January 23, 1995
The Recreation and Parks Commission meeting of January 23, 1996 was
called to order by Chairperson Mendoza. The Invocation was led by
Commissioner Lara and the Pledge of Allegiance was recited by
Chairperson Mendoza

Mr Jim Given, Project Manager for the Recreation and Community
Services Department certified the posting of the agenda by the City
Clerk
Chairperson Mendoza called for a vote on the minutes for the
Recreation and Parks Commission meeting held on November 28, 1995.
Commissioner Espeseth motioned to approve the minutes, Commissioner
Lara seconded the motion, all were in agreement and the motion was
passed
LOS ANGELES REGISTRAR - RECORDER /COUNTY CLERK'S OFFICE
After careful consideration and discussion the Commission voted
unanimously to approve the fee waiver request made by the Los
Angeles Registrar- Recorder /County Clerk's Office to conduct
Precinct Officer Training in preparation for the March 26, 1996
Presidential Primary Election. The training will take place at
Bateman Hall from 9 00 a m to 7 00 p m. on Tuesday, March 19,
1996
BABIES AGAINST ALCOHOL AND DRUGS OF A MERICA (B.A.A.D.
The request for a fee waiver from Babies Against Alcohol and Drugs
of America (B.A A.D ) to hold a school pageant on Sunday, June 9,
1996 from 2 00 p m to 5:00 p m was tabled until the next meeting
Before making a decision the Commission would like a representative
from B A.A.D to conduct a presentation on this organization and
its activities.
COMMISSION REORGANIZATION
At this time the meeting was briefly interrupted by Recreation
Project Manager Jim Given, in order to reorganize its members
Chairperson Mendoza called for a motion to vacate Commission
positions to Recreation Department staff in order to reorganize
election of officers. Commissioner Espeseth motioned, Commissioner
Lara seconds the motion, and Mr. Given opens the nominations for
Chairman

Commissioner Espeseth motions to nominate Commissioner Martini as
Chairperson, Commissioner Lara seconds, Commissioner Espeseth moves
to close the nominations, Commissioner Lara seconds the motion and
nominations are closed. All are in favor of electing Mr. George
Martini as the new Chairperson
Mr Given calls for a motion to elect a Vice Chairperson.
Commissioner Espeseth motions to nominate Commissioner Lopez as
Vice Chairperson, Commissioner Lara seconds the motion,
Commissioner Espeseth moves to close the nominations, Commissioner
Lara seconds the motion and nominations are closed. All are in
favor of electing Mr Walter Lopez as the new Vice Chairperson
Commissioner Lara motions to pass the gavel to Chairman Martini,
Commissioner Espeseth seconds the motion. All are in favor and the
motion is passed Chairman Martini takes the meeting over.

The following events will be celebrated in honor of Black History
Month
Read to Celebrate Essay, Coloring and Quiz Contest at 3:00 p m on
Thursday, February 22, 1996 at Bateman Hall
Karacke Contest and Talent Search Competition at 7 00 p m on
Friday, February 23, 1996 at Bateman Hall
Gospel Concert in honor of the late, Cassietta George at 3 00 p m
on Sunday, February 25, 1996 at Bateman Hall.

DISCUSSION ON BEAUTIFICATION PROGRAM
•
Saturday, February 24, 1996 at 2 00 p.m has been chosen as the
date and time for this year's annual Spring Beautification Tour
judging. The Recreation and Parks Commission will meet at the
Community Transit Center parking lot on this date for a tour of the
City, looking for homes worthy of a Beautification Award.
DISCUSSION ON PARR PATROL
Mr Given addresses the concerns of the Commission in relation to
lack of security in Mervyn Dymally Park. He has requested
information from the City of Highland and the City of Rancho
Cucamonga on a program known as Citizens on Patrol. In the future,
a representative from one of these cities will attend a Recreation
and Parks Commission meeting in order to explain their procedures
and funding sources.
REPORT ON CITY'S 75TH YEAR ANNIVERSARY PLANNING
Recreation and Community Services Department staff is compiling a
calendar of events to commemorate Lynwood's 75th Year Anniversary.
This calendar will be supplied to the Recreation Commission when it
is ready

I am writing on behalf of the Greater Long Beach Girl Scout Council Troop
# 540 to respectfully request the use of one of your facilities without charge
Troop # 540 is organizing a fashion show on Sunday, April 21, 1996 for
the purpose of raising some funds for the activities and outings of the troop. This
event will also provide a great opportunity for the girls to practice their
leadership and organizational skills and to make new friends and contacts in
their area.
This event Is being prepared with the help and the commitment of volunteer
parents who are working really hard for the girls. For these reasons we would
like to request the use of Bateman Hall without charge, between 11 am. and
6:00 pm. on Sunday, April 21, 1996 We will need to accommodate
aproximately 150 people

