed seconds the motion The majority of the Commission votes in favor of the fee waiver and the motion is passed. Personnel Report - None CURRENT PROGRAM REPORT Registration is currently underway for Summer programs. Thirty (30) Youth Soccer teams looking for field space for game play due to Mervyn Dymally Park renovations The Lynwood All Star Tiny Tots Team recently won a Baseball Tournament in Torrance for the second consecutive year Day Camp is in full swing with over 200 youth currently enrolled. On June 28, 1996 the Senior Citizens group went on a trip to a game show called GET OUT OF DEBT. The Senior Citizens also traveled to San Diego on July 12, 1996 for a Scavenger Hunt; with stops along the way at a nut house, exotic bird farm, a jeweler, a flower farm, a wine and micro - brewery, and factory outlet stores. In honor of the City's 75th Birthday the Senior Citizens hosted a Senior Citizens Open House on Thursday, July 18, 1996. The event featured live entertainment, door prizes, bingo, food and fun There were many Senior Citizen organizations present distributing related information The City has been busy celebrating its 75th Anniversary Birthday with two separate special events held on July 4th and July 20. Both events featured live entertainment including; bands, dancers, and singers. There were vendor booths, award presentations, fireworks displays, and a great time was had by all in attendance E July 23, 1996 Page 3 10 SCHEDULED MATTERS A. LIGHTING /LANDSCAPE ASSESSMENT DISTRICTS FOR FY96/97 A public hearing was held recently at which Council allowed citizens to voice their opinions on the subject of increasing assessments for maintenance services The majority of the citizens voted to withhold any increases in tax assessment This is the fourth consecutive year that Lighting & Landscape assessments have not been raised. B FISCAL YEAR 1996/1997 BUDGET The 1996/1997 Fiscal Year Budget was approved at the Council Meeting of July 16, 1996. Each Department will remain at the same level as in the previous fiscal year budget C. LOS ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT GRANT APPLICATIONS Pending the approval of the Bond Act, Lynwood would receive approximately one million dollars for improvements to the Ham Park House and renovations to Ham Park including; trails for hiking, walking, and biking. D. SENIOR CITIZENS MEAL PROGRAM The Department received a letter from the Oldtimers /Steelworkers Foundation indicating that they would no longer be able to operate the Senior Citizens Meal Program in Lynwood due to budgetary issues Mr Davis approached the City Council to request $15,000.00 in funds to keep this program operational The request has been granted and the meal program will continue as usual E. FEDERAL LAW ENFORCEMENT BLOCK GRANT PROGRAM Funding is available for the Federal Law Enforcement Block Grant Program On July 2, 1996 the City Council approved for the Lynwood Partnership Coalition to serve as the Advisory Baord to the City Council on the spending grant monies 11. COMMISSION ORALS PERTAINING TO AGENDA ITEMS ONLY Chairperson Martini - Requested that a Vice Chairperson be appointed at the next meeting, and that future Beautification Tour pictures be featured in Lynwood in Perspective Commissioner Mendoza - Absent Commissioner Espeseth - Attended and enjoyed the Senior Citizens Open House. In an effort to recognize these employees, an employee of the month will be selected from each of the Recreation and Community Services Department facilities; Community /Transit Center, Natatorium, Bateman Hall and Ham Park /Playgrounds. Drill Team Instructor must be 18 years or older and possess a valid California Drivers License. The position of Drill Team Instructor also requires skills in teaching Drill routines, the ability to write reports, keep attendance records and supervise children during Drill Team events. Applications are available at the Recreation and Community Services Department, located at 3798 Martin Luther King Jr. Boulevard in Lynwood.
