MINUTES
LAW ENFORCEMENT REVIEW BOARD
Meeting of September 18, 1994
The regular meeting of the Law Enforcement Review Board was held on the above date, in the
City Hall Council Chambers. (The agenda was duly posted as prescribed by the Brown Act.)
The meeting was called to order at 6:05 p. m. by Chairperson David Willis.
The Pledge of Allegiance was conducted by Staff person Roger Haley.
ATTENDANCE
Board Members in attendance were: Don Brantley, Henry Guidry and David Willis.
Couneilmembers present: None.
Staff members in attendance: Roger Haley and Tony Romero.
Sheriffs Dept. Representative: None.
MINUTE
The minutes of the September 28:1994 regular meeting were read and approved as distributed.
PUBLIC ORALS
Bruce Yingling, whom resides at 11618 Louise Ave., called the sheriffs department about 6
weeks ago to report loud music being played by what Alr Yingling describes as young gang
members called The Young Crowd. Mr Yingling explained that he had called the sheriffs
department about to four to five times in a period offour hours and received no response from
the sheriffs department. Mr Yingling stated that he phones the Sheriff's department just about
every Friday regarding the same complaint. Mr Yingling also stated that about two weeks ago
the gang came out of their house with a shot gun and began shooting at parked cars.
AIr Yingling understands that the Sheriffs department has only two units patrolling the area but
he was told that ifit is an emergency that they will get to it as soon aspossible. AP Yingling
also made reference that when a party dispatches early he calls the sheriff's office to cancel his
report.
Alr Willis asked Mr Yingling if the times he has called the sheriffs department if he spoke to
the watch commander and Alr Yingling responded no. Mr Willis let Alr Yingling know that
when he calls the Sheriffs department ask to speak to the !Match Commander and to make sure
to get his/her name in case that a complaint is not resolved the Board could contact the watch
commander and try to get the complaint resolved Mr Willis also asked if he has made anv
formal complaints with the Sheriffs department and Afr Yingling responded that he has only
made verbal complaints not formal complaints. The only formal complaint he made was with
Tony Romero from the CiivManager's office.

Roger Haley informed Mr Yingling know that if he had submitted a formal complaint with the
City Manager's Office that the complaint should be in the files. Air Hatev recommended that
Mr Yingling write a formal letter to the Sheriffs department asking for the Sheriffs to do a
special patrol around Louise Ave. Mr. Yingling stated that he had submitted a letter to the
sheriffs department with the same suggestion as Mr Haley but there had not been any patrols
around his area. Mr Haley did tell Mr Yingling that he will write to the Captain of the Sheriff's
department to focus on Louise Ave. and to respond to any complaints made by the residents in
that area.
Mr Yingling added that he has spoken to the parents of the vormg juveniles and gave them a
memo of the City's loud music ordinance. Mr Yingling stated that the parents drink along with
the young juveniles.
Me Willis informed AIr Yingling not to get too much involved with this problem and let the
Sheriffs handle the problem.

Mr Guidry made a comment on the Rodrick Borders situation. Mr Guidry stated that he had
tried to make contact with Mr Borders and when Mr Guidry finally made contact with him he had told
Mr Borders to contact Roger Halev at the City Manager's Of ce. Mr Guidry called AIr Borders to ask
f he had contacted Mr Haley but Mr Borders was not in. His parents informed AIr Guidry that Mr
Borders was now attending college and that he is too busy with his studies. AIr Guidry left another
message for AIr Borders to contact Mr Haley between classes to try to help hire with his complaint. Mr
Guidry commented on the League of California Cities Dinner and pointed out that Supervisor Burke was
in attendance as well as Mavor Richards, Councilman Henning, Councilnan Bvrd and other Council
members from other cites. Mr Guidry also stated that he had taken a picture with Supervisor Burke and
had asked for his business card and Mr Guidry had told Supervisor Burke that had not been issued anv
yet. Mr Guidry put in a request for business cards so he can mail one to Supervisor Burke. AIr Guidry
also put in a request of the pictures that were taken of him at his swearing in to the commission and a
picture of him with Supervisor Burke. Mr Guidry suggested the Law Enforcement Review Board have a
hotline instead of waiting once a month to get complaints resolved as well as a scared straight program
for young people to inform them of the wrongs of committing a crime. Mr Guidry also recommended a
letter of accomindation for citizens of the community whom have done a good job that no one has heard
about. Mr Guidry did recommend that Mr Reynolds, a security from the Lynwood Unified District, to
receive a commendation because he has been a security guard for several years. Mr Guidry
recommended that his son, Devin Guidry, receive a commendation as well for saving a mans life that had

been shot numerous times. Mr Guidry also commented on the gang that Alr Yingling was having
problems with. Alr Guidry pointed out that he has seen the name "The Young Crowd" written on walls
911 over the city and that he has spoken to numerous young people about this gang He adds that the
gang has gone and terrorized man. junior high school students as well as high school students.
Mr Willis commented on Mr Guidrv's suggestion on the Law Enforcement Review Board hotline in
which this suggestion has been made to council in which none of the Councilmembers had approved as of
vet.
Mr Guidry suggested that Lynwood should start a reserve officer program in which the citizens in the
community get involved in. Mr Guidry asked for the number of population in Lynwood and Mr Haley
response was 62,000 is the population of Lynwood.

There being no further business, the meeting adjourned at 6:26 p.m. to the December 28, 1994 regular
meeting.
