H: ANISR WCH /AGENDA "N MINUTES OF A SPECIAL MEETING OF THE COMMUNITY DEVELOPMENT BLOCK GRANT ADVISORY BOARD COMMISSION WEDNESDAY, JULY 10, 1996 A. CALL TO ORDER: The meeting was called to order on the above captioned date by chairperson Franklin at 6:09 p.m., in the Lynwood City Hall Council Chambers, 11330 Bullis Road, Lynwood, Ca 90262. B. FLAG SALUTE: Commissioner Araujo led the flag salute. C. ROLL CALL: Chairperson Franklin requested roll call; staff complied as follows: PRESENT: Chairperson Franklin Commissioner Alford Commissioner Araujo Commissioner Chavira ABSENT: Commissioner Mercado Commissioner Primmer STAFF: Alfretta F. Earnest, Asst. City Manager Annette Clark, Project Manager Chondra Handley, Minutes Clerk Leaonna Fletcher, Rehab. Assistant Don Adams, Rehab. Specialist D. CERTIFICATION OF AGENDA POSTING: Staff informed the Commission that the Agenda was posted per the Brown Act. E. NEW BUSINESS: 1. SWEARING IN OF NEW COMMISSIONER: ISADORE HALL Andrea Hooper, City Clerk was in attendance to swear in Mr. Isadore Hall as a CDBG Advisory Board Commissioner. The Commission congratualted Mr. Hall on his appointment. 2. PUBLIC HEARING: SUBSTANTIAL CHANGE TO THE CONSOLIDATED ONE YEAR ACTION PLAN FY 1996 -97. Chairperson Franklin opened the public hearing at 6 p.m. Commissioner Araujo asked what are eligible uses for the HOME funds. Annette Clark replied that the HOME funds may be used for new construction, rehabilitation, home purchase subsidies, property aquisition, etc. Commissioner Araujo asked for the total amount of HOME funds that the City has received. Donyea Adams stated that the City of Lynwood has been receiving HOME funds since 1992 and has approximately 1.8 million dollars available from prior years funding. In addition the City is currently proposing several uses for these funds, such as the new construction project on Atlantic Avenue, and several Habitat for Humanity homes. 1 ik Commissioner Alford stated that the proposed increase for Code Enforcement is not warranted because the level of service has not increased. Code Enforcement has the same amount of officers this year as prior years. He also asked if the additional funding would be allocated toward hiring additional officers. Ms. Clark stated that CDBG funds only subsidize the Code Enforcement Program and does not cover all expenses of operation and salaries, therefore in increasing the CDBG allocation, the City is able to lower the cost of the program to the City's general funds. The increase of CDBG funds does not increase the overall operating budget, allowing for additional staff. The CDBGAB Commission requested that Prasine Martinez, Code Enforcement Manager, attend the next meeting to answer any questions and address any concerns regarding the program and use of funds. Commissioner Araujo asked that since the City has received additional funds from HUD, are there any remaining funds after the newly proposed projects are funded? Ms. Clark answered no. Commissioner Hall stated that the Government is making other Federal Funds available to community agencies with the ability to administer these funds. The establishment of the Lynwood Community Partnership has provided the City of Lynwood with an advantage to receive these funds. Therefore, Commissioner Hall suggested that the Commission recommend that City Council allocate an additional $l0,000.00 to the Lynwood Community Partnership in order to provide added support. Commissioner Araujo asked if staff would provide the Commission with a meeting schedule of the Lynwood Community Partnership in order to visit the site and obtain more information on the function of the program. Ms. Clark stated that staff would provide that information at the next meeting. Commissioner Araujo asked what program would be cut in order to allocate additional funds to the Lynwood Community Partnership? Ms. Earnest provided an alternative solution. She suggested that the recommendation of $10,000.00 could be allocated through CDBG HUD Administration allocation, instead of public services allocation. Funds may be used a part of HUD administration to provide information and other resources to residents and citizen organizations such as Lynwood Community Partnership. Commissioner Araujo stated that these funds should be available to assist all community service organizations. Commissioner Araujo made a motion to recommend to City Council that $10,000 of CDBG HUD Administration funds be set aside to assist all community based organizations with Administration, Program Promotion, information and Technical assistance. Motion was seconded by Commissioner Chavira. Motion carried unanimously. K After further discussion regarding the proposed amendment to the Consolidated Plan one Year Action'Plan for fiscal year 1996 -97, Commissioner Hall made a motion to approve the Substantial Change and make the recommendation to City Council for approval. Seconded by Commissioner Chavira. Motion carried unanimously, with the exception of Commissioner Alford who abstained. 