Media Services Director V ORAL COMMUNICATIONS VI ADJOURNMENT Regular Meeting - November 17, 1995 REGULAR MEETING OF THE PERSONNEL BOARD CITY OF LYNWOOD September 21, 1995 The regular meeting of the Personnel Board of the City of Lynwood, California was held on Thursday, September 21, 1995, at 5:00 p m. in the Council Chambers of the Lynwood City Hall, 11330 Bullis Road, Lynwood, California The agenda was duly posted as prescribed by the Brown Act. CALL TO ORDER Vice - Chairperson Litke called the meeting to order at 5 p.m. Roll call was taken by Gail L. Black, Director of Human Resources. Chairperson Acosta - Gonzalez was absent. PLEDGE OF ALLEGIANCE Led by Vice - Chairperson Litke. APPROVAL OF MINUTES The motion was made by Commissioner Lewis and seconded by Commissioner Gilpen to approve the minutes of the regular meeting of August 17, 1995 All in favor. Motion carried. STUDIES & REPORTS The motion was made by Commissioner Bell and seconded by Commissioner Gilpen to approve the closed promotional examination for the position of Parking Control Officer All in favor. Motion carried. The Motion was made by Commissioner Litke and seconded by Commissioner Gilpen to approve the closed promotional examination for the position of Housing Rehab. Assistant. All in favor Motion carried. ORAL COMMUNICATIONS Commissioner Gilpen requested a convertible car for the Christmas parade ADJOURNMENT Commissioner Bell made the motion and Commissioner Gilpen seconded to adjourn to the next regular meeting scheduled for October 19, 1995 5.00 p m All in favor. ADMINISTRATIVE AIDE, RECREATION FACILITY & PROGRAM SUPERVISOR AND RECREATION SUPERINTENDENT FACT The Lynwood City Code 12 -7 4 Open Examination states: "All examinations, except those specified in subsection 18 -7 3, shall be open unless it is determined by the Personnel Board that such examination will be promotional." BACKGROUND 11 It is the policy of the City of Lynwood to encourage employees to advance and grow within the organization by allowing promotional examinations whenever appropriate 2) The City has identified candidates who would qualify to apply for the above positions on a promotional basis. RECOMMENDATION Based on the above information, it is requested that the Board approve a "Closed Promotional" examination for the position of Administrative Aide, Recreation Facility & Program Supervisor and Recreation Superintendent. i� Y CITY OF LYNWOOD DEFINITION c- ADMINISTRATIVE AIDE Under the general supervision of a departmental supervisor or manager, to perform a variety of technical and specialized administrative and office support duties; to provide a variety of information and assistance to the general public; and to do related work as required. EXAMPLES OF DUTIES Performs a variety of technical and specialized administrative and office support duties; assists administrative and management staff in performing special projects, gathering data and information and researching topics and issues; prepares a variety of correspondence, technical and periodic reports; attends a variety of meetings related to department or division functions; provides a variety of information and assistance to the general public; responds to informational requests from other departments or other public agencies; assists in compiling data related to the preparation of the department budget; assists in coordinating department activities and support services; may supervise the work of office assistants by assigning, prioritizing, coordinating and reviewing work; maintains and updates a wide variety of records, documents and files; relieves administrative and management staff of routine office details; interprets and explains policies, procedures, rules and regulations of the assigned office, division or department; coordinates activities and services with other offices, divisions and departments; assists in the preparation of agenda items. CITY OF LYNWOOD RECREATION FACILITY AND PROGRAM SUPERVISOR DEFINITION Under the general supervision of a Recreation Department Manager, to plan, coordinate, supervise and direct the recreation and community service activities and programs at a City recreation or service center; to plan, organize, coordinate and direct City -wide recreation activities; and to do related work as required. EXAMPLES OF DUTIES Plans, coordinates, supervises and directs the total recreation and community service program at a City recreation or service center; plans, organizes, coordinates and directs City -wide recreation activities; trains and supervises the work of assigned personnel; publicizes, conducts and evaluates recreation programs, special events and activities; meets and interacts with juvenile and adult members of the community and seeks to involve them in available activities, programs and services; seeks input, advice and information from local users of the facility and attempts to structure activities and programs in response to their needs; prepares and justifies budget requests; directs contract class programs; recruits and trains coaches and officials; provides formal and informal instruction to program participants; assists in the administration and conduct of overall City programs; recruits, trains and supervises the work of volunteer and paid personnel; serves as staff liaison, coordinator and director; responds to and plans the implementation of Committee objectives; prepares and presents a variety of oral and written reports; plans, implements and directs the ongoing activities and programs of the service center; participates in the planning, development and implementation of community service volunteer programs; maintains a variety of records and files; promotes and enforces the safe use of all facilities; represents the City and /or department at meetings, seminars, workshops and conferences. A typical way