STATUS REPORT ON PROP "A" PROPOSAL 12 STATUS OF 96 -97 RECREATION DEPARTMENT BUDGET PROPOSAL PUBLIC ORAL COMMUNICATION COMMISSION ORALS PERTAINING TO AGENDA ITEMS ONLY Chairperson George Martini Vice Chair Walter Lopez: Commissioner Julio Mendoza: Commissioner Bette Espeseth: Commissioner Joseph Lara: Motion to adjourn to the next regularly scheduled meeting to be held on Tuesday, May 28, 1996 at 6 00 p m in the Council Chambers at City Hall, 11330 Bullis Road, Lynwood. r &p /agenda • • CITY OF LYNWOOD RECREATION & PARKS DEPARTMENT COMMISSION MEETING March 26, 1996 The Recreation and Parks Commission meeting of March 26, 1996 was called to order by Chairperson Martini The Invocation was led by Commissioner Mendoza and the Pledge of Allegiance was recited by Commissioner Espeseth Roll Call of Commissioners: Chairperson Mendoza - Present Commissioner Martini - Present Commissioner Lopez - Absent Commissioner Lara - Present Commissioner Espeseth - Present Mr. Ralph Davis, Director of the Recreation and Community Services Department certified the posting of the agenda by the City Clerk. Chairperson Martini called for a vote on the minutes for the Recreation and Parks Commission meeting held on February 27, 1996. Commissioner Mendoza motioned to approve the minutes, Commissioner Espeseth seconded the motion, all were in agreement and the motion was passed. BABIES AGAINST ALCOHOL AND DRUGS OF AMERICA (B.A.A.D.) Ms Gloria Clark, CEO for the B A A.D organization was present to address the Commission on her request for a fee waiver to hold an essay/ scholarship pageant from 2 00 p.m. to 5:00 p.m on Sunday, June 9, 1996. After a question and answer period between Ms Clark and the Commission, Commissioner Espeseth motioned for the waiver of fees Commissioner Mendoza seconded the motion and Ms Clark's request was voted upon and unanimously granted by the Commission. MONTHLY STAFF REPORTS A Facility Usage Report - Attached B News Releases - Mailed on Current Basis C. Personnel Report - Mr Davis announced that Recreation Superintendent, Dorothy Siddell, was hired to over -see the day to day operations of programs and facilities and to address personnel issues previously left unaddressed March 26, 1996 Page 2 E a C. Personnel Report - Continued Facility and Program Supervisor, Janice Thomas will be assigned to Dorothy Siddell position at Bateman Hall. CURRENT PROGRAM REPORT Mr. Davis requests that the Commission vote to place the Natatorium Mural Judging Contest on the Agenda. Commissioner Espeseth motions for this item to be placed on the Agenda, Commissioner Mendoza seconds the motion and the item is added to the Agenda. Aquatic Director, Jim Coles then proceeds to explain the purpose of the contest, prizes, etc There will be a total of 18 judges selecting the 1st, 2nd, and 3rd place winners. Only the top forty (40) entries were chosen to be judged, from among the 800 aquatic themed entries received Upcoming events include Doctors Day Program - Friday, March 22, 1996 Baseball Opening Day - Saturday, March 30, 1996 Easter Egg Hunt - Saturday, April 6, 1996 at 10:00 a.m on Diamond #1 All City Track Meet - Saturday, April 13, 1996 at Lynwood High School SCHEDULED MATTERS BEAUTIFICATION TOUR DISCUSSION AND SELECTION PROCESS The Commission judged the 1996 Beautification Tour selections. The top three homes will be awarded plaques at the April 23, 1996 Recreation and Parks Commission meeting. The remaining seven selections will be awarded certificates. FACILITY FEE WAIVER WORKSHOP Mr. Davis briefly reviewed the fee schedule for Bateman Hall, explaining that a review and modifications may be in order. Most other cities such as Huntington Park and South Gate charge higher rates than the City of Lynwood The Commission should strive to be consistent in the manner fee waivers are granted. March 26, 1996 Page 3 0 MERVYN DYMALLY PARK GRANT PROJECT UPDATE John Oskoui was unable to appear before the Commission with a park renovation update as scheduled PROP 62 DISCUSSION The Lynwood City Council cancelled a proposed Prop 62 Workshop. "Over eight hundred (800) entries were received and for the first time the top three (3) selections were Lynwood residents ", said Jim Coles, Aquatic Director ". "This is the fourth year for this program and while Lynwood residents have previously placed in each of the top three (3) categories, never before have local residents swept the top three spots ", continues Coles. Javier Macias a sixth grade student from Washington Elementary School in Miss Provost's class won third place for his muscular surf cat challenging shark infested waters. Javier has not only received five (5) complimentary recreation swim admission tickets, but also twenty -five ($25.00) in cash. Gabriela Elizalde a fifth grade student at Lincoln Elementary School in Mr. Rencowitz' class was selected second place winner. Her entry of musical notes identifying singing dolphins; playing in the ocean was beautifully completed. Gabriela has received ten (10) complimentary swimming lessons plus fifty dollars ($50.00). First place winner, Earnest Strange of Shirley Avenue was awarded the top prize of one hundred ($100.00). Earnest's first place entry depicted a group of lifeguards at the waters edge and a diver completing a reverse inward tuck somersault, while swimmers watch both groups. Also depicted are the four (4) basic swim strokes used in racing competition such as; free - style, backstroke, butterfly and breast stroke. This picture will be duplicated on a 4' x 8' piece of plywood which will be mounted at the pool for public display. The Lynwood Recreation and Community Services Department would like to thank all of the participants, parents, sponsors and the many people who helped with this year's Easter Egg Hunt. Also special thanks to the Lynwood Rotary Club, 7- Eleven, Smart & Final, Superior Warehouse, and Thrifty's for their many gifts and donations. Any senior citizen who is at least 60 years old can adopt an older dog or cat free from any county shelter. The only cost a senior may incur is the payment of a license fee, which is required under both California law and the City of Lynwood Municipal Code. Purina Pet Foods is underwriting this program in an effort to encourage the adoption of older dogs and cats from animal shelters. We see this program as benefitting both the senior citizens and the pets they adopt. The animals are placed into new homes, the senior citizens get shelter pets, and it has been well documented that owning a pet can help people lead happier, healthier lives. Any senior citizen resident of Lynwood who is interested in adopting a pet under this program should visit the Downey Animal Shelter at 11258 South Garfield Avenue in Downey, and look for a suitable pet. This free pet program will continue through September or until the adoption campaign funding runs -out.
