(The agenda was duly posted as prescribed by the Brown Act.) The meeting was called to order at 6:05 P.M. by Chairperson David Willis. The pledge of allegiance was conducted by Boardmember Hilario Esparza. ATTENDANCE Board Members in attendance were: Don Brantley, Elizabeth Dixon, Robert Downs, Hilario Esparza, and David Willis. Councilmembers present: Councilman Louis J. Heine. Staff members in attendance: Pat Alvarez. Sheriff's Dept. representative: Sgt. Dave Walters. MINUTES The minutes of the June 22,1994 regular meeting were read and approved as distributed. EXPIRATION OF TERMS Terms of Chairperson David Willis and Boardmember Robert Downs will expire in August of 1994. Mr. Willis and Mr Downs were advised that if they wished to continue serving on the board, they need to submit a written request to the City Clerk's office prior to the end of August, so that the item can be placed on Council agenda for discussion. PUBLIC ORALS Ernest James Eley, from 12432 Waldorf Drive in Lynwood narrated the following: On February 23, 1994 he was stopped by two deputies for not having "tags" on his car license plate. He said once he was stopped, he was harassed, called names, and beaten. Mr. Eley said when he asked why he was being treated in this manner, he was told by the two officers "because we don't like Rodney King" Per Mr. Eley, he filed a formal complaint with the Sheriff's Department, but it only lead to more harassment. After he filed the formal complaint, he said he was called to the station to discuss his complaint, and was arrested on the spot. Mr Eley is out on bail and has a pre -trial on July 29, 1994. Mr Willis asked if Mr Eley had an attorney and Mr Eley said yes. Mr. Willis stated that the board is not in the position to help at this time, but that the board is very interested in the results of the pre - trial. Mr Willis asked Mr. Eley if he would come back and report on the status of his case. Mr. Downs asked that staff obtain a copy of complaint filed by Mr. Eley at the Lynwood Sheriff's station regarding this incident. � :.. # i Law Enforcement Review Board July 27, 1994 Page 2 BOARD MEMBERS' ORALS Robert Downs expressed concern for the numerous complaints involving name calling by Sheriff's deputies, feels this matter needs to be thoroughly investigated. Dave Willis inquired whether deputies from different racial origins also get involved in name calling. Mr Willis also asked if the Sheriff's Department provides some kind of community relations training course to educate them on how to deal with residents. Mr. Willis requested that staff provide information on complaints received by the board, and their disposition. Mr Willis also commented on Counciimembers not attending the LERB meetings, except for Councilman Heine who attends most meetings. He said he would like to see more Councilmembers participate in LERB meetings. ADJOURNMENT The meeting adjourned at 6:50 P.M. to the August 24, 1994 regular meeting. s1 commissWerb \072794m
