PERFORMANCE REPORT
The annual performance report delineates the City's plans for the fiscal year 1994 use of
funds. The Performance Report describes: 1) the resources available for program
implementation; 2) activity undertaken; 3) monitoring; 4) homelessness; 5) anti - poverty
strategy; and 6) coordination.
HOUSING AND COMMUNITY DEVELOPMENT RESOURCES
The City of Lynwood has access to a variety of federal, state and local resources to
achieve the housing and community development priorities established in the CHAS.
Specific funding sources can and will be utilized based on the opportunities and
constraints of each particular project or program. Table V -1 summarizes the major
sources of funding available to carry out housing and community development activities
in Lynwood and specifically identifies the City's current funding levels.

ACTIVITIES UNDERTAKEN
The Comprehensive Housing Affordability Strategy of Proposed Projects describes the
activities Lynwood participated in with federal funds during Fiscal Year 1994/95 to
address its priority community development needs, which is located at the end of this
section. The description of activities contained in the listing includes: an estimate of the
number and type of people that will benefit; specific local objectives and priority needs;
proposed accomplishments; and a target date for completion of the activity
The following summarizes the City's 1994/95 CDBG and HOME funded programs by
activity
• Residential Rehabilitation (Single Family) - $400,000
• Code Enforcement - $186,500
• HOME Program - new residential construction - $481,000
Figure 8 shows the locations of proposed projects in Lynwood. Geographic distribution
of funding is predicated somewhat on the nature of the activity to be funded. It is the
City's intent to fund activities in areas most directly impacted by the needs of low income
residents and those with other special needs. All Census Tracts within the City contain
block groups of low and moderate income. Where appropriate, specific low /moderate
income blocks have been targeted for programs such as code enforcement and street
repairs.

MONITORING
Careful evaluation of the housing and public service delivery system can be the most
effective tool in detecting gaps and making appropriate modifications. Lynwood has
instituted a monitoring plan for subgrantees using the HUD suggested format. This
involves in -house review of progress reports and expenditures, and on -site visits to
ensure compliance with federal regulations. The system encourages uniform reporting to
achieve consistent information on beneficiaries. Technical assistance is provided where
necessary
CDBG activities are monitored through monthly appropriation ledgers and progress
reports from program managers. In addition, quarterly reports are prepared to track
overall expenditure rate. This system has been strengthened further through the
introduction of the HUD- supplied ENTERS software.
HOMELESSNESS
The City of Lynwood has a strategy to address homelessness. Although the City of
Lynwood does not directly provide homeless services, the City recognizes that a
continuum of care must be provided to address the following homeless needs:
outreach/assessment, emergency shelters; transitional shelters; permanent supportive
housing; and permanent housing.
Outreach/Assessment: The Truevine Community Outreach operates a food bank and
provides approximately 200 hot meals per month to homeless persons from their facility
located at 5238 Clark Street in Lynwood. Truevine has received funding assistance from
the City of Lynwood CDBG Block Grant, Los Angeles County, and non - profit
organizations and individual donations.
The City also participates in the following programs to address the supportive service
needs of the homeless and those threatened with homelessness: Employment and
Training programs funded through JTPA, CDBG and HUD; a child care program, and
residential rehabilitation assistance which includes senior assistance.
Emergency Shelters: The House of the Redeemed is a shelter operated in the City of
Lynwood. It has a capacity of 54 beds for women and children. The Salvation Army
provides referral services and transportation to its emergency shelter
Transitional Shelters: The Truevine Community Outreach Homeless Men's Program in
the City of Lynwood provides transitional housing as well as literacy programs,
counseling and job training to assist homeless men. Truevine's residential and training
facility is located on Butler'Avenue in the nearby unincorporated County area. The
Salvation Army facility does not provide shelter but offers vouchers to transport the
homeless to their facility in Bell, California.

The House of the Redeemed is a 54 -bed facility for single women and/or women with
children. This shelter also provides job referral and psychological and drug counseling
services. Clients may stay up to 30 days at the House of the Redeemed.
The Salvation Army's Beach Haven Lodge is a halfway house located at 834 Pacific
Avenue, Long Beach. It administers the State pre - release program for prison inmates
and helps inmates find employment and housing. The Volunteers of America Los
Angeles located at 1032 W 18th Street, Los Angeles, operate a transitional housing
program. The program provides residential supervision, vocational counseling, and job
placement for young men and women preceding their release to the community on parole
status.
Permanent Supportive Housing: An inventory of programs and services for non -
homeless persons with special needs is listed in the Needs Assessment of this
Consolidated Plan, Section Lf.
Permanent Housing: The Los Angeles County Housing Authority provides rent
subsidies through the Section 8 program, in 1994 there where1,000 rental
certificates /vouchers reported in the City Lynwood. The City also supports the
development of permanent affordable housing through its Redevelopment Agency,and
other available funding sources including HOME and HOPE.
ANTI- POVERTY STRATEGY
The City will implement its anti - poverty strategy through economic development and job
training programs. Implementation will include the following activities:
Activity: Support for the Downtown Lynwood Business Improvement Program and the
Lynwood Entrepreneur Development Academy
Activity: Support forjob creation programs sponsored by county, state, federal,
educational, and private sources.
Activity: Coordinate with both public and private organizations in economic
development and job training programs for youth and adults.
Activity: Support agencies which help people develop the skills needed to secure regular
housing and income.

COORDINATION
The City will coordinate and implement its strategies through the following activities:
Activity: Target available CDBG funding to those areas and population exhibiting the
greatest need.
Activity: Encourage social service providers to work with developers and CHDOs which
receive Redevelopment/City assistance to provide "service enriched housing." Services
could include health care referrals, financial counseling, and case management.
Activity: Encourage the County Department of Housing and Community Development
in its efforts to develop a collaborative system (periodic 1 -to -2 days sessions), in
conjunction with other local governments, nonprofit and private developers, and financial
industry representatives, for mutual exchange of information to strengthen the housing
development and delivery system.
Activity: Assist county, state, federal, education, and private organizations involved in
economic development and job training in targeting their efforts toward those areas of
Lynwood exhibiting the greatest need.
