MINUTES
LAW ENFORCEMENT REVIEW BOARD
Meeting of June 22, 1994
The regular meeting of the Law Enforcement Review Board was held on June 22, 1994, in
the City Hall Council Chambers. (The agenda was duly posted as prescribed by the Brown
Act.)
The meeting was called to order at 6:05 p.m. by Chairperson David Willis.
The pledge of allegiance was conducted by Boardmember Robert Downs.
Members in attendance were: Robert Downs, Hilario Esparza, and David Willis. Members
Don Brantley and Elizabeth Dixon were absent.
Councilmembers present: Councilman Louis J. Heine.
Staff members in attendance: Roger Haley
MINUTES
The minutes of the April 27, 1994 and May 25, 1994 regular meetings were approved as
distributed.
With regards to correspondence sent to Commissioners relative to two complaints, Mr
Haley explained that these two persons had come to the May 25, 1994 LERB meeting, but
as there was no quorum. Mr. Haley took their information and informed the two persons
that their information would be forwarded to the commission, and invited them to attend
the next meeting.
It was moved, seconded and approved to include the above information in the minutes.
WATER VIDEO PRESENTATION
Mr. Haley gave a brief overview of the Water Video presentation. The board then recessed
to the conference room adjacent to the Council Chambers to view the video.

BOARD MEMBERS' ORALS
Robert Downs commented on the water video presentation. Mr Downs felt the
video did not answer any questions for him and there was not enough information
included in it. Mr Downs also commended the City for the graffiti cleanup efforts
in the community
David Willis pointed out that the City newsletter had not included the LERB meeting
dates. Mr Haley assured the board that he would contact the Cable Department in
order to make sure that the meeting dates be included on the next publication.
Discussion was held relative to publicizing LERB through the media. Because the
LERB has already been featured in the Lynwood'N'Perspective newsletter, it was
suggested to promote the LERB through the local newspaper
Mr. Willis also spoke on the complaint handling process. Mr Haley explained that
when a complainant comes directly to the board, the City has more access to follow
up information from the sheriff's Department.
ADJOURNMENT
The meeting adjourned at 6:37 p.m. to the July 27, 1994 regular meeting.