Dear Sir,
I have been referred to your Department by Ms. Dorothy Siddell,
Supervisor, Reservation Department, Bateman Hall, in regards to
using these facilities for St. Francis Medical Center, Base
Hospital educational functions.
As the regional Hospital for the control and direction of patient
care given by Paramedics throughout the surrounding community, St.
Francis Medical Center is also responsible for the continuing
education for the Paramedics and Radio Nurses in this area. It is
the responsibility of this Department to monitor and maintain high
standards of patient care given by Paramedics to all members of our
surrounding community. Teaching sessions are provided by the
Medical Center each month to ensure that the care given to everyone
living and working in the area is delivered to the highest standard
possible.
St. Francis Medical Center is currently undergoing major renovation
and construction that has resulted in being unable to schedule
rooms for the purpose of these educational sessions. I am
therefore looking to the community to assist me with this matter
and would be very interested in using the facilities at Bateman
Hall for some of these classes.
Rooms would be required just 2 -3 times a month for two hour
increments usually over the lunch time hours. The time and dates
can be flexible for the needs and requirements of others using
Bateman Hall.

CITY BEAUTIFICATION TOUR - SATURDAY, FEBRUARY 24, 1996
On Saturday, February 24, 1996 beginning at 2:00 p.m the City of
Lynwood Recreation and Parks Commission, which also serves as the
City's Beautification Committee, will tour the Southwest section of
Lynwood in search of homes worthy of Beautification Awards for the
1996 Spring season The Lynwood Recreation and Parks Commission
includes Chairperson George Martini, Vice Chair Walter Lopez, and
Commissioners Bette Espeseth, Julio Mendoza, and Joseph Lara.
The initial purpose of the Beautification Committee was to
establish and implement goals and objectives for community
improvement through citizen participation. One of the key
components was the establishment of a homeowners pride program,
from this came the adoption of the Beautification Awards Tour.
This tour has since concentrated on developing community pride
through home ownership.
The Spring Beautification Tour to be held on February 24, 1996 will
cover all properties east of State Street, north of Orchard Avenue
and Stockton Street, west of Bullis Road and south of Fernwood. A
total of ten (10) properties will be selected for Beautification
Awards. These winners will be invited to a City of Lynwood
Recreation and Parks Commission meeting to receive their awards.

THE NETHERCUTT COLLECTION
The City of Lynwood Recreation and Community Services Department is
offering a trip for seniors 55 years of age and older, to visit the
The Nethercutt Collection on Friday, February 23, 19'96 from 8 :30
a m to 3 00 p.m As you pass through the Great Bronze Doors, you
will see that this is a place unlike any other and one you will
always remember The world - renowned Nethercutt Collection
is a treasure house of functional fine art. Everything inside has
been restored to perfect working order - a unique tribute to days
gone by. Some of the highlights of this collection include more
than 30 priceless, antique, classic and sports cars on display in
the Grand Salon showroom, and a room full of Rolls - Royces from 1913
to the present. You'll also view one of the world's largest and
finest assemblages of mechanical musical instruments - music boxes
big and small, enormous orchestrions and the jewel of the
collection - the Mighty Wurlitzer Pipe Organ. The cost for the

HULLABALOO AND BREAKFAST TOO!
Get your posse together and join the City of Lynwood Recreation
and Community Services Department on a fun excursion to Hullabaloo
Days on Saturday, March 30, 1996 from 7:30 a.m. to 5:30 p.m.
The cost for the trip is $19.00 per person, CASH ONLY. The fun
begins with a big Bonanza Breakfast at Knott's Berry Farm. This
country style feast includes scrambled eggs with ham, bacon and
sausage, O'Brien potatoes, homemade buttermilk biscuits with
country gravy, butter and Knott's preserves, juice and coffee
or tea. After breakfast, you'll settle back for the ride out to
Calico. For one weekend a year, this old silver mining boomtown
goes all out for their festive Hullabaloo Days. This old -time

"THE GLORY OF EASTER"
On Tuesday, April 2, 1996 the City of Lynwood Recreation and
Community Services Department will be traveling to the famous
Crystal Cathedral to see the "The Glory of Easter.'- This excursion
is for seniors 55 years and older. The bus will leave from the
Lynwood Community /Transit Center located at 3798 Martin Luther King
Jr Boulevard in Lynwood at 3:00 p.m and return at 9:00 P.M.
Lunch is on your own at Arnold's Restaurant in the City of Long
Beach. The cost for this trip is $15.00 per person, CASH ONLY.
The Glory of Easter is the largest and most spectacular passion
play in the world. A cast of more than 100 actors recreate the
story of passion week including the triumphal entry into Jerusalem,
Jesus cleansing the temple, the Last Supper, the trial,
crucifixion, resurrection and Ascension. Flying angels soar
overhead while live animals parade down the aisles. "The Glory of
Easter" is one of the most exciting interpretations of the week
that changed the course of history forever.

