HomeMy Public PortalAbout02-21-13cFebnrary 21, 2013 A Regular Meeting of the Mayor and Council of the Borough of Regular Meetirg Carteret was called to order by Council President Joseph Sitarz at 6:00 P.M., Thursday, February 21, 2013, Council Chambers, 61 Cooke Avenue, Carteret, New Jersey. Upon individual roll call, the following were noted present: Councilmember Dennis DiMascio Randy Krum Susan Naples Joseph W. Sitarz Also noted present was Borough Attorney Robert J. Bergen and Municipal Clerk Kathleen M. Barney. Noted absent was Mayor Daniel Reiman, Councilman Vincent Bellino and Councilman Jorge Diaz. The meeting was opened with a minute of Silent Prayer and The Pledge of Allegiance led by Council President Joseph Sitarz. Roll Call Noted Present Noted Absent Silent Prayer/Pledge of Allegiarre The Municipal Clerk stated that on January 3, 2013 the 2013 Annual Staterent of Meeting Notice was mailed to The Home News Tribune, The Star Ledger and Notice posted on the bulletin board. It was published in The Home News Tribune and The Star Ledger on January 8, 2013. 1 Febn aiy 21, 2013 Public Prtions on PUBLIC PORTIONS ON RESOLUTIONS /AGENDA ITEMS AND NEW Resolutions /Agenda BUSINESS: Item & mo Business Opmed Upon MMS &C by Councilmember's Krum and Naples and unanimous affirmative vote of the four (4) members present, the Council President declared the public hearing to be opened. My name is Constance Foley, 132 Heald Street. Ms. Foley complained C. Foley about a mattress at 127 Heald St. She said it has been there for 10 Caur nts & days. She called the Mayor's Office and several departments was told Cmplaints they can't go on private property or notify the person. She said her taxes went up. There's got to be a better way. You can't have furniture outdoors on a front law. She said she works in New York and if a car picked her up at home, she'd be humiliated. With the cold weather, you can get mice in there. Councilman DiMascio said they will take care of it tomorrow. Borough Attorney Bergen asked who told her that they couldn't do Discussion anything about it. She said she was bounced around to about five different places. Attorney Bergen said he will check with the department tomorrow because being told there's nothing they could do, is not accurate. She said no one called her back. Ms. Foley said she takes the bus and people are parking on Roosevelt Avenue close to the intersections at Edgar Street and Heald Street. You can't make a right or left turn. Council President Sitarz said they will have the police look at it tomorrow. 2 Febnmy 21, 2013 Ms. Foley told the Governing Body that there are streets lights out on Randolph Street near Heald Street for about two months. She also stated that people have dressers in the driveways. Ccwents (Con t) Councilwoman Naples said that is a property maintenance issue. Council President Sitarz told her that the girl that does property maintenance is sickly right now and they are just breaking in a new person to take her place. Ms. Foley asked if there was any website to report these things and get feedback. Council President Sitarz said she can go to Mr. Neibert. Borough Attorney Bergen said that she should call property maintenance and if somebody ever tells her that they can't do something, she should get in touch with one of these Councilmembers and they could look into it because that is just not accurate. Council President Sitarz noted that Capt. McFadden just walked in. He addressed Capt. McFadden referring to Heald and Edgar Streets, if parking cars there other cars can't get out onto the street because those cars are blocking the view. Capt. McFadden will look into it. There were no further comments from the public. Consent Age Council President Sitarz asked for a motion on the Consent Agenda. Resolutions #13 -36 through #13 -41 were introduced by the Council President and referred to the Council for action. Upon individual roll call vote, Councilmembers viere Adopted DiMascio, Krum, Naples and Sitarz vote in the affirmative. Councilmembers Bellino and Diaz were noted absent. Bills — Bill List Upon MMS &C by Councilmembers Krum and Naples all bills appearing on the prepared list, properly audited and signed, were ordered to be paid. Upon individual roll call vote, Councilmembers DiMascio, Krum, Naples and Sitarz voted in the affirmative. Councilmembers Bellino and Diaz were noted absent. Reports — Reports 1. Board of Health - October, November & December 2012 and January 2013. 2. Inspection of Buildings— January 2013. 5 February 21, 2013 Approved Upon MMS &C by Councilmembers Krum and DiMascio and unanimous affirmative vote of the four (4) members present the reports were approved and placed on file. C Ru ttees Committees — Buildings & BUILDINGS & GROUNDS — Committeewoman Naples reported that Grounds they are getting ready for Spring while still dealing with Winter. We are also still reeling from damages from Hurricane Sandy. Thank You. Finance & FINANCE & ADMINISTRATION — In the absence of Councilman Diaz, Addrdstration Committeeman DiMascio reported Progress. FYre and FIRE & DOMESTIC PREPAREDNESS - Committeeman Chairman Krum ns is said they just put on three (3) EMS per diem's. We also used our foam ... (inaudible)... in Rahway at the explosion at All State. They greatly appreciated it. We got our new EMT wagon in service. Progress. Parks & PARKS & RECREATION / Recreation / PUBLIC PROPERTY - In the absence of Committeeman Bellino, Public Property Committeeman DiMascio reported Progress. Police POLICE — Committee Chairman Sitarz reported Progress. Public �%brks PUBLIC WORKS — Committeeman DiMascio reported that there was a foot of snow two (2) weeks ago. The guys did a great job. He didn't hear any complaints after the storm. Progress. Council President Sitarz said he wanted to thank Councilman DiMascio and his men for doing a good job. That was the first one he missed in 12 years. 9 Febniary 21, 2013 BOARD OF EDUCATION LIAISON— Committee Chairwoman Naples Board of Education said they did a good job with that snowstorm. She's heard nothing but positives. An unidentified member said there are a lot of potholes now. Committee Chairwoman Naples she has seen them and they have to wait a while to get them done. She reported that Black History Month is being celebrated at Carteret High School in collaboration with the Boys & Girls Club at 6:00 -9:00 P.M. The public is welcome. It is free of charge. There are several shows. The Blue Fire Step Team, which is the Carteret High School Step Team who are State Champions, will be performing along with Harlem Renaissance, some great debaters and a spoken word performance. The other components of this is a health & wellness component where they are offering free flu vaccines and free blood pressure screenings. A mobile dentist will be there for informational purposes and a representative from Health First to find out about New Jersey Care Insurances.
