HomeMy Public PortalAbout2005-04-18 Induction MeetingCOUNCIL MINUTES INDUCTION MEETING - APRIL 18, 2005 The Induction Meeting of the Bal Harbour Village Council was held on Monday, April 18, 2005, in the Council Chambers at Bal Harbour Village Hall. The meeting was called to order at 10:03 a.m. by Mayor Roth. Those present were: Also present: Mayor Seymour Roth Assistant Mayor Peg E. Gorson Councilman Howard J. Berlin Councilman Joel S. Jacobi Councilman -Elect Jean Rosenfield Councilman -Elect Jaime M. Sanz Alfred J. Treppeda, Village Manager Ellisa L. Horvath, Village Clerk Richard J. Weiss, Village Attorney Absent: Councilman James E. Boggess As a quorum was determined to be present, the meeting commenced. 2. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Elaine Richman. 3. RESOLUTION: A resolution was read by title, by the Village Clerk, certifying the Village Council election. A motion was offered by Councilman Berlin and seconded by Councilman Jacobi to approve this resolution. The motion carried unanimously (4- 0), with Councilman Boggess absent. Thus becoming: RESOLUTION NO. 671 RESOLUTION OF BAL HARBOUR VILLAGE, FLORIDA, CERTIFYING VILLAGE COUNCIL ELECTION; PROVIDING FOR AN EFFECTIVE DATE. 4. OATH OF OFFICE - COUNCILMAN HOWARD J. BERLIN, COUNCILMAN JEAN ROSENFIELD AND COUNCILMAN JAIME M. SANZ: Mrs. Horvath administered the oath of office to Councilman Berlin, Councilman Rosenfield, and Councilman Sanz. On behalf of the Council, Assistant Mayor Gorson presented Mayor Roth with a crystal gavel, in appreciation of his service as Mayor July 2004 —April 2005. Mayor Roth thanked everyone. He also thanked Assistant Mayor Gorson for her dedicated service. 5. APPOINTMENT OF TEMPORARY MEETING CHAIRPERSON: A emotion was offered by Councilman Berlin and seconded by Mayor Rote to appoint Councilman Jacobi as the Temporary Meeting Chairperson. ELECTION OF MAYOR: A nomination was offered by Councilman Berlin to elect Councilman Roth as Mayor and explained that he has done a very good job as the Mayor and has a passion for the position. The nomination was seconded by Councilman Sanz. There being no additional nominations, the nominations were closed. A motion was offered by Councilman Berlin and seconded by Councilman Sanz to elect Councilman Roth as Mayor. The motion carried unanimously (5-0). 7. OATH OF OFFICE - MAYOR: Mrs. Horvath administered the oath of office to Mayor Roth. Councilman Jacobi turned the meeting over to Mayor Roth to Chair. 8. ELECTION OF ASSISTANT MAYOR: A nomination was offered by Mayor Roth to elect Councilman Berlin as Assistant Mayor, who has the experience and qualifications for the position. The nomination was seconded by Councilman Rosenfield. There being no additional nominations, the nominations were closed. A motion was offered by Mayor Roth and seconded by Councilman Rosenfield to elect Councilman Berlin as Assistant Mayor. The motion carried unanimously (5-0). 9. OATH OF OFFICE - ASSISTANT MAYOR: Mrs. Horvath administered the oath of office to Assistant Mayor Berlin. 1 O. SELECTION OF REGULAR MEETING DATE AND TIME: A motion was offered by Mayor Roth and seconded by Councilman Jacobi for the regular Council meeting date to remain as the third Tuesday of each month at 9:00 a.m. The motion carried unanimously (5-0). Assistant Mayor Berlin recommended that Mayor Roth attend a School Board meeting to see how they run the meetings, because they have a procedure that he thinks would work well for Bal Harbour. Councilman Rosenfield advised that their meeting agendas are posted online. Assistant Mayor Berlin explained that they post the agendas in advance, people who wish to speak can sign up, they have lights so people don't speak beyond the allotted time, etc. He thinks that is needed, since the meetings can tend to drag on and people can start making speeches, which isn't the purpose. Mr. Treppeda suggested a Manager, Clerk, and Mayor trip to a School Board meeting. 11. ADJOURN: There being no further business to come before the Council, a motion was offered by Assistant Mayor Berlin and seconded by Councilman Jacobi to adjourn.
