CALL TO ORDER Chairperson Bell called the meeting to order at 5 17 p m Roll call was taken by Gail L. Black, Director of Human Resources All Commissioners were present. PLEDGE OF ALLEGIANCE ' Led by Commissioner Gilpen APPROVAL OF MINUTES The motion was made by Commissioner Gilpen and seconded by Commissioner Acosta - Gonzalez to approve the minutes of the meeting of December 15, 1994 All in favor Motion carried. STUDIES & REPORTS Commissioner Lewis questioned the chain of command concerning the Cable TV Specialist position After a brief discussion the motion was made by Commissioner Lewis and seconded by Commissioner Gilpen to approve the closed promotional exam for the position of Cable Television Specialist. All in favor Motion carried. ORAL COMMUNICATIONS Ms Black requested the board's approval for a special meeting January 30, 1995 at 5.00 pm. Commissioners were in agreement. ADJOURNMENT Commissioner Gilpen made the motion and Commissioner Acosta - Gonzalez seconded to adjourn to the special meeting scheduled for January 30, 1995 5.00 p m. All in favor Motion carried. Black, Director of Human Resources Ai SUBJECT: REVIEW OF CLASSIFICATION STATEMENT: DEPUTY CITY TREASURER PURPOSE To review a proposed classification statement for the position of Deputy City Treasurer. * The City has identified a need for the inclusion of the position statement of Deputy City Treasurer * A job analysis was conducted and reviewed by the City Treasurer, Director of Finance and City Manager. RECONMENDATION That the Board review and recommend the City Council adopt the classification statement for the position of Deputy City Treasurer. CITY OF LYNWOOD 0 DEPUTY CITY TREASURER DEFINITION Under the direction of the City Treasurer, performs specialized work in the control of City and Redevelopment Agency investments; assists in maintaining, receiving, disbursing and banking of City monies; prepares financial, statistical, and operating reports; performs related duties as required. EXAMPLES OF DUTIES Plans and coordinates office management activities; assists in developing policies and procedures; assists in the preparation of the budget for the office and various programs; prepares a variety of reports, correspondence and other documents; acts for the City Treasurer as directed; performs work to maintain the City's banking and investment records; prepares revenue estimates; monitors collection activities; assists other departments in the collection of fees and other revenue; verifies cash and prepares deposits for various accounts and funds or monies received; prepares and reconciles interest earned on time deposits and other City investments; performs other financial recordkeeping and related work as required. SPECIAL REQUIREMENT Possession of an appropriate California Operator's License issued by the State Department of Motor Vehicles. DESIRABLE QUALIFICATIONS Knowledge of: Methods, practices and terminology used in financial clerical work; Investment techniques and practices related to municipal investments; Principles and practices of report writing; Modern office practices, procedures and equipment; Basic data processing terminology and techniques; Municipal accounting and finance principles and systems; Banking /Investment environment; Municipal budget process. and Ability to: Maintain an accurate and effective recordkeeping system; Prepare statistical and basic financial reports and records; i Deputy City Treasurer Assist in the preparation of special reports; Operate calculating, adding and computer equipment with speed and accuracy; Maintain cooperative working relationships with those contacted in the course of the work; Read and write at the level required for successful job performance; Interpret various written documents and reports; Plan and organize a variety of office and field work activities; Communicate effectively both orally and in writing; Understand and follow oral and written directions; Conduct research, collect and evaluate information and formulate alternatives and recommendations. noon* Training and Experience: Any combination of training and experience which would provide the required knowledge and abilities is qualifying. A typical way to obtain these abilities and knowledge would be: Three years of increasingly responsible and varied clerical, financial or administrative staff work performing duties comparable to those described. Education: Completion of college level courses in business administration, accounting or a related field is highly desirable.
