The Invocation was led by Commissioner Lara and the Pledge of Allegiance was recited by Commissioner Mendoza Roll Call of Commissioners: Chairperson Martini- Present Vice Chairperson Lopez - Absent Commissioner Mendoza - Present Commissioner Lara - Present Commissioner Espeseth - Present Mr Ralph Davis, Director of the Recreation and Community Services Department certified the posting of the agenda by the City Clerk. Chairperson Martini called for a vote of approval on the minutes for the Recreation and Parks Commission meeting held on January 23, 1996. Commissioner Espeseth motioned to approve the minutes, Commissioner Mendoza seconded the motion, all were in agreement and the motion was passed. CORRESPONDENCE TRUEVINE OF LYNWOOD MISSIONARY BAPTIST CHURCH Reverend West of the Truevine Missionary Baptist Church requested a fee waiver in order to conduct a "Homeless Benefit" at Bateman Hall. The Church will cover the $150.00 cleaning deposit and provide a clean -up crew The funds raised through the cover charge of $25.00 per person will benefit the many homeless citizens of Lynwood. Truevine Baptist Church provides housing, employment, drug /alcohol rehabilitation, and food distribution, among many other services that aid in combating hunger and despair in this community. After a motion was called for by Chairperson Martini, Commissioner Mendoza motioned to waive the fee, Chairperson Martini seconded the motion and the motion was carried GREATER LONG BEACH GIRL SCOUT TROOP #540 Mr. Davis read a letter from the Greater Long Beach Girl Scout Council Troop #540 requesting a fee waiver to conduct a fashion show at Bateman Hall. After a short discussion on this matter, Commissioner Mendoza motioned to waive the fee, Commissioner Lara seconded the motion and the motion was carried 0 0 February 27, 1996 Page 2 ST. FRANCIS MEDICAL CENTER St Francis Medical Center submitted a letter requesting a fee waiver or fee reduction for the use of Bateman Hall to conduct educational medical training. Chairperson Martini called for a motion, Commissioner Mendoza motioned to waive fees, no other motion was made and the item died for a lack of motion Mr. Davis and the Commission discussed parliamentary procedures in order to clarify confusion during the discussion More than likely St Francis will take their request to the Lynwood City Council. MONTHLY STAFF REPORTS A Facility Usage Report - Attached B. News Releases - Mailed on Current Basis C Personnel Report - Mr Davis announced that two candidates have tested for the Recreation Superintendent position, he will make his selection on 2/28/96. Janice Thomas has also been promoted to Facility and Program Supervisor. CURRENT PROGRAM REPORT Mr Davis reads a thank you card to the Commission, from Jimmy Bass for their support to the Lynwood High School Football Banquet Upcoming programs * Human Relations Mutual Assistance Consortium * "Let's Get Ready to Work" Program February has been a very busy month The Recreation and Community Services Department was host to the Yellow Ribbon program on `February 2 and 6. Elementary school children sent valentines to offer cheer and moral support and tied yellow ribbons on a City landmark in honor of the United States troops stationed in Bosnia The Cinco de Mayo planning committee meets every Thursday at 6:00 p.m. in the Community Transit Center conference room to plan for this upcoming event. Baseball registration began on February 10, 1996 Approximately 200 youth have registered so far Black History month was celebrated on February 22, 23, and 25 with a Read to Celebrate Essay, Coloring and Quiz Contest, a Karaoke Contest, and a Gospelfest tribute to the late, Cassietta George. 0 February 27, 1996 Page 3 SCHEDULED MATTERS REPORT ON DYMALLY PARK AND TEEN CENTER PROJECT Mr. John Oskoui, Director of the Facility Maintenance Department was unable to attend the meeting He will return at a later date to update the Commission on the status of Dymally Park and the Teen Center REPORT ON PROP "A" '96 GRANT The City of Lynwood Recreation and Community Services Department is applying for monies to be used for capital improvement projects These monies will be used for improvements to the Natatorium, Ham Park Art House, Los Amigos Park, and Phase III construction of Mervyn M Dymally Park. REPORT ON SANTA MONICA BAY RESTORATION GRANT Mr Davis reported that initially it was thought the deadline for the Santa Monica Bay Restoration Grant was not met due to a problem at the Post Office After some research it was discovered that the grant proposal did indeed meet both the criteria and the deadline The monies awarded will be used by the Afterschool Fun Program to address environmental issues REPORT ON 1996 CPRS CONFERENCE IN SAN DIEGO Mr Davis attended the CPRS Conference in San Diego early in February Some of the programs discussed were not suitable due to the size of our City or because of funding issues The conference stressed the importance of cross cultural training through the theme of creating community through the Arts The Arts are a passive, yet positive way of bridging the differences between cultures. An effective way of expressing cultural differences in a creative manner is through story telling, jewelry making, and culturally relevant plays PUBLIC ORALS Gloria Clark from the B A A D (Babies Against Alcohol and Drugs of America) Organization came to request a fee waiver for Bateman Hall in order to conduct an Essay /Scholarship Pageant. So, step back to the 30's and 40' as we head out to Palm Springs for a fabulous musical revue in the tradition of the Ziegfield Follies. The Natatorium is a heated, 50 -meter swim facility offering a wide variety of programming Pre - registration is highly recommended due to the popularity of the swim lessons. Beginning April 9, 1996 at 8:00 p m. the Aqua Aerobics class will meet each Tuesday and Thursday evening for 45 minutes. This schedule will be in effect through May 9, 1996. The cost is only $1.00 per class visit While this class is designed for adults, anyone under 18 years of age may request an age exemption from the instructor prior to the start of the class. "This program has expanded beyond the Summer months only ", says Aquatic Director Jim Coles. Water provides a nearly weightless environment, and the resistance of movement is only as restrictive as you allow it to be. Led by an experienced instructor such as Ms. Rosie Carrillo, each person is encouraged to exercise at their own level. This low -to- medium impact level aerobics class is conducted entirely in shallow water and swimming is not essential. "From an enjoyment as well as a therapeutic standpoint there is no better form of exercise or therapy than water ", continues Coles. 0 0 Page 2 The Natatorium is an indoor, 50 -meter swimming pool complete with separate mens and ladies dressing and shower areas, as well as an enclosed patio.
