REGULAR MEETING OF THE PERSONNEL BOARD
CITY OF LYNWOOD'
October 19, 1995
The regular meeting of the Personnel Board of the City of Lynwood, California was
held on Thursday, October 19, 1995, at 5 p m. in the Council Chambers of the
Lynwood City Hall,.11330 Bullis Road, Lynwood, California The agenda was duly
posted as prescribed by the Brown Act.
CALL TO ORDER
Chairperson Acosta called the meeting to order at 5:05 p m. Roll call was taken by
Roy Bufanda, Administrative Analyst. Commissioner Bell was absent.
PLEDGE OF ALLEGIANCE
Led by Vice - Chairperson Litke.
APPROVAL OF MINUTES
The motion was made by Commissioner Gilpen and seconded by Commissioner Lewis
to approve the minutes of the regular meeting of September 21, 1995. All in favor.
Motion carried.
STUDIES & REPORTS
The motion was made by Vice - Chairperson Litke and seconded by Commissioner
Gilpen to approve the eligibility list for the position of Parking Control Officer All in
favor. Motion carried
The motion was made by Commissioner Lewis and seconded by Vice - Chairperson
Litke to approve the eligibility list for the position of Housing Rehab Assistant All in
favor Motion carried.
The motion was made by Commissioner Lewis and seconded by Commissioner Gilpen
to approve the closed promotional examination for the position of Administrative Aide
All in favor Motion carried.
The motion was made by Commissioner Gilpen and seconded by Vice - Chairperson
Litke to approve the closed promotional examination for the position of Recreation
Facility & Program Supervisor. All in favor. Motion carried.
The motion was made by Commissioner Lewis and seconded by Vice - Chairperson
Litke to approve the closed promotional examination for the position of Recreation
Superintendent. All in favor Motion carried.
The motion was made by Commissioner Gilpen and seconded by Commissioner Lewis
to approve the classification statement for the position of Media Services Director.
All in favor Motion carried
ORAL COMMUNICATIONS
Chairperson Acosta - Gonzalez presented her resignation to the Personnel Board
Chairperson Gonzalez noted her work schedule had proven to be in conflict with her
attendance at the meetings She stated she had enjoyed working with the board and
hoped she may be able to be a commissioner in the future. Vice - Chairperson Litke
commended chairperson Gonzalez for her contribution to the board
ADJOURNMENT
Vice - Chairperson Litke made the motion and Commissioner Gilpen seconded to
adjourn to the next regular meeting scheduled for November 16, 1995 5.00 p m All
in favor Motion carried Meeting adjourned at 5.15 p.m.

The Lynwood City Code 12 -7.4 Open Examination states "All examinations, except
those specified in subsection 18 -7 3, shall be open unless it is determined by the
Personnel Board that such examination will be promotional."
BACKGROUND
1) It is the policy of the City of Lynwood to encourage employees to advance and
grow within the organization by allowing promotional examinations whenever
appropriate
2) The City has identified candidates who would qualify to apply for the above
position on a promotional basis
RECOMMENDATION
Based on the above information, it is requested that the Board approve a "Closed
Promotional" examination for the position Administrative Analyst

DEFINITION

Under general direction, to collect, organize, analyze and
interpret data; to coordinate, oversee the preparation and prepare
detailed research studies, reports and recommendations; to provide
a variety of assistance to City administrative. officials; to
oversee City wide systems and programs; and to perform other job
related work as required.
DISTINGUISHING CHARACTERISTICS
Administrative Analyst I: This is the first working level in
the Administrative Analyst series. The incumbent works under
supervision and independently carries out the less complex
assignments or assists in the conduct of the more sensitive and
technically difficult assignments. As assigned responsibilities
and breadth of knowledge increase with increased experience,
incumbents may reasonably expect their positions to be reassigned
to the next higher grade of Administrative Analyst II.
Administrative Analyst II: This'is the second working level
in the series. The incumbent works under general supervision and
independently carries out a variety of assignments of a more
complex nature and assists in the conduct of the most sensitive and
difficult assignments.
Administrative Analyst III: This is the advanced working
level in the series. Incumbents perform a variety of the most
difficult and complex analytical, research studiep and
administrative assignments. Assignments may include responsibility
for an ongoing project or program or overseeing implementation of
systems with City wide impact. Incumbents may also exercise lead
supervision over lower level analysts in the series, technical or
office support personnel.

