HomeMy Public PortalAboutGAC MINUTES FOR AUGUST 20GAC MINUTES FOR AUGUST 20, 2014 Attendees: Gene Drabinski, Eric McCormick, Allan Morrison, Bob Thackery, Betty Bolin, Paul Stover, Bill Logsdon, Judy Van Komen and Roger Snodgrass. The meeting started with an informational presentation by Gene covering the proposed 1% sales tax ordinance. The committee approved the GCAC minutes for the July meeting. The committee reviewed the 5 year plan and discussed patching and seal coating the cart paths. The consensus was to schedule some each year and to have the committee members review the paths and get a priority list to Eric. We also discussed the replacement of ball washers, the correcting of tee box signs and the piping of the ditch left of the driving range. Judy said that the Ladies Association still needed to vote on approval of the locations of the new ladies tees on 4A, 3B and 9B. Bob turned the meeting back to Gene to cover the proposed rate study. Gene said we needed to increase revenue by $39,200 over 2014 to meet the proposed 2015 budget. The committee approved Eric, Roger, J.J. Johnson and Linda Stokes to serve as the 2015 rate study team. The results need to be presented at the October GCAC meeting. Eric reviewed his report (see attachment) and said that he was down to six seasonal employees at this time. He said that the new weed growth in the fairways will be sprayed. Allan reviewed his revenue report (see attachment) and covered upcoming tournaments and events. Betty said that all of the Lady’s Association items were covered earlier in the meeting. Roger passed out a Men’s Association handout (see attachment) which will be discussed at the September GCAC meeting. The meeting adjourned at 6:00 PM to accommodate the Wine Club function. By the end of the month we were starting to lose seasonal employees and were down to 8. Update Golf Greens We continued to work on greens and by the end of July were in great shape. We continued to seed thin and weak spots. Update Golf Tees The tees had all recovered in July. Update Golf Irrigation By the end of July we were mostly caught up on irrigation issues with the system working pretty well. I spent a lot of time working through heads and programming out on Cedar and discovered several issues there which we got worked out. Update Golf Fairways We did a lot of seeding in the bad areas on fairways. We were not able to get to all of them because of tournaments. Because of the tournament schedule and the amount of play we have not been able to finish some of the fairways. We will make it a priority to re-seed them this fall. Update Golf Equipment The equipment is holding up surprising well. Update Golf Tournaments Tournaments this year have been full or above last year. The McCall Amateur went off well. We got a lot of good feedback. New Golf Rounds Rounds for July were down a little compared to last year which I can’t explain. We are still ahead for the year. Update Golf Mosquitoes With the dry July mosquitoes were not much of a problem. We fogged twice in July Update CITY REVENUE AUG 14 CITY REVENUE AUG 13 DIFFERENCE GREEN FEE 116,943 124,467 ‐7,524 LOCKERS 0 0 0 SEASON PA 1628.5 1394 234.5 TRAIL FEE 589 699.5 ‐110.5 TOTAL 119,161 126,561 ‐7,400 CITY REVENUE YTD 14 CITY REVENUE YTD 13 GREEN FEES 325,407 342,112 ‐16,705 LOCKERS 800 704 96 SEASON PASS 147,294 136,555 10,739 TRAIL FEE 21,342 22,155 ‐813 TOTAL 494,843 501,526 ‐6,683 Page 1 of 2    MCCALL GOLF COURSE FIVE YEAR PLAN  The premise behind developing a five year plan for the McCall golf course is to give a sense of  direction and insure that there is a continued growth in all aspects of the course’s operations.    The five year plan will encompass the golf seasons of 2014 through 2018 and address the  following areas of the operation.  Golf course improvements  Golf course maintenance  Golf course restaurant/lounge operation  Golf course club house  GOLF COURSE IMPROVEMENTS  2014 – Build new lady tees on 4A, 3B & 9B.  2015 – Rebuild 1 Aspen green October 2015  2016 – Extend practice putting green to the west  2017 – Build additional service bay onto maintenance shop.  2018 – Add a sand bunker to a practice area.    GOLF COURSE MAINTENANCE  2014 – Repair RR Tie wall on 5 Aspen green. Finish equipment storage building. Plant and add  irrigation to mound on Clements.  2015 – Replace trees that died on end of Range. Replace trees that have died on course. Patch  and crack seal cart paths  2016 – Replace trees that have died on course. Seal coat cart paths  2017 –Replace trees that have died on course  2018 – Pipe ditch on Driving Range    Page 2 of 2      MCCALL GOLF COURSE FIVE YEAR PLAN (continued)    GOLF COURSE RESTAURANT/LOUNGE OPERATION  2014 – Replace flooring in restaurant and entry ways.  Replace flooring and paint upstairs Men’s  Room and both restrooms downstairs.  2015 – New patio furniture.  Paint restaurant. Replace flooring in upstairs Ladies Room.  2016 – Add additional walk in freezer space. Replace carpet in banquet room.  2017 – Paint and replace flooring in pro shop.  2018 – New inside furniture.   GOLF COURSE CLUB HOUSE  2014 – Paint outside of club house. Replace all florescent lighting in clubhouse with new more  efficient lights  2015 – Add lighting for front steps and parking lot  2016 – Replace heat pumps at club house  2017 ‐ Add additional storage  2018 – Replace asphalt under deck with pavers    McCall Men’s Golf Association comments, questions and concerns hand out for the GCAC meeting of August 20, 2014: The complaint against Allan was for non-compliance of his contract with the City of McCall and his misuse of the golf course during the 2014 Men’s Amateur. The complaint stemmed from the use of all 27 holes on Saturday July 26, 2014 without approval of the City Manager. The tournament is allowed to use 27 holes for only two days of the tournament. The City Manager claims it is his responsibility, but I do not agree. Why were the scores for the Senior Match Play Tournament entered in the handicap system by the golf course staff but not the scores for the Men’s Amateur Invitational Tournament? The Amateur is also a match play tournament. Age Discrimination? How many invitations were give to Lakeview Investment Services for their $5000 sponsor payment? Is there an accounting for these payments in the past? Are invitations to the Men’s Amateur being sold or given to people who make donations? Were any concessions given to Lakeview for the new range balls? These are speculations that have arisen since the Men’s Amateur became an “invitational”. I would like to see GCAC recommend to the City Council that the Men’s Amateur be filled in the same manner as the 2-Man Best Ball, the Senior Match Play, the 2-Lady Best Ball, the McCall Chapman, and the 2-Man Scramble are filled. This could eliminate temptation and any speculation of impropriety. Why is there no Senior Pro-Am Tournament scheduled as called for in Allan’s contract with the City of McCall? Age discrimination? The restaurant kitchen was closed the evening of August 6, 2014. Three groups of prospective diners were turned away in a 10 minute period around 6:00 PM. Not a good way to encourage business. I was told the restaurant was closed because they expected to be busy for the next week and the staff needed some time off. One of the turned away customers commented (Can’t Allan see what he is doing to this place?). Is this in compliance with the contract? NO. Earlier this month Ray Schmitz was sold a half price season pass with the approval of the City Manager because of Ray’s knee surgery. The questions that were presented to me were: Could the surgery have been scheduled at a time that did not conflict with the golf season or was he given the discount because he is Eric’s neighbor? Did anyone require back-up documentation from a doctor or was being Eric’s neighbor enough? If there are no guidelines for situations concerning discounted pass or refunds, perhaps the GCAC could address this issue and make a recommendation to the City Council. Is this the same Ray Schmitz that tried to get a Collage Season Pass because he was enrolled in adult education courses?
