MINUTES OF A REGULAR MEETING OF THE COMMUNITY
DEVELOPMENT BLOCK GRANT ADVISORY BOARD
WEDNESDAY, APRIL 3,- -1996
A. CALL TO ORDER:
The meeting was called to order on the above captioned date
by Vice Chairperson Primmer at 6:10 p.m., in the Lynwood City
Hall Council Chambers, 11330 Bullis Road, Lynwood,CA 90262.
B. FLAG SALUTE:
The Flag Salute was led by Commissioner Byrd.
C. ROLL CALL:
Commissioner Primmer requested roll call; staff complied as
follows:
PRESENT: Vice Chairperson Primmer
Commissioner Araujo
Commissioner Alford
Commissioner Byrd
Commissioner Chavira
ABSENT: Commissioner Franklin
STAFF: Chondra Handley, Minutes Clerk
Leaonna Fletcher, Rehab. Asst.
Don Adams, Sr. Rehab. Specialist
D. CERTIFICATION OF AGENDA POSTING:
Staff informed the Commission that the Agenda was posted per
the Brown Act.
E. NEW BUSINESS:
PRESENTATION FROM FAIR HOUSING FOUNDATION:
Angela Diffly, Outreach Coordinator for the Fair Housing
foundation was in attendance to provide information, and
answer any questions regarding the services provided by Fair
Housing.
Ms. Diffley, explained the process of receiving complaints
from Lynwood residents and the procedures for solving the
problems. If the problem can not be solved by FHF, the
resident is then referred to other agencies such as Legal Aid
etc. In the cases of discrimination, testers are sent to the
site to investigate the claim. Ms. Diffley distributed
several flyers and informational packages.
Commissioner Byrd asked what type of repairs could a tenant
deduct from the rent. Ms. Diffley said repairs that affect
the hability of the apartment such as heater, plumbing etc.
After brief discussion, the Commission thanked Ms. Diffley
for the informative presentation and she was excused.
LOAN REVIEW COMMITTEE:
CASE #96 -07: Applicant request approval of a Emergency Grant
in the amount of $3,000. Motion was made by Commissioner
Byrd, seconded by Commissioner Alford to approve the grant
for the requested amount. Motion carried unanimously.

CASE #96 -08: Applicant request approval of an Emergency
Grant in the amount of $3,000. Motion was made by
Commissioner Alford, to approve seconded by Commissioner
Chavira. Motion carried unanimously.
CASE #96 -09: Applicant request approval of a Deferred
Payment Loan in the amount of $32,208.24. Motion was made by
Commissioner Araujo, seconded by Commissioner Primmer to
approve. Motion carried unanimously.

Motion was made by Commissioner Araujo, seconded by
Commisssioner Byrd to adjourn to the next regularly scheduled
meeting. Motion carried unanimously. Meeting adjourned at
7:35 p.m.