EXAMPLES OF DUTIES
Conducts research and studies as assigned by City administrative
officials; performs a variety of duties related to special
assignments and projects; works within general guidelines and
statements of expected results and has wide latitude for
independent decision making; investigates, studies, analyzes.and
makes reports and recommendations on such areas as operating and
organization procedures, pending and approved State and Federal
legislation and cost comparison; collects, organizes, analyzes
and interprets data relating to operations, including such areas as
policies, functions, organizational structures, forms and
procedures, work output, space and physical layouts, and types
and effectiveness of equipment; prepares City Council agenda
items and attends meeting as necessary; may coordinate the
preparation and distribution of City Council agendas; may attend
meetings in the absence of the administrative official; may serve
on or chair panels and committees; prepares organization and work
flow panels and committees; prepares organization and work flow
charts; conducts surveys of practices in other jurisdiction;
prepares proposals for new and adjusted services to include
finance, staffing and organization requirements; reviews budget
requests in conference with department heads; investigates
Proposals for new programs, services, equipment and personnel;
prepares reports recommending adjustments in budget proposals;
coordinates the budget preparation and review process; attends
meetings and conferences; prepares procedural manuals; prepares
financial studies, revenue estimates and forecasts; designs and
controls the utilization of forms; prepares reports and makes
recommendations in connection with studies and projects; may serve
as administrative secretary to a commissions, board or other policy
setting bodies relieving them of a variety of administrative
details; attends meetings and oversees preparation of agenda items
for the policy setting boards; compiles and distributes the agenda,
.insuring inclusion of all required materials, adherence to
prescribed format, proper publication of required legal notices;
attends Board meetings, taking and transcribing notes of
proceedings; prepares and distributes required material based on
board actions and proceedings; assists in the preparation of
resolutions, ordinances and memoranda for Governing Board meetings.
SPECIAL REQUIREMENT
Possession of an appropriate California Operator's License
issued by the State Department of Motor Vehicles.

DESIRABLE QUALIFICATIONS
Knowledge of:
Principles of public administration and management
including principles, practices and methods of
administrative and management analysis.
Public financing, budgeting and accounting.
Functions, operations and objectives of municipal
government.
Basic principles and practices of public personnel
administration.
General principles of statistics and accounting.
Use and capabilities of computers and standard
applications software.
Report writing methods and techniques.
Effective public information and relations techniques.

Ability to:
Initiate research studies and reports including the
collection, organization, analysis and development
of administrative and management
recommendations.
Prepare written analysis, recommendations and complex
reports.
Evaluate and recommend improvements in operations,
systems, procedures, policies and methods.
Provide a variety of assistance to City administrative
officials.
Carry out assignments and projects without detailed
instructions.
Analyze situations and adopt an effective course of
action.
Operate automated equipment and standard applications
software, including word processing, database, and
spreadsheet programs.
Establish and maintain cooperative relationships with
those contacted in the course of the work.

Training and Experience:
Administrative Analyst I
Any combination of training and experience which
would provide the required knowledge and abilities
is qualifying.
Administrative Analyst II
Any combination of training and experience which
would provide the required knowledge and abilities
is qualifying. A typical way to obtain these
knowledge and abilities would be:
Two years of professional experience in a staff capacity
participating in research, study and analysis of management,
budget, administrative, organizational, functional or
procedural problems. (Possession of a Master's Degree in
Public or Business Administration, Industrial Relations, or a
closely related field may be substituted for one year of
experience.)
Administrative Analyst III
Any combination of training and experience which
would provide the required knowledge and abilities
is qualifying. A typical way to obtain these
knowledge and abilities would be:
Three years of professional experience in a staff
capacity participating in research, study and
analysis of management, budget, administrative,
organizational, functional or procedural problems.
(Possessions of a Master's Degree in Public or
Business Administration, Industrial Relations, or a
closely related field may be substituted for one
year of experience.)
All Levels
Education: Graduation from an accredited four year
college or university with a major in Public or Business
Administration, Industrial Relations or a closely related
field is desirable.

HEARING - PRASINE MARTINEZ
Ms. Prasine Martinez was suspended from the Community Development
Department /Code Enforcement Division of the City of Lynwood October
9 through October 12 for gross misconduct and derogatory racial
comments at the workplace.
Ms. Martinez has followed the appeal process in a timely manner.
The suspension was upheld by her department head, Gary Chicots,
Director of Community Development and Faustin Gonzales, City
Manager.
Ms. Martinez has submitted a timely request for a hearing before
the Personnel Board.
Personnel Rules and Regulations require the Board hold a hearing
within thirty (30) days of the request.
As such, a special meeting date is in order for purposes of the
hearing request.
