Those present were : Sue Brown , Doug Wilcock, and Liaison Mary Chaffee , Sherry Theuret , Administrative Supervisor and Paul Anderson , Superintendent , Pursuant to Governor Baker's March 12, 2020 order Suspending Certain Provisions of the Open Meeting Law and his March 15 and March 23, 2020 Orders imposing strict limits on the number of people that may gather in one place, this meeting will be conducted via remote participation to the greatest extent possible. Specific information and the general guidelines for remote participation by members of the public and/or parties with a right and/or requirement to attend this meeting may be found on the Town's website at www.brewster-ma ,eov, For this meeting, members of the public who wish to listen to the audio broadcast may do so via the Town of Brewster website at htto:Hlivestream.brewster-ma.eov or on Channel 18, No in-person attendance of members of the public will be permitted, but every effort will be made to ensure the public can adequately access the proceedings in real time via technological means, The Town has established specific email addresses for each board and committee that will be meeting remotely so that residents can send their comments in writing either before or during the meeting. Town / Citizen Participation , 166 Cemetery Road o Owner requesting a one time reduced rate due to leak found with Fluidmaster Water Closet Fill Valve . o Owner provided paid receipt and paid February 1St billing statement . ■ Motion by Commissioner Brown to grant one time reduced rate and leave adjusted amount of $238. 28 as a credit on the account. Motion 2"d by Commissioner Wilcock. • Roll call votes approved by all three water commissioners. 3-0-0 • Approval of meeting minutes o Motion by Commissioner Brown to approve February 28 , 2020 minutes . Motion 2 "d by Commissioner Wilcock, Roll call votes approved by all three water commissioners. 3-0-0 o Commissioner Baran suggests future agenda indicate what minutes are being approved prior to meeting . • Water Rates Study Presentation and Discussion o Presentation and slide show presented by Doug Gardiner. o See attached hard copies of slides, o Water Commissioners to take rate study under advisement and will review and vote at the next meeting , ■ Motion by Commissioner Brown to propose motion to approve the presented proposed rate increases in principle allowing the Select Board and citizen 's time to comment prior to the Board of Water Commissioner's final vote to increase rates. Motion 2"d by Commissioner Wilcock ■ Roll call votes approved by all three water commissioners. 3=0=0. n ' RFi1 } !_ilii � 6i . - 1 J < T l i ' • Southern Eagle Cartway Applicant Waiver Request and Water Main Contribution o 1700 feet of water main installed by GFM o Owner is a non - profit and is requesting fees to be reimbursed . ■ Fees in the past have been waived by the water commissioners for non -profits o Owner asking for assistance for the expense of the materials and assist with the expense of the actual water main . Estimated cost would be $ 30 , 000 . Owner would need to provide proof of cost of water main installation . o If the water department assist with the expense of the project the Water Commissioners would want the two residents that have expired easements of their current water services to be able to tap into the new water main . ■ Motion by Commissioner Wilcock to reimburse the fees and the cost of the water main installation based on the cost of the water department rates for materials . ■ Documentation will be confirmed by the Superintendent ■ Commissioner Brown will be willing to further discuss if necessary after review documentation provided by the Superintendent. ■ Motion 2nd by Commissioner Brown . ■ Roll call of votes approved by all three water commissioners . 3 -0 -0 . • Report from the Superintendent o Staff are currently on a rotation o Effective June 8th - there will be more staffing based on the guidelines provided by the Health Department and Administration o Vehicles to be parked outside and the lunch room will now be in the conference room due to the current size of the lunch room o Generator project — design work completed — will be presented at the fall meeting and put out to bid prior to town meeting . o Meeting reading started June 3rd o Working on Consumer Confidence Report — Due by July 1St ■ Commissioner Brown recommends doing a web version for the website , print about 100 copies and then provide a URL address to view on the website . ■ Superintendent indicated there is a spending freeze due to the pandemic and would like to postpone doing CCR on the web until next year . o PPE provided by FEMA and was distributed by the water department to the lower cape . • Report from the Office Manager o Lien process reminder notices mailed out June 3rd , 2020 . The letters are mailed out to owners that have not paid toward there outstanding balance for two hundred ninety (290 ) days . o One hundred one notices mailed out . o Second round of notices will go out July 3rd , 2020 o Third and final round of notices will go out September 3rd , 2020 . � ' .:, _ .._ , . . _,...s. .. m�f.., xa,,- �� s .;.` �� q #' r a .,.y`� ��,.�=x. ,3.a:� . *. : a :., . _.,.,�" rw. - 'x'-F'^'u ,�'�er. =..�a:.s��"�''•r:. :z3 .. ,���.. :�' .a�nL4 '406 fl • Appointment to WQRC (Water Quality Review Committee) o Commissioner Wilcock' s term is ending at the end of the month and will be stepping down from WQRC and as a Water Commissioner. o Commissioner Baran is currently an alternate for WQRC and will attend next month meeting or for the next several months as needed . ■ Liaison Mary Chaffee will confirm the date of the next WQRC meeting ■ Superintendent Anderson asked if he could be a representative for WQRC . o Motion by Commissioner Baran to postpone discussion of the next representative to the next meeting for the WQRC . Motion 2nd by Commissioner Brown to have Cynthia serve as the alternate until further notice . o Roll call of votes approved by Commissioner Baran and Brown . • Topics the Chair did not reasonably anticipate . o Drink Brewster Water bottle project on hold until further notice by Liaison Mary Chaffee o Date of Next Meeting To Be Determined Commissioner Baran moved to adjourn the meeting at 12 : 46PM .
