ORDINANCE NO. 33-2016
AN APPROPRIATION ORDINANCE AUTHORIZING THE ACCEPTANCE AND
APPROPRIATION OF A GRANT FROM THE INDIANA DEPARTMENT OF NATURAL
RESOURCES RECREATIONAL TRAILS PROGRAM AND AMENDING
PRIOR GRANT ORDINANCE 23-2015
WHEREAS, In accordance with Indiana Code (IC) 36-1-4-10, a municipality may execute any
documents necessary to receive money from the state or federal government or any
other source, and said documents are prepared and executed by the City executive
administration, provided that the Common Council of the City of Richmond as the
legislative body of the City approves an ordinance for the appropriation of any
monies received in accordance with IC 36-4-6-18; and
WHEREAS, On April 6, 2015, the Common Council of the City of Richmond, Indiana, passed a
grant ordinance designated as Ordinance 23-2015 in connection with a grant
submitted to the Indiana Department of Natural Resources (DNR) for funding
available to communities for trail development through the Recreational Trails
Program (RTP); and
WHEREAS, The City of Richmond, Indiana (City), had submitted said grant application to obtain
the funds in cooperation with the Society for the Preservation and Use of Resources
(SPUR) and the final grant amount applied for and received was the amount of Two
Hundred Thousand Dollars and Zero Cents ($200,000.00), with a corresponding local
match amount of Sixty-four Thousand Two Hundred Fifty Dollars and Zero Cents
($64,250.00); and
WHEREAS, Said local match consists of a land donation and materials from SPUR and Fourteen
Thousand Two Hundred Fifty Dollars and Zero Cents ($14,250.00) in trail
improvements by the City; and
WHEREAS, The grant funds obtained will be used for trail development along the East Fork of the
Whitewater River in Richmond, Indiana, as previously set forth in prior Ordinance
No. 23-2015; and
WHEREAS, It is in the best interest of the City to amend the prior grant ordinance designated as
Ordinance No. 23-215, passed by the Common Council on April 6, 2015.
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond,
Indiana, as follows:
1. The City of Richmond, Indiana, has submitted, as authorized by IC 36-1-4-10, a RTP
grant application to the Indiana DNR for trail development related activities along the
East Fork of the Whitewater River.
2. The City of Richmond, Indiana, in cooperation with SPUR, is hereby authorized to
accept from the Indiana DNR grant funding in an amount up to Two Hundred
Thousand Dollars and Zero Cents ($200,000.00) and the local match shall consist of a
land donation and materials from SPUR and Fourteen Thousand Two Hundred Fifty
Dollars and Zero Cents ($14,250.00) in trail improvements by the City of Richmond,
Indiana, with the total local match being valued at Sixty-four Thousand Two Hundred
Fifty Dollars and Zero Cents ($64,250.00).
3. The prior grant ordinance passed on April 6, 2015, and designated as Ordinance No.
23-2015, shall be amended accordingly and said increased amounts are appropriated
for use of trail development along the East Fork of the Whitewater River in
Richmond, Indiana.
