REGULAR MEETING OF THE PERSONNEL BOARD
CITY OF LYNWOOD
MARCH 17, 1994
The regular meeting of the Personnel Board of the City of Lynwood, California was
held on Thursday, March 17, 1994, at 5:00 p.m. in the Council Chambers of the
Lynwood City Hall, 11330 Bullis Road, Lynwood, California. The agenda was duly
posted as prescribed by the Brown Act.
CALL TO ORDER
Chairperson Swift called the meeting to order at 5:05 p.m. Roll call was taken by
Gail Black, Director of Human Resources. Commissioners Swift, Bell, Litke, Gilpen
and Lewis were present.
PLEDGE OF ALLEGIANCE
Led by Commissioner Bell
APPROVAL OF MINUTES
The motion was made by Commissioner Litke and seconded by Commissioner Bell
to approve the minutes of the meeting of February 17, 1994. Commissioner Swift
abstained all others in favor. Motion carried.
STUDIES & REPORTS
The motion was made by Commissioner Bell and seconded by Commissioner Gilpen
to approve the Eligibility list for the position of Civil Engineering Assistant. All in
favor. Motion carried.
The motion was made by Commissioner Gilpen and seconded by Commissioner Litke
to approve the request for closed promotional examination for the position of Office
Assistant II. All in favor. Motion carried.
ORAL COMMUNICATIONS
Ms. Black informed Commissioner Bell and Commissioner Swift that their terms were
up in May 1994.
ADJOURNMENT '
Commissioner Bell made the motion and Commissioner Lewis seconded to adjourn to
the next regularly scheduled meeting, April 21, 1994 5:00 p.m. All in favor. Motion
carried

BOARD REORGANIZATION
The Lynwood City Code 18 -5.3 Annual Election of Chairman states. "Annually, on
or before May 15, the Board shall elect from among its members a Chairman to serve
for one (1) year."
Therefore, as the next regularly scheduled Personnel Board meeting is May 19, it is
appropriate at this time to elect a Chair and Vice Chairperson to assume said roles at
the May meeting

REQUEST FOR CLOSED PROMOTIONAL EXAMINATION:
CODE ENFORCEMENT OFFICER
The Lynwood City Code 12 -7.4 Open Examination states: "All examinations, except
those specified in subsection 18 -7 3, shall be open unless it is determined by the
Personnel Board that such examinations will be promotional."
BACKGROUND
1) It is the policy of the City of Lynwood to encourage employees to advance and
grow within the organization by allowing promotional examinations whenever
appropriate
2) Mr Sol Blumenfeld, Director of Community Development, has identified
several in -house candidates who would qualify to apply for this position on a
promotional basis.
RECOMMENDATION
Based on the above information, it is requested that the Board approve a "Closed
Promotional" examination for the position of Code Enforcement Officer.

CODE ENFORCEMENT OFFICER
DEFINITION
Under the general supervision of the Code Enforcement Manager, to receive
and make field investigations of complaints concerning suspected violations of
nuisance and zoning ordinances; to seek compliance with zoning ordinances and
other laws regulating land use; to assist with a variety of code
compliance inspections; and to perform other job related work as required.
EXAMPLES OF DUTIES
Receives information and investigates complaints concerning land use,
illegal operations and compliance with zoning, nuisance and other planning
ordinances; initiates investigations based on observation of suspected or obvious
violations of zoning and other planning ordinances; does a variety of research
to establish background for noncompliance reports and investigations; issues
notices of violations and citations for noncompliance; explains zoning ordinances
to the public by telephone, letter and at the counter; advises the public on
procedures for compliance with zoning, housing and land use regulations;
maintains complaint ledgers, files and other records of investigations; works
cooperatively with other departments on common enforcement problems and
y investigations; prepares case reports on zone changes, variances and special use
Permits; studies and keeps abreast of applicable ordinances, correspondence and
directives necessary for current knowledge of departmental objectives, studies
and projects; performs a variety of abatement assignments; processes and checks
permit applications for completeness; checks local businesses for proper
licensing; appears in court to testify on violations; prepares nuisance
resolutions.
SPECIAL REQUIREMENTS
Possession of an appropriate California driver's license issued by State
Department of Motor Vehicles.

DESIRABLE QUALIFICATIONS

Knowledge of:
Laws, ordinances, rules and regulations affecting zoning, housing and
land use.
Inspection methods and techniques.
Basic purposes, policies and procedures of the City
Council, City Planning Commission, and other agencies concerned with
zoning and public planning.

Ability to:
Read, interpret and apply City policies, rules and regulations.
Meet and deal effectively with property owners and the general
public.
Express ideas clearly and concisely both. orally and in writing.
Recognize problems and make effective recommendations for their
correction.
Enforce housing, land use and zoning ordinances in a firm, consistent
and respectful manner.
Observe and record findings during investigations.
Explain planning issues, land use and zoning ordinances and
environmental impact problems to members of the public
concerned with land use and development projects.
Establish and maintain cooperative working relationships.

Training and Experience: Any combination of training and experience which would
provide the required knowledge and abilities is qualifying. A typical way
to obtain these knowledge and abilities would be:
One year of experience interpreting land use regulations and building
codes, performing field inspections, investigations and related
record - keeping work is desirable.
