The agenda was duly posted as prescribed by the Brown Act. CALL TO ORDER Chairperson Bell called the meeting to order at 5:07 p.m.. Roll call was taken by Gail Black, Director of Human Resources. Commissioner Acosta - Gonzales was absent. PLEDGE OF ALLEGIANCE Led by Commissioner Lewis APPROVAL OF MINUTES The motion was -- made by Commissioner Litke and seconded by Commissioner Lewis to approve the minutes of the regular meeting of February 16, 1995. All in favor. Motion carried. STUDIES & REPORTS None ORAL COMMUNICATIONS Ms. Black requested a special meeting for the purpose of requesting closed promotional exams. The board agreed to meet on March 22, 1995 at 5:00 p.m.. Commissioner Gilpen made the motion and Commissioner Lewis seconded to adjourn to a special meeting scheduled for March 22, 1995 at 5:00 p.m. All in favor. Motion carried. Black, Director of Human Resources �j& SUBJECT: REQUEST FOR CLOSED PROMOTIONAL EXAMINATIONS: STREET MAINTENANCE WORKER AND LABORER FACTS The Lynwood City Code 12 -7.4 Open Examination states: All examinations, except those specified in subsection 18 -7.3, shall be open unless it is determined by the Personnel Board that such examinations will be promotional." 1) It is the policy of the City of Lynwood to encourage employees to advance and grow within the organization by allowing promotional examinations whenever appropriate. 2) John Oskoui, Director of Facilities Maintenance, has identified in -house candidates who would qualify for these positions on a promotional basis. RECOMMENDATION Based on the above information, it is requested that the Board approved "Closed Promotional" examinations for the position of Street Maintenance Worker and Laborer. CITY OF LYNWOOD STREET MAINTENANCE WORKER DEFINITION 0 Under the general supervision of a Lead Worker or Supervisor, to perform a variety of semiskilled and skilled work in City streets and related area maintenance, repair, construction and traffic safety activities; to operate a variety of motorized equipment; and to do related work as required. EXAMPLES OF DUTIES Breaks, cuts, lays and finishes asphalt and concrete materials in the patching and repair of streets, curbs and sidewalks; removes damaged sidewalks, curbs and gutters using cement saws, jack hammers and hand tools; builds forms, pours and finishes concrete; spreads asphalt screening, oil, gravel, sand and other surfacing materials; loads and unloads street maintenance materials; operates a variety of truck and other street maintenance equipment; drives a truck to haul materials for a variety of jobs; assists in traffic safety, street sign and striping operations; assists with the trimming and removal of trees; clears debris from culverts and ditches; picks up refuse and other materials; operates heavier equipment in a learning capacity; performs a variety of semiskilled maintenance work and heavy manual labor; keeps tools and equipment in a clean and safe working condition; controls traffic in the vicinity of work projects; performs a variety of seasonal duties; as assigned, may perform work in a variety of public works sections or divisions. SPECIAL REQUIREMENT Possession of an appropriate California driver's license issued by the State Department of Motor Vehicles. DESIRABLE QUALIFICATIONS Knowledge of: Basic tools, materials, equipment, techniques and procedures used in general street maintenance and traffic safety work; Operation of a variety of motorized and power equipment; Basic recordkeeping practices; Applicable provisions of the California Motor Vehicle Code; Local geography and street locations; Safe work practices. , and Ability to: Perform a wide variety of semiskilled and skilled tasks in the construction, maintenance and repair of streets and related areas and in traffic safety activities; Use required tools and equipment in a safe and effective manner; Operate heavy power driven equipment in a training capacity; Operate a variety of motorized equipment; Perform heavy manual labor; Understand and carry out oral and written directions; Read and write at the level required for successful job performance; Maintain cooperative working relationships with others; Maintain basic records of work performed and equipment used. and Training and Experience: Any combination of training and experience which would provide the required knowledges and abilities is qualifying. A typical way to obtain these knowledges and abilities would be: One year of experience in street, maintenance or construction work. • CITY OF LYNWOOD LABORER DEFINITION Under supervision, to perform a variety of laboring tasks in the maintenance, repair, upkeep of City streets, water services, sewers, park s areas, buildings, facilities and structures; and job related work as required. EXAMPLES OF DUTIES April 1990 unskilled manual and construction and landscaped to perform other Performs a variety of unskilled manual tasks primarily involving physical strength, dexterity and coordination; lifts and moves heavy objects; loads stone, gravel, dirt, debris and other materials; assists in loading and unloading trucks and moving and setting up furniture; assists in basic street, water, sewer, park and building maintenance tasks; assists in the City graffiti removal and painting program; clears and cleans streets, alleys and landscaped areas; uses and cleans basic tools used for work assignments; may be assigned to operate light trucks; may maintain basic records of work performed and materials used; may assist in controlling traffic in the vicinity of work assignments; may perform some semi - skilled maintenance and repair tasks in a training and learning capacity. Establish and maintain cooperative working relationships. Read and write at the level required for successful job performance. Maintain basic records of work performed and materials used. and Training and Experience: Any combination of training and experience which would provide the required knowledge and abilities is qualifying. Prior experience performing heavy laboring tasks is desirable.