REDLANDS VICTORIAN HOMES
The City of Lynwood Recreation and Community Services Department
has another exciting trip planned for seniors. On Friday, April
12, 1996 seniors will have the opportunity to visit the Redlands
Victorian Homes from 9:30 a.m. to 5:30 p.m. Here you will take a
peek into the past, as we view orange groves, old Victorian homes
and serene tree -lined streets We'll meet our guide at the Edwards
Mansion where you'll be taken on a leisurely guided walk around the
estate and grounds. Built in 1890, this prominent landmark is a
classic example of Victorian architecture You'll also get to take
a peek inside the Orange Tree Wedding Chapel, which is located
adjacent to the Mansion Then, we'll head over to Furr's for a hot
and hearty luncheon. You'll enjoy the all -you- can -eat buffet that
has made this restaurant so popular After lunch, we'll board the
coach with our guide for a drive -by tour of the historical homes of
Redlands You'll see a number of the town's most beautiful
Victorian houses, and you'll even be treated to an interior tour of
one of the homes (Kimberly Crest or the Morey Mansion)

includes: roundtrip transportation via deluxe motorcoach, fully

nights accommodations at the Golden Nugget Hotel; a special package

NATATORIUM SET TO REOPEN MARCH 11, 1996
The Lynwood Natatorium Swim Complex is scheduled to begin its
forty -third year of service on Monday, March 11, 1996. The indoor,
50- meter, Olympic -size pool is located at 3770 Martin Luther King
Jr Boulevard in Lynwood, (between St Francis Medical Center and
Bullis Road) "In water heated to a comfortable 80 82 swimmers
will again have a wide variety of aquatic activities from which to
choose" says Aquatic Director, Jim Coles. "This year could prove
most beneficial to anyone enrolling in our public swim lesson
program With over 40 -years of combined teaching experience our
swim instructors are unquestionably among the most talented ".
Swim lesson classes are expected to begin on Monday, April 1, 1996.
Each swim session is comprised of ten, 30- minute swim lessons A
five -week session meets twice per week (usually Tuesday and
Thursday) , while a three -week session meets three times per week
(usually Monday, Wednesday, Friday). Registration is accepted at
the Natatorium facility during our public swim periods, as well as
during special two -hour registration periods. The "rec swim"
activity allows children over 45" in height, as well as adults 18
years and older, an opportunity to enjoy our one -meter and three -

NATATORIUM MURAL, CONTEST
A comparatively new program in our City's 75th Anniversary history
is now entering its fourth successful year. "The Natatorium mural
project has not only increased its number of entries, the quality
of work continues to improve as well," says project chairperson,
Rosie Carrillo This contest is much more than an art contest
promoting safe Aquatic practices, it also provides educational
awareness of the Aquatic environment
The brief history of this annual event begins in 1991 when the
Lynwood City Council initiated a desire to improve the aesthetics
of the area around the indoor 50 -meter Aquatic facility, located at
3770 Martin Luther King Jr., Boulevard in Lynwood. In cooperation
with the Aquatic division of the Recreation and Community Services
Department and with the invaluable assistance of the Recreation and
Parks Commission the Mural Contest was established.
In addition to achieving the original goal of improved facility
aesthetics, this program has also increased the awareness of
Aquatic safety "The dangers associated with an Aquatic environment
are many, yet the patrons utilizing our facility have become
increasingly aware of these dangers and as a result of this
awareness there has been a reduction of aquatic accidents," says
Jim Coles, Aquatic Director.

The object of the contest is to visually depict an aquatic
environment on the back of an official entry form available
throughout the City. A full color scheme is required and the
mural judging will be based on the following:
1 Educational significance
2 Promotion of safe aquatic practices
3 Originality
All persons submitting an official entry form will receive two (2)
complimentary swim passes. The third place winner will receive
$25 00 and five (5) complimentary swim passes. The second place
winner will receive $50.00 and ten (10) swim lessons (one swim
session) at his or her swimming level. The first place winner will
receive $100.00 and will be required to duplicate his or her entry
on a 4 x 8' plywood surface to be permanently mounted at the
Natatorium facility:
All entry forms become the property of the City of Lynwood upon
submission and under no circumstance will club or gang
representation be permitted The City assumes no responsibility
for any lost or damaged entries and all selections are final
Official entry forms may be picked up at the Recreation and
Community Services Department located at 3798 Martin Luther King
Jr Boulevard (Bullis side entrance). Entry forms must be
submitted for judging prior to March 15, 1996
The selected winners will be notified on or before March 30, 1996

