The ordinance establishes a morato- rium on accepting, reviewing or considering any appli- cation for subdivision, zoning or other development of the Elwell property prior to completion of the review of the city's comprehensive -plan. The moratorium, 'which is scheduled to last one year, would allow an opportunity for the planning commission and city council to complete the amendment of the comprehensive plan and related ordinances prior to permitting development of this prop- erty: -The full text of Ordinance No. 305 is available at Medina city hall during regular business hours.
