Reiman at 6:00 P.M., Thursday, January 24, 2013, Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon individual roll call the following were noted present: Councilmember Vincent Bellino Dennis DiMascio Susan Naples " Joseph W. Sitarz Noted absent was Councilmembers Diaz and Krum. Also noted present was Borough Attorney Robert J. Bergen, Esq and Municipal Clerk Kathleen M. Barney, MMC. The meeting was opened with a minute of Silent Prayer and the Pledge of Allegiance led by Mayor Daniel J. Reiman. Roll Call Noted Absent Also Noted Present Silent Prayer/ Pledge of Allegiance The Clerk stated that the 2013 Annual Notice was mailed to The Statement of Home News Tribune, The Star Ledger and posted on the Bulletin Meeting Notice Board on January 3, 2013. Notice was published in The Home News Tribune and The Star Ledger on January 8, 2013. 1 January 24, 2013 Minutes for Upon MMS &C by Councilmembers Sitarz and Bellino and Approval unanimous affirmative vote of the four (4) members present, the. Minutes of December 20, 2012 and January 6 & 17, 2013 were approved and transcribed and engrossed by the Clerk. Open Upon MMS &C by Councilmembers Sitarz and Bellino and unanimous affirmative vote of the four (4) members present, the Mayor declared the public portion on Resolutions /Agenda items and new business to be open. No Comment from the Public. Closed Upon NINiS &C by Councilmembers Sitarz and Bellino and unanimous affirmative vote of the four (4) members present, the Mayor declared the public portion to be closed. Resolutions Resolutions: 1. #12 -19 Directing the Issuance of Various Raffle Licenses. 2. #12 -20 Authorizing Execution of a Hazardous Materials Cost Recovery Agreement. 3. #12 -21 Professional Services -T &M Associates, Re: 2013 General Engineering Services. 4. #13 -22 Professional -T &bt Associates, Re: 2913 General Sewer Maintenance. S. #12 -23 Professional Services - T &M Associates, Re: Noe's Creek Maintenance Dredging. Mayor Reiman said they will be going out there to Noe's Creek Comments basically from the. Arthur Kill to the title gates. They will do a survey and GPS locator to determine how much silt or debris and spoils made their way into the creek. The ultimate plan will then be to dredge that creek so we have added capacity for storm water. If too much material comes in from the channel, it 2. , January 24, 2013 has the potential to block the tide gates and flood gates and we need to get the storm water out. Councilman DiMascio asked if that would be Roosevelt Avenue. Mayor Reiman replied yes. The way it'll go is from the Arthur Kill over Roosevelt Avenue and out to the Western side of Public Works. 6. #12 -24 Directing the Issuance of a Taxicab Driver's License. 7. #12 -25 Amendment to the 2013 Temporary Budget. Bills BILLS- Upon MMS &C by Councilmembers DiNlascio and Sitarz all bills appearing on the bill list, properly audited and signed were ordered to be paid. Upon individual roll call vote Councilmembers Bellino, DiMascio, Naples and Sitarz voted in the affirmative. Councilmembers Diaz and Krum were noted absent. Committees COMMITTEES - Buildings & Buildings & Grounds - Committeewoman Naples reported Grounds business as usual in the department. The crew is over at the Recreation Center today. 4. January 24, 2013 Mayor Reiman said they selected a new state of the art flooring Comments product which has one half inch rubber component. It is much safer for the kids when they are playing. Councilwoman Naples said she was very happy to have Nydia on board. She has been with the department for many years. She is very loyal and she worked very hard and it is nice to see her quality of work wasn't dependent on her salary. All these years she worked very hard and she is very glad that that she was rewarded. Finance & Administration - Progress in the department. - Councilmember Diaz was noted absent. Fire & Domestic Preparedness - Committeeman Krum is absent. Progress in his department. Parks, Recreation & Public Property- Committeeman Bellino reported normal day to day operations, progress. Finance & Administration Fire & Domestic Preparedness Parks, Recreation & Public Property Police - Committeeman Sitarz reported progress in his 1 Police department. Public Works - Committeeman DiMascio reported that he spoke Public Works to John DuPont that day. There is a storm coming up tomorrow night into Saturday. I've been watching the weather and it will only be about 2 inches in our area. I told him that we needed the speed bumps off and pedestrian sign taken down,. Progress. Board of Education Liaison - Committeewoman Naples offered Board of Education condolences to the family of Andrew Holkovitch. Andy was a Liaison member of the Board of Education but also served on the Im January 24, 2013 volunteer First Aid Squad for many years and he will surely be missed.