to obtain these knowledges and abilities would be: Two years of experience as an organizer or administrator of recreation and community service programs. Education: Completion of college level courses in Recreation, Social Services, Physical Education or closely related fields is desirable. CITY OF LYNWOOD RECREATION SUPERINTENDENT DEFINITION Under the direction of the Assistant Director or Director, to plan, organize, coordinate and direct the City recreation, community services, social services and activities program; to supervise professional recreation staff members; to supervise a large staff of paid and volunteer recreation leaders and assistants; and to do related work as required. EXAMPLES OF DUTIES Plans, organizes, coordinates and directs a comprehensive program of recreational, community services and social activities and services; assesses needs of City for special recreational activities; supervises professional recreation staff; supervises and schedules the work of assistants and leaders who supervise and implement aspects of the program; hires and trains recreational staff; promotes public relations; leads special group activities and instructional programs; makes recommendations regarding.policy and budgetary matters; administers and controls the recreation budget; develops specialized programs for children, teens, adults and senior citizens; assists in the evaluation of current programs and the need for new program development; directs the usage and rental of recreational and community service facilities; prepares news releases, bulletins and publicizes programs and events; directs the preparation of the City Newsletter; directs the provision of senior citizen services; attends meetings and provides technical support and information to commissions, boards and associations; performs a variety of technical, accounting, budgetary and administrative duties involved in grant acquisition and administration, capital project development and administration, financial recordkeeping and computer usage and application; performs general duties in the area of public relations; may provide direct leadership for special group activities and instruction programs; attends meetings with community groups and school officials participating in the recreation program; prepares correspondence, reports, leaders' manuals and program information sheets; attends workshops, seminars and conferences. Black, Director of Human Resources ee BY: Yolanda Delgadillo, Administrative Aide SUBJECT DIRECTOR OF MEDIA RELATIONS CLASSIFICATION STATEMENT PURPOSE To review a proposed classification statement for the position of Director of Media Relations. BACKGROUND The City Council has identified a need for the inclusion of a position statement for Director of Media Relations * A job analysis was completed and subsequent classification statement prepared by the Human Resources Department. RECOMMENDATION Review and recommend that the City Council adopt the classification statement for the position of Director of Media Relations 0 ! CITY OF LYNWOOD I October 1995 MEDIA SERVICES DIRECTOR DEFINITION Under the administrative direction of the City Manager to plan, organize and direct all activities of Lynwood Media Services; to serve as the City's public relations officer overseeing City promotional efforts; to serve as editor of the City's newsletter and City liaison between local cable company and Lynwood Media Services; prepare and oversee the Lynwood Information Inc. Budget; coordinate the functions of the Community Cable Access Advisory Commission; and to perform other job related work as required. EXAMPLE OF DUTIES Plans, organizes, directs, coordinates and supervises the functions of Lynwood Media Services; serves as the City's public relations officer to oversee the promotional activities including contracts with media entities, writing and editing the City's newsletter and other collateral materials; coordinates City's public relations campaigns and press conferences; interacts with printing, graphics design and photography consultants in preparation of collateral materials; prepares brochures, articles and reports; developes in -house newsletters for employees and Block Watch; oversees the distribution of all promotional materials generated by Lynwood Media Services; develops and coordinates presentation and promotional videos; ensures compliance of the City's franchise agreement with cable television operator, including the negotiations of franchise` terms; defines and recommends policies related to cable television and interprets policies for departmental staff and City administration; supervises the development and coordination of municipal uses of cable television for public information dissemination and other applications involving the 'use of cable technology; develops, recommends and administers the Lynwood Information Inc. budget; serves as liaison to the Community Cable Access Advisory Commission and implements the programming decisions of the commission; prepares reports and recommendations on matters relating to cable television administration; consults and provide technical support to other City departments and community organizations on cable production issues and the print media; develops, implements, monitors and evaluates all cable television production facility activities and services; implements the coordination of the City's video production workshops; selects, trains, supervises and evaluates technical staff and interns engaged in cable television production, assigning, reviewing and evaluating work; develops plans to promote involvement of citizens, non - profit groups and the business community in local cable television programming. 0 • SPECIAL REQUIREMENTS Possession of an appropriate California driver's license issued by the State Department of Motor Vehicles.
