FAILURE TO SUBMIT THE REQUIRED DOCUMENTATION WILL RESULT IN DISQUALIFICATION OF YOUR REQUEST DATE: TO: FROM: BY: SUBJECT: PURPOSE August 3, 1994 Community Development Block Grant Advisory Board Alfretta Earnest, Finance Director Annette Clark, HCD Manager CHILDCARE GRANT PROGRAM The purpose of this item is to request that the Community Development Block Grant Advisory Board Commission, review and recommend to approve the attached Child Care Grant Program guidelines, and application. BACKGROUND On May 2, 1995, as part of the City's new Consolidated Plan, the City Council, approved an allocation in the amount of $21,457.00, for the purpose of creating a Child Care Grant Program. The Child Care Grant was created to provide financial assistance to child care providers in the City of Lynwood. The Grant is being proposed to reimburse cost for program administration and materials such as educational videos( i.e. Hooked on Phonics, misc. learning programs etc.), reading and writing materials,' (i.e. paper, pencisl, paints, books etc.) ANALYSIS In an effort to create a CDBG eligible activity, staff consulted with the HUD representative. As a result, staff has prepared the attached program guidelines and application for your review and consideration. Staff respectively requests that the CDBG Commission hear comments from the public and Child Care Providers and after receiving input make a recommendation to approve the Child Care Program, guidelines, and application. 0 0 y LYNWOOD CHILD CARE GRANT PROGRAM These general guidelines have been prepared to assist the City of Lynwood child care providers in the City of Lynwood uderstanding how the Child Care Grant Program will operate and what qualifications must be met by an applicant to receive a Grant. PROGRAM PURPOSE AND BACKGROUND The Lynwood Child Care Grant Program was established by the City Council of the City of Lynwood as a means to assist the community in improving it's child care services. The program is intended to subsidize cost for childcare educational materials. A total of $1,000 is available for allocation to qualified subrecipients under this Program. The Program is funded with the City's Community Development Block Grant (CDBG) Funds, a Federally funded program, which allows the City to allocate funds for public service activities, such as child care. ' PROGRAM ASSISTANCE The Program will provide grants up to a maximum amount of $1,000, to qualifying childcare providers located in the City of Lynwood. The Grant may only be used to purchase educational materials for use .of the child care facility. Purchase of equipment (i.e. Jungle Gyms, Computers, bicycles, toys, etc.), furnishings and personal property is not an eligible activity. ELIGIBILITY REQUIREMENTS Child Care providers must be located in the City of Lynwood and meet the criteria outlined as follows: - Current State Childcare License - Lynwood Business License - Minimum operation of one (1) year - Benefit to low income Lynwood residents (60% of participants) • • - Provide child care services to any Lynwood resident - *Participation cannot be excluded based upon religion *Note: CDBG assistance may be used for eligible public services provided by religious entity, where the entities, enters into an agreement with the City regarding discrimination provisions and provides no religious instruction or counseling, conducts no religious worship or services, and the facility where services are provided contains no religious symbols or decorations (HUD Regulations 570.200(j) Constitutional prohibition). DESCRIPTION OF ASSISTANCE The Childcare Grant Program offers grants to qualifying childcare providers in the amount of $1,000. These funds may be used to purchase the following: 1. Reading and writing materials, (i.e. paper, pencils, paints, books, etc.) 2. Educational Videos (i.e., Hooked on Phonics, misc. learning programs, etc.) Any State approved educational package. REQUESTS FOR ASSISTANCE ELIGIBILITY /GRANT APPROVAL: A. Childcare providers must meet the minimum criteria above. No child care providers who are employees or officers (elected or appointed) of the City of Lynwood who exercise any functions or responsibilities in connection with the administration of the Child Care Grant Program shall be eligible for assistance. B. Childcare providers must submit a program application (provided by City), along with a Proposed use of Funds and a Cost Estimate for the materials requested. City staff will review the application package and inform the child care provider of their eligibility within 45 days of receiving application. ! • C. Should the City receive more eligible applications than can be funded, grants will be considered on a first come first serve basis. All application must be submitted prior to the application deadline to be considered. D. Eligible Child Care providers may be awarded a Grant for an amount not to exceed $1,000, to reimburse cost for learning and educational materials as long as program funds are available. GRANT AGREEMENT Childcare provider will be required to sign Grant /Participation Agreement which will include the Grant amount and specify the use of funds. Childcare provider must submit proof of purchase of educational/ learning materials in order to receive reimbursement for those costs. Once materials have been purchased, City staff will visit the site to assure that materials are in use. 3 z. Educational Videos - Hooked on Phonics - Reading is Fundamental - Pre - school (introductory) Computer Programs 4. Learning Material (Motor Skills) - Puzzles - Building Blocks 5. Any State Approved Educational Package 6 Any other eligible educational learning materials Approved materials should be considered to provide training, direction, instruction, guidance, information and knowledge to program participants, thereby enriching the child's development in mental and motor skills.
