REGULAR MEETING OF THE PERSONNEL BOARD
CITY OF LYNWOOD
July 20, 1995
The regular meeting of the Personnel Board of the City of Lynwood, California was
held on Thursday, July 20, 1995, at 5 p m. in the Council Chambers of the
Lynwood City Hall, 11330 Bullis Road, Lynwood, California The agenda was duly
posted as prescribed by the Brown Act.
CALL TO ORDER
Chairperson Acosta - Gonzalez called the meeting to order at 5:04 p m Roll call was
taken by Gail L. Black, Director of Human Resources. All Commissioners were present.
PLEDGE OF ALLEGIANCE
Led by Commissioner Gilpen
APPROVAL OF MINUTES
The motion was made by Commissioner Lewis and seconded by Vice - Chairperson
Litke to approve the minutes of the regular meeting of June 15, 1995 All in favor
Motion carried.
STUDIES & REPORTS
The motion was made by Commissioner Gilpen and seconded by Vice - Chairperson
Litke to approve the certification of the eligibility list for the position of Street
Maintenance Worker All in favor Motion carried
The motion was made by Vice - Chairperson Litke and seconded by Commissioner
Gilpen to approve the certification of the eligibility list for the position of Laborer All
in favor Motion carried

ADJOURNMENT
Vice - Chairperson Litke made the motion and Commissioner Bell seconded to adjourn
to the next regular meeting scheduled for August 17, 1995 5.00 p.m. All in favor

To review a proposed classification statment for the position of Administrative
Assistant to the City Council
BACKGROUND
The City Council has identified a need for the inclusion of a position statement for
Administrative Assistant to the City Council.
* A job analysis was completed and subsequent classification statement prepared by
the Human Resources Department.
RECOMMENDATION
Review and recommend that the City Council adopt the classification statement for
the position of Administrative Assistant to the City Council.

ADMINISTRATIVE ASSISTANT TO THE CITY COUNCIL
DEFINITION
Under the administrative direction of the City Manager, to
perform a variety of responsible confidential secretarial and
administrative duties for the City Manager, Mayor and Council
members; may supervise other clerical staff in the course of
performing assigned duties; and to do related work as required.
DISTINGUISHING CHARACTERISTICS
This position is distinguished from other classes by the
confidential and sensitive nature of duties or assignments related
to working in the City Manager's and City Council's office. This
position requires a considerable degree of initiative and mature
judgment. The incumbent must possess the experience and diplomacy
necessary to interact with the public. Duties are performed under
minimal supervision and require a comprehensive knowledge of City
Policies and Procedures.
EXAMPLE OF DUTIES
Assist the City Manager and City Council on a wide variety of
administrative duties and assignments; assist in the preparation of
the annual departmental budget estimates and monitor certain
expenditures and revenues; assist in responding to inquiries from
the public and other City employees; provide explanation of City
policies and procedures; conduct research and studies as assigned
by City administrative officials; prepare City Council agenda
items; may coordinate the preparation and distribution of City
Council agendas; may attend meetings in absence of administrative
official; may serve as liaison to one or more City Commissions;
provide assistance in the planning of activities and meetings, by
preparing and maintaining correspondence and other records; assist
in the scheduling and handling of various activities involving the
Mayor and City Council members; coordinate the planning and
completion of special assignments necessary to properly accommodate
activities or events; make travel arrangements; maintain
appointment schedules and calendars and arrange meetings and
conferences; receive and reviews Council expenses and bills,
provide back -up information for processing and payment; review
incoming mail routing, prepare responses and schedule necessary
follow -up activities; write and prepare City resolutions,
proclamations and recognition certificates for presentation to the
public; interact with the Sheriff's Department on various
activities or events; provide information, reports or other

documents to the Mayor and City Council and /or City Manager as
necessary; perform a variety of clerical work necessary to handle
the various work responsibilities and functions of the office.
SPECIAL REQUIREMENT
Possession of an appropriate California driver's license
issued by the State Department of Motor Vehicles.
DESIRABLE QUALIFICATIONS
Knowledge of:
Functions, operations and objectives of municipal
government;
Operations, procedures and precedents of the City
Manager's office and City Council;
Computer terminal and word processing equipment
operation;
Planning and research methods and procedures;
Report writing methods and techniques;
Effective public information and relations techniques.

Ability to:
Maintain required confidentiality in carrying out
assignments, studies and projects;
Establish and maintain effective working relationships
with other City staff and the general public;
Provide a variety of assistance to City administrative
officials;
Carry out assignments and projects without detailed
instructions;
Operate automated equipment and standard applications
software, including word processing, data base, and
spreadsheet program;
Communicate effectively, orally and in writing;
Type letters, memoranda and reports as directed by the
City Manager and Council;
Prepare and maintain a variety of records and reports;
Compose correspondence independently.

Training and experience:
Any combination of training and experience which would,
provide the required knowledges and abilities is qualifying.
A typical way to obtain these knowledges any abilities would
be:
Three years of experience in a public agency performing
similar duties. Bachelor's degree from an accredited college
in public administration or a closely related field is
desirable.
