HomeMy Public PortalAbout05-14-1997 Continued Session I . . 137 MINUTES HILLSBOROUGH TOWN BOARD May 14, 1997 7:00 PM, Police Department Training Room The Hillsborough Town Board met in continued session on May 14, 1997 at 7:00 PM in the Police Department Training Room for the purpose of reviewing the FY' 97-98 proposed budgets for the Motor Pool, Street Department, Powell Bill, Cemetery, Sanitation Department, Finance Department, Billing and Collectio"" and Meter Reading. Present for the Board Meeting were Mayor Horace Johnson, Commissioners Remus Smith, Richard Simpso"" Catherine Martin, Evelyn Lloyd and Kenneth Chavious. Staff present were Town Manager Eric Swanson, Town Clerk Donna Armbrister, Finance Director Sherry Carter, Fleet Maintenance Supervisor/Mechanic John Cook, Street Superintendent Clem Johnso"" and Sanitation Superintendent Pete Champion. Others Present were Roger Scott, Vice-President of Municipal Advisors Incorporated. Mayor Horace Johnson reconvened the meeting at 7:07 PM. Mr. Roger Scott, Vice-President of Municipal Advisors Incorporated, met with the Board and reviewed the process which would be taking place for the recruitment ofa new Town Manager. He explained that after he meets with the Mayor and all the Commissioners individually, a profile for the Town Manager position will be developed and advertised in various appropriate professional publications. By consensus, the Board agreed on a starting salary to be advertised for the position of $63,000. Mr. Scott stated that MAl would not be back in touch with the Town until after the applicants have been narrowed down to a number for the Board to interview. MOTOR POOL Fleet Maintenance Supervisor/Mechanic John Cook presented the Motor Pool's FY '97- 98 proposed budget for the Board's consideration. The proposed budget recommends the addition of one (1) part-time position (4 hrs/day - no benefits) as a mechanic's helper. STREET. POWELL BILL. AND CEMETERY Street Superintendent Clem Johnson presented the Street Department's budget requests for the Board's consideration. The proposed budget recommends the deletion of one (1) full-time position and moves a half (lh) position to the Powell Bill budget. 1 I . . 138 SANITATION Sanitation Superintendent Pete Champion presented the Sanitation Department's budget requests for the Board's consideration. The proposed budget recommends splitting one (1) full- time position between Sanitation and Powell Bill. FINANCE. BILLING & COLLECTION. AND METER READING Finance Director Sherry Carter presented the Finance Department's budget requests for the Boards consideration. The proposed budget recommends a decrease in the equipment line item and adds a maintenance contract with Mosler Company who services the Annex vault, alarm and drive thru drawer. The Meter Reading budget recommends an increase due to the addition of remote read meters. Commissioner Smith asked the Board their feelings of the budgets presented. By consensus, the Board moved to approve the proposed budgets of the Motor Pool, Street Department, Powell Bill, Cemetery, Sanitation Department, Finance Department, Billing & Collections, and Meter Reading as presented. ADJOURN Upon a motion by Commissioner Chavious, seconded by Commissioner Simpson, the Board moved to continue the meeting to May 20, 1997 at 7:00 PM in the Town Barn by a vote of 5-0.
