Reiman at 6:00 P.M., , Thursday, May 16, 2013, Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon individual roll call the following were noted present Councilmember Jorge Diaz " Dennis DiMascio Susan Naples " Joseph Sitarz Noted absent were Councilmembers Bellino and Krum. Also noted present was Municipal Clerk Kathleen Barney, Borough Attorney Robert J. Bergen, Esq. and Chief Financial Officer, Patrick DeBlasio. The Meeting was opened with a minute of silent prayer and the Pledge of Allegiance led by Mayor Daniel J. Reiman. Roll Call Noted Absent Also Noted Present Silent Prayer/ Pledge of Allegiance The Clerk stated that the 2013 Annual Notice was mailed to The Statement of Meeting Home News Tribune, The Star ledger and posted on the bulletin Notice board on January 3, 2013. Notice was published in The Home News Tribune and The Star Ledger on January 8, 2013. Upon MMS &C, by Councilmembers Diaz and Sitarz and Minutes Approved unanimous affirmative vote of the four members present, the minutes of April 25 & May 2, 2013 were approved as transcribed and engrossed by the Clerk. Public Hearing- 2013 Local Municipal Budget Public Hearing 2013 Local Municipal Budget Upon MMS &C, by Councilmembers Sitarz and Diaz and unanimous affirmative vote of the four (4) members present, the 1. May 16, 2013 Public Hearing Public Hearing of the 2013 Local Municipal Budget was opened to Opened the public. Public Hearing There being no comments or objections from the public, upon Closed MMS &C, by Councilmembers Diaz and Sitarz and unanimous affirmative vote of the four (4) members present, the Public Hearing was closed. Ordinance #13 -5 The Clerk stated that Ordinance #13 -5 was introduced and adopted on First Reading at a meeting of the Borough Council of the Borough of Carteret held on April 25, 2013. It was duly published in The Home News Tribune on Tuesday April 30, 2013 with notice that it will be considered for final passage after Public Hearing to be held on May 16, 2013 at approximately 6:00 P.M. The ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. Upon individual roll call vote, cvas finally adopted Councilmembers Diaz, DiMascio, Naples and Sitarz voted in the affirmative. Councilmembers Bellino and Krum were noted absent. Upon individual roll call vote Councilmembers Diaz, DiMascio, Naples and Sitarz voted in the affirmative. Councilmembers Bellino and Krum were noted absent. Inspection of Buildings —April 2013. Reports Upon MMS &C by Councilmembers Diaz and Sitarz and unanimous affirmative vote of the four (4) members present, all Reports were ordered to be received and placed on file. Committees COMMITTEES— Buildings & BUILDINGS & GROUNDS: Councilwoman Naples reported that the Grounds department is getting ready to assist with the Memorial Day Tribute throughout the Borough. Also the interior of this building was painted by an outside source and we got a good price. Finance & Administratior & ADMINISTRATION — Councilman Diaz reported that he wanted to thank our CFO, Patrick DeBlasio for joining us tonight and for the preparation of the Budget. We appreciate all the hard work of the Finance Office and Patrick's expertise. Progress. Fire & Domestic Preparedness FIRE & DOMESTIC PREPAREDNESS- In the absence of Councilman Krum, the Mayor reported Progress in his department. 6. May 16, 2013 PARKS, RECREATION & PUBLIC PROPERTY — In the absence of Parks, Recreation & Councilman Bellino, the Mayor reported Progress in his Public Property department. , POLICE — Councilman Sitarz reported that they started to put the Police lights on the new police cars and also the lettering at the same time. That will be done at the Borough Garage. Progress. PUBLIC WORKS- Councilman DiMascio reported that they started Public Works to pick up garbage two times a week this month. Speed bumps were put on Monroe Avenue last week. He said he spoke to Mr. DuPont and he told him to move them closer to the turn. He also told Mr. DuPont to put back the speed bump behind Nathan Hale School. We're getting a lot of complaints there. Progress. Councilman Sitarz asked if they are only putting one speed bump on Monroe Avenue. Councilman DiMascio replied that they will probably put one on the other end too. Discussion Mayor Reiman said we were asked to order another one. We have a bunch of things that we ordered including an additional signage. Councilman Diaz asked if the intention was to slow people down at the approach to Wedgewood Drive, Councilman DiMascio said they come around that turn on Wedgewood and come around on the other side of the road. Mayor Reiman said it's both ends of Monroe. He asked them to go take a look at it. Maybe traffic maintenance can take a look and maybe painting the curbs yellow. Even with the speed bumps what we've seen is they go over it-and around it but those ends are a tough (inaudible) it affects visibility. Take a look and we'll go through it. 7 May 16, 2013 Board of BOARD OF EDUCATION LIAISON — Councilwoman Naples reported Education Liaison that she met for the final time with Mr. Pettito. in reference to the CASA Grant. She said she was able to acquire all the signatures she needed from our partners to get that submitted. Hopefully the State will look favorably upon that and expand it to Columbus School too. Saturday there is a walk, sponsored by Pathways, for anti bulling at Carteret High School. Sign up is between 8:00 A.M. and 10:00 A.M. The walk starts at 10:00 A. M. Disability Awareness Day is at The Thomas J. Deverin Community Center between 1:00 P.M. -and 4:00 P.M. and the Elks are also having a sports day on Saturday at the park. Mayor Reiman said it is an all day event. Councilman Sitarz addressed the Mayor. He said that being the School Board gets their own garbage picked up, have they notified us that they will stop using our garbage? Mayor Reiman said they did not pay all their bills. They did notify us on a Friday to stop picking up garbage effective Monday. At the moment they are probably three or four hundred thousand dollars in the hole for various shared services. Patrick would probably know better than he. We've covered today the expenses Discussion of the crossing guards, for the security in the schools, for the Continued civilian security that work the desks, for the bus drivers, for the aides on the buses. We have sent multiple emails and we might wind up taking some action against them. They have acknowledged receipt and they have asked multiple times to continue providing the service. We've looked into whether or not it is a continuation of the contract. It is our opinion and the Borough's position that it's a continuation of the services and the existing contract so they are obligated to pay us. So we'll either deduct it from what we owe them or we'll take some other action.