1996 CINCO DE MAYO STEERING COMMITTEE MEMBERS NEEDED
The City of Lynwood Recreation and Community Services Department is
currently seeking volunteers for its 1996 Cinco de Mayo Steering
Committee The Department is asking both residents and businesses
in Lynwood to become int/olved with the Recreation and Community
Services Department in planning the 1996 Cinco de Mayo Program for
the City of Lynwood
In 1995, the Recreation and Community Services Department along
with the Volunteer Steering Committee presented the community with
a delightful dinner show to a sold out auditorium at Bateman Hall
which consisted of Mariachi music, dance groups, and a great
Mexican dinner. The highlight of the program was the
introduction of the guest of honor Laura' Diaz, Co- Anchor of KABC
Television News Ms. Diaz was honored as the City of Lynwood
Hispanic Role Model of the year.
This year, the Recreation and Community Services Department is
again hoping to recruit volunteers that will be able to attend
planning meetings and assist with the promotion and conduction of
a Cinco de Mayo Program that everyone can be proud of

PLANS FOR 46TH ALL CITY TRACK & FIELD CHAMPIONSHIPS
The Lynwood All City Track Championship Meet is in its 46th year
and plans are underway to make Lynwood's youth top competitors in
this year's meet. This exciting event is scheduled for Saturday,
April 13, 1996 at Lynwood High School, 12124 Bullis Road in
Lynwood. Participants must compete in their own age division and
present birth verification before Monday, April 1, 1996. The meet
features youth born in 1981 through 1989.
The Lynwood All City Track Championship Meet is one of the oldest
and largest meets sponsored by any Southern California
municipality. Over 1,300 youth participate in the event annually.
Participants in the meet register at their school sites and then
compete for their school's team in the meet. Schools in the
Lynwood Unified School District include; Lugo, Roosevelt, Lincoln,
Lindbergh, Wilson, Mark Twain, Abbott, Will Rogers, Washington and
Hosler. Students from outside districts are also welcome to
participate.
Anyone interested in participating in the Lynwood All City Track
and Field Championship Meet can sign -up at his /her school or can
call the Lynwood Recreation and Community Services Department for
a referral to the school closest to his /her home.

The events for this year's meet include; the 100 and 200 Meter
Sprints the 400, 800 and 1600 Meter Runs, the 4 x 100 Meter Relay,
Long Jump, High Jump, Softball Throw, and Shot Put.
First, second, third and fourth place winners in each event will
compete in the Southeast Municipal Athletic Association (SEMAA)
regional competition with other cities on Saturday, May 11, 1996 at
Lynwood High School in Lynwood. The SEMAA winners will then go on
to compete in the Southern California Municipal Athletic Federation
Championships to be held on Saturday, May 25, 1996 at Veterans
Stadium in Long Beach.
The City of Lynwood is asking for volunteers to assist as Timers,
Staggers, Finish Judges, Tape Holders, and Field Officials. If you

A Track and Field Workshop for volunteers will be held on Saturday,
March 23, 1996 beginning at 11:00 a.m. inside the Lynwood

offering Tax Assistance to Lynwood residents with a low income of
$12,000 or less annually. This service is also available to senior
citizens 62 years and over. This free service will be offered on
Monday only from 9:00 a.m. -12:00 noon starting February 5, 1996
through April 15, 1996 by appointment only Appointments are 1 hour
long and will be filled on a first come, first served basis.
Sign ups are accepted Monday through Thursday from 7:00 a.m. -
6:00 p.m. at the Lynwood Community /Transit Center (Bullis Road
side) located at 3798 Martin Luther King, Jr. Boulevard in Lynwood.

Greetings to all of Lynwood's wonderful seniors (ages 55 years and
older). The City of Lynwood Recreation and Community Services
Department would like to thank everyone who participated in the
1995 excursions
The Seniors who attended the trip to Hawaii have reported back to
me and stated that they had a fabulous time. They are already
planning to attend the trip to the Caribbean in January, 1997.
The following seniors attended the Hawaii trip: Pauline Galbraith,
Joan Schrader, Mr and Mrs. Merle Robinson, Angline Kleinpell,
Grace Layland, Roberta Hudzieth, and Rosie Lane.
A special thanks to the seniors who have been the most supportive
by traveling on nearly all of the excursions in the last year
Ms Willie Mc Gill, 11 trips; Mr. & Mrs. L. Gaston, 10 trips; Joan
Schaeder, 10 trips including Hawaii; Arthur Raddle, 9 trips;
Ms Angie Ruzzo, 9 trips; Ms. Lillian Stillman, 8 trips; and

In 1995 there were fourteen day trips scheduled and only one was
canceled A total of 388 people traveled with the City of
Lynwood and eight attended the Hawaii Cruise. A great big thank
you to all of you for your support and cooperation. I hope to see
