The Invocation was led by Commissioner Lara and the Pledge of Allegiance was recited by Commissioner Espeseth Roll Call of Commissioners: Chairperson Mendoza - Present Commissioner Martini - Present Commissioner Lopez - Absent Commissioner Lara - Present Commissioner Espeseth - Present Mr Ralph Davis, Director of the Recreation and Community Services Department certified the posting of the agenda by the City Clerk Chairperson Martini called for review and approval on the minutes for the Recreation and Parks Commission meeting held on April 23, 1996. Commissioner Espeseth motioned to approve the minutes, Chairperson Martini seconded the motion, all were in agreement and the motion was passed At this time Mr. Davis requests that Chairperson Martini call for a motion to move to Item 10 Commissioner Espeseth so moves, Chairperson Martini seconds the motion. (See Item 10) ALCOHOLICS ANONYMOUS GROUP "NUEVO AMANECER" Mr Porfirio Diaz, the treasurer for a local Alcoholics Anonymous group known as "Nuevo Amanecer" appeared before the Commission to request the waiver of fees for the use of Bateman Hall to celebrate their 18th Anniversary on Sunday, October 27, 1996 from 1:00 p.m. to 11:00 p m After a discussion period regarding the purpose of the meeting; the activities being held; and whether or not any fees would be charged, Commissioner Espeseth motioned to waive the four hour fee and Commissioner Lara seconded the motion. The Commission then unanimously agreed that a four -hour fee waiver request should be granted. Nuevo Amanecer must still pay a six hour rental fee for the auditorium, plus a cleaning deposit fee. E May 28, 1996 Page 2 LONG BEACH GIRL SCOUT COUNCIL TROOP #513 rI The Greater Long Beach Girl Scout Council Troop #513 submitted a letter requesting the waiver of fees for the use of Bateman Hall on Wednesday, June 12, 1996 from 4 00 p m to 8 00 p.m They will be celebrating their year -end ceremony. Chairperson Martini motions for their fees to be waived, Commissioner Espeseth seconds the motion Commissioner Lara abstains from voting. The motion is approved and passes two to one. LYNWOOD GIRL SCOUT TROOP #540 A Girl Scout Troop from Lynwood is requesting the use of one of our facilities every Thursday during the Summer from 1:00 p.m to 2:30 p.m. to hold their meetings The Commission discusses the matter and it is agreed that if the Girl Scout meetings are held during the normal hours of operation of the facility and do not conflict with any revenue operations they may use a room free of charge. No motion is required on this item. LYNWOOD POP WARNER FOOTBALL Mr. Theo Mabon, representative for Pop Warner Football missed the posting deadline for the May Recreation and Parks Agenda Mr. Davis informs the Commission a majority vote is needed to recognize Mr Mabon's request Commissioner Lara motions to hear the request, Commissioner Espeseth seconds the motion, and the item is approved for recognition. The Lynwood High School Pop Warner Football Team is requesting waiver of fees for use of Bateman Hall for a banquet to be held on Friday, May 31, 1996 After a brief discussion Commission Espeseth motions to waive 4 -hours of the rental fee. Commissioner Lara seconds the motion, all are in favor and the motion is passed MONTHLY STAFF REPORTS A Facility Usage Report - Attached B. News Releases - Mailed on Current Basis C Personnel Report - Assistant City Manager, Roger Haley has resigned He will be working for Southern California Edison The responsibilities for the position he is vacating have been divided equally among three other Department Heads; Emilio Murga, Alfretta Earnest and Ralph Davis Council will vote at the next meeting on possible candidates for the Recreation and Parks Commission vacancy 0 0 May 28, 1996 Page 3 C Personnel Report (Continued) Mr Davis requests that Commissioner Espeseth submit a reappointment letter. CURRENT PROGRAM REPORT (No notes taken as Minutes Clerk was excused from meeting) SCHEDULED MATTERS REPORT ON CURRENT GRANT PROJECTS Facility Maintenance Director, John Oskoui gave the following report: Mervyn Dymally Park Renovation - Power lines are currently being relocated, contractors are removing trees, construction plans for restrooms and buildings approved by Health Department New plans include a satellite Sheriffs Station, new restrooms, and a concession stand. Youth Center - The current youth center contains asbestos and will be demolished along with the park yard within 10 days. The new youth center will include 6 parking spaces in the front of the building which will be located at Birch and Mulford. Los Amigos Park - Council and Commissioners are invited to the ground breaking at Los Amigos Park on Saturday, June 1, 1996 at 10:00 a m Improvements are being made with Prop A funds Natatorium - Currently does not pass Earthquake codes, and only $750,000 have been allotted for improvements Bateman Hall - Furniture for the patio is due to arrive soon The patio will be stocked with goldfish. BOULEVARD LYNWOOD, CA 90262 CONTACT: JIM COLES PHONE: (310) 603 -0220, EXT. 414 FATHER'S DAY SWIM SCHEDULED AT THE NATATORIUM The City of Lynwood Recreation and Community Services Department is proud to announce the upcoming Father's Day Swim scheduled for Sunday, June 16, 1996. This activity is scheduled for 12:30 p.m. to 2:30 p.m. All children seventeen (17) years of age and younger who would like to treat dad to an afternoon of swimming need to bring dad to the pool. That's right, all fathers accompanied by a child 17 years and under will be admitted at no cost. The regular fee schedule applies to all children ($.75) as well as adults ($1.00). The Natatorium Swim Complex is located at 3770 Martin Luther King Jr. Boulevard in the City of Lynwood. It houses an indoor 50 -meter heated swimming pool with separate dressing areas and enclosed sun deck, as well as two diving boards for your family to enjoy. Additional programs are scheduled throughout the year. Dymally Park to the delight of hundreds. Music and entertainment was offered with a variety of vendors available offering delicious hispanic food items and clothes. 11 - SOUTHEAST MUNICIPAL ATHLETIC ASSOCIATION ANNUAL TRACK AND FIELD MEET The City of Lynwood hosted this prestigious track and field meet which catered to twenty (20) plus cities in the Southeast area of Los Angeles County. Lynwood had over 100 youngsters participate in this track meet. 25 -27 - Teams from the Lynwood Youth Baseball Program participated in the Memorial Youth Baseball Tournament hosted by the City of Montebello