3. FAIR HOUSING ASSESSMENT: Mr Adams explained that the purpose of this item is to receive public input and comments on the draft Fair Housing Assessment to Impediments in the City of Lynwood. Commissioner Araujo asked if concerns regarding the administration of the Section 8 program could be incorporated in the Fair Housing Assessment. She stated that she has voiced her concerns on several occasions regarding the Section 8 program which is currently administered by the County of Los Angeles. She stated that many residents receiving Section 8 subsidies - are not from Lynwood, but other communities. She asked if the City could administer the Section 8 program in order to ensure Lynwood residents are provided housing within Lynwood. Ms. Clark stated that a statement could be incorporated in the Fair Housing Assessment which list availability of low income housing as an impediment, with a recommendation to consider establishing a City operated Section 8 program. Mr. Adams stated that he would invite a representative from the County of L.A., Section 8 program to the next meeting in order to answer any questions or address any concerns. He also stated that the County submits an annual status report to the City. That information could be forwarded to the Commission. Commissioner Hall suggested that the Commission be given the opportunity to further review the report. There being no further comments from the Public, Commissioner Araujo requested that staff bring the Fair Housing Analysis back to the Commission in order to allow the Commission proper time for review. There being no other comments, a motion was made to close the public hearing. Seconded by Commissioner Chavira. Motion carried unanimously. The public hearing was closed at 7:26 p.m. 4. LOAN REVIEW COMMITTEE: Case # 96 -17: Applicants request approval of a Senior Citizen Grant in the maximum amount of $3,000. Commissioner Araujo made a motion to approve the request pending corrections to the Work Write Up, and the Loan Review Committee forms. Seconded by Commissioner Hall. Motion carried unanimously. Commissioner Araujo stated that the work write up contained measurements and materials that were not applicable to this case. In addition, the Loan Review Forms contain various typing errors and pertinent information is placed in the wrong sections, which is very misleading when trying to determine eligibility. 3 0 0 Case #96 -18 - Applicant request approval of a Senior Citizen Grant in the maximum amount of $3,000. Mr. Adams stated that this homeowner is requesting a grant in order to deconvert an illegal addition. Mr. Adams said the the variance fee is approximately $1,000.00. The applicant can not afford the fees so the case was referred to Rehab. Depending on the decision of the Planning Commission, the room will then be deconverted also by the Rehab Division. Commissioner Araujo suggested that the Commission deny the applicants request, pending the decision by the Planning Commission. Commissioner Hall stated that the applicant does not have the funds to even request a variance from the Planning Commission. Commissioner Araujo made a motion to deny pending a decision from the Planning Commissionn decision. Commissioner Alford seconded, the motion carried unanimously. Case #96 -19 - Applicant request approval of a Senior Citizen Grant in the amount of $3,000.00. Motion was made by Commissioner Araujo, seconded by Commissioner Chavira to approve the Senior Citizen Grant in the maximum amount of $3,000.00. Motion carried unanimously. F. ADJOURNMENT: There being no further comments or questions, Commissioner Araujo made a motion to adjourn to the next meeting, Commissioner Alford seconded. Motion carried unanimously.
