Beautification Tour Revisited D Report on September 16th Program 11 PUBLIC ORAL COMMUNICATION 12 COMMISSION ORALS PERTAINING TO AGENDA ITEMS ONLY Chairperson George Martini - Commissioner Julio Mendoza - Commissioner Bette Espeseth - Commissioner Joseph Lara - Commissioner Lorene Reed - 13 ADJOURNMENT Motion to adjourn to the next regularly scheduled meeting to be held on Tuesday, October 22, 1996 at 6 00 p.m in the Council Chambers at City Hall, 11330 Bullis Road, Lynwood r&p /agenda rI �' 0 CITY OF LYNWOOD RECREATION & PARKS DEPARTMENT COMMISSION MEETING MINUTES August 27, 1996 1 The Recreation and Parks Commission meeting of August 27, 1996 was called to order at 6 00 by Chairperson Martini 2. & 3 The Invocation was led by Commissioner Reed and the Pledge of Allegiance was recited by Commissioner Espeseth. 4 Roll Call of Commissioners: Chairperson Martini - Present Commissioner Mendoza - Present Commissioner Espeseth - Present Commissioner Lara - Present Commissioner Reed - Present 5 Mr. Ralph Davis, Director of the Recreation and Community Services Department certified the posting of the agenda by the City Clerk. 6. Chairperson Martini called for review and approval of the minutes for the Recreation and Parks Commission meeting held on July 23, 1996. Commissioner Espeseth motioned to approve the minutes, Commissioner Lara seconded the motion, all were in agreement and the motion was passed. 7 A. LIVING WATER CHRISTIAN FELLOWSHIP - Requesting extension on room rental beginning September 1, 1996 to December 29, 1996. Mr. Davis read the regulations pertaining to rental guidelines for churches After discussion, Commissioner Espeseth motions to allow the extension, Commissioner Mendoza seconds the motion, all are in agreement and the motion is passed. Mr. Davis also suggests that Living water Christian Fellowship contact the Community Development Department for help in finding a building in which to congregate August 27, 1996 Page 2 B. SOUTHERN CALIFORNIA REBELS - Coach James Mayo is requesting the waiver of gym fees for practice for his traveling basketball team Dates and times would be arranged so as not to conflict with paying programs After discussion Commissioner Espeseth motions to approve this request, Commissioner Reed seconds the motion. All are in favor and the motion is passed. C COUNTY OF LOS ANGELES REGISTRAR- RECORDER /COUNTY CLERK - Is requesting the waiver of fees for Bateman Hall for Precinct Officer training for the upcoming Presidential Election. Commissioner Lara comments on L.A. County having funds to pay for room rental. Suggests that election should be run by trained volunteers. After further discussion, Commissioner Espeseth motions to waive the fee, Commissioner Reed seconds the motion. The motion was passed due to a majority vote. D. TRUE FAITH CHRISTIAN FELLOWSHIP - Is requesting a three month extension on their room rental at Bateman Hall Discussion ensued on discouraging churches from making Bateman Hall their "home" Commission Reed suggests that each request be taken on a case by case basis. Commissioner Espeseth motioned to approve this request, Commissioner Mendoza seconded the motion All are in favor and the motion is passed Discussion on whether or not to form a policy on rental extensions to churches. 8 MONTHLY STAFF REPORTS A Facility Usage Report - Attached B. Commissioner is elected Vice Chair by a majority vote ® • August 27, 1996 Page 3 9 CURRENT PROGRAM REPORT Covered under scheduled matters. 10. SCHEDULED MATTERS A. CALIFORNIA ASSOCIATION OF PARKS AND RECREATION COMMISSIONS AND BOARDS Mr Davis invites Commissioners to attend the 1996 California Workshop in Tustin on Saturday, October 5, 1996 from 8:30 a m until 4:00 p.m. The $50 00 non- member fee will be paid for by the Recreation Department B NEIGHBORHOOD SAFE ACT - PROP "A" 1996 REPORT If this project is approved funds will be granted with which to carry out a specific project such as the Mervyn Dymally Park Project The Department is also applying for grant monies to be used for Ham Park and the Natatorium. Bond Act will benefit Southern California beaches and parks. Commissioners given a form to fill out in support of this Bond Act C SEPTEMBER 16TH PROGRAM Pageantry Productions and Radio Station KWKW will once again co -host the "Fiestas Patrias" Street Fair on September 13, 14, and 15, 1996 in honor of Mexican Independence Day There will be live entertainment, a carnival, food booths and something to entertain the whole family D. FALL PROGRAM REPORT The Weight Lifting Program is temporarily closed due to an injury suffered by the Instructor. The Karate program is doing well Currently working on Youth Summit Program, Character Counts Program, Community 10,000 Heroes Project, Afterschool Fun Program Swim Lessons at the Natatorium will conclude in November for 1996. 1 5 million dollars have been allocated for the refurbishing of the Natatorium therefore the pool may not open in January of 1997 11.
