BLOCK GRANT ADVISORY BOARD COMMISSION
WEDNESDAY, JUNE 1, 1994
OPENING CEREMONIES:
A. CALL TO ORDER
The meeting was called to order on the above captioned date
by Chairperson Alford at 6:16 p.m., in the Lynwood City Hall
Council Chambers, 11330 Bullis Road.
B. ROLL CALL
Chairperson Alford requested the roll call and staff complied
as follows:

D. CERTIFICATION OF AGENDA POSTING:
Ms. Handley informed the Commission that the Agenda was
posted per the Brown Act.
E. APPROVAL OF MINUTES
Motion was made by Commissioner Araujo, seconded by
Commissioner Franklin to approve the minutes of May 18, 1994.

SWEARING IN OF NEW COMMISSIONER
Rita Manibusan, Deputy City Clerk, proceeded with the
swearing in of Ms. Blanca Chavira.
H. STAFF ORALS
Ms. Clark asked the Commission if every one could attend a
special meeting on June 15, for Loan Review.
All present stated that they could attend the special
meeting.
I. BOARD ORALS
Commissioner Byrd expressed her regrets regarding the
resignations of Claude Law and Ken Wibecan and welcomed the
new commissioner.
Commissioner Araujo also expressed her regrets regarding the
resignations of Mr. Law and Mr. Wibecan.
Commissioner Alford and Franklin welcomed Ms. Chavira to the
Commission.

Ms. Chavira stated that she was grateful for the opportunity
to serve on the CDBG Commission and hopes that she can assist
in making a difference in the community.
The CDBG Commission meeting adjourned at 6:38 p.m. to the
special meeting of June 15, 1994.

SUBJECT: STATUS UPDATE ON CDBG HOUSING REHABILITATION
PROGRAM ACTIVITIES
Purpose:
To inform the Community Development Block Grant Advisory Board - Commission
on the Current Status of the City's Housing Rehabilitation Program.
Background:
The rehabilitation and preservation of residential housing is one of the eligible activities
permitted and encouraged under the Community Development Block Grant Program
(CDBG). The City Council initially authorized the use of CDBG funds to establish a
residential rehabilitation program on November 2,1975.
The Housing Rehabilitation Program was initiated by the City Council to meet the City's
goals of providing residents with decent, safe and sanitary housing and a suitable living
environment. The Rehabilitation Program provides technical and financial assistance to
qualifying owners of residential properties in the City of Lynwood. The primary funding
for the program is through the Community Development Block Grant Program (CDBG).
The primary purpose of the CDGB Program under the Title 1 of the Housing and
Community Development Act of 1974, as amended, is the development of viable
communities by enhancing local housing and economic opportunites principally for
persons of low or moderate income:
Pursuint to the CDBG Advisory Board the Housing Division is currently focusing on
several areas of home improvement. Over the past three years the Housing Division has
rehabilitated an average of 17 units per year which has resulted in approximately 51 total
units rehabilitated in the City Thus the Housing Division is currently processing
approximately three times the number of loans and grants it had been processing in 1991.
The Rehabilitation Program offers qualifying property owners financial assistance in the
form of Senior Citizen Grants, Emergency Grants and Deferred Payment Loans
During the Fiscal Year 1992 -93, the Housing Division completed twelve Senior Citizen
grants, four Emergency Grants and ten Deferred Payment Loans. In addition, the
Housing Division has computerized all the forms to facilitate the rehabilitation process
and ensure proper documentation pursuant to HUD guidelines
Technizal assistance is provided by program staff to qualifying applicants in loan
counseling, code compliance, property rehabilitation, architectural design, preparation of
cost, estimates, preparation of bids and contracts, selection of contractors and construction
monitoring.
During the second quarter of 1993 the Housing Division was reorganized. New staff was
hired and a new innovative marketing strategy was implemented which consisted of a
newsletter that was sent out to owners of single family homes informing them of the
program and a brief detail of the qualifying guidelines. As a result. the City received in
excess of sixty applications which are currently being processed.

The kinds of renovation work undertaken through the Program include the replacement
or repair of major and minor Code items such as roofing, plumbing, electrical, heating
and foundation and pest extermination. The Program also provides housing preservation
through the repair or replacement of remodeled kitchens, new doors, screens and
windows, carpet installation, bedroom and bathroom additions, new fencing or fencing
repairs and interior and exterior painting. The improvements range in cost from
$3,000.00 to $20,000.00 and have substantially improved the housing of residents
participating in the Program.(Please see attached typical project photos.)
CURRENT STATUS:
During the Fiscal Year 1993 -94 the Housing Division completed twenty one Deferred
Payment Loans and Emergency Grants.The City has received twenty seven Emergency
Grant applications and Senior Citizen Grant applications which are being processed.
With the current number of qualified applicants that are in process, the Housing Division
will surpass it's current Fiscal 1993 -1994 target.
Concurrent with proposed Housing Rehabilitation renovation, staff is updating the
existing contractors list to handle the new volume of construction activity underway in
the City Staff is also working to improve the current loan maturity procedures for the
Deferred Loans that are becoming due and payable and will present this information for
the Advisory Board- Commission consideration.
Recommendation
Staff respectfully request that after consideration that the Community Development
Block Grant Advisory Board- Commission receive and file this information.
