LAW ENFORCEMENT REVIEW BOARD
Meeting of April 27, 1994
The regular meeting of the Law Enforcement Review Board was held on April 27, 1994, in
the City Hall Council Chambers. (The agenda was duly posted as prescribed by the Brown
Act.)
The meeting was called to order at 6:05 p.m. by Chairperson David Willis.
The pledge of allegiance was conducted by Vice Chairperson Don Brantley.
Members in attendance were: Don Brantley, Elizabeth Dixon, Robert Downs, Hilario
Esparza, and David Willis.
Councilmembers present: Councilman Louis J. Heine.
Staff members in attendance: Pat Alvarez.
The minutes of the March 23, 1994 regular meeting were approved as distributed.
Public Orals
Sgt. Price introduced himself and said he was there representing the Sheriff's
Department.
Councilman Heine commented on a meeting held today with the County
Department of Probation relative to graffiti. Councilman Heine said programs such
as TAG and the Art Drawing Contest have helped to eradicate the graffiti problem
in the City Councilman Heine spoke on a new program sponsored by the Sheriff's
Department which will be in effect May 18 -20, when the Sheriff's Department will
concentrate their efforts in enforcing laws that affect the youth, such as the curfew
law Citations will be issued to parents of youth violating those laws. Councilman
Heine also announced that on June 4th there will be an "All City Graffiti Day"
Board Member's Orals
Commissioner Dixon suggested to meet jointly with the Block Watch Captains as a
way to promote the Law Enforcement Review Board. Ms. Dixon also spoke on the
security issue at the Transit Center and commended the Sheriff's Department for a
job well done.
Commissioner Downs expressed his concern for the increased prostitution activity
on Long Beach Boulevard. Councilman Heine said the Sheriff's Department is aware
of the problem and has been patrolling the area, but unless they are there when the
law is being violated, they cannot make any arrests. Commissioner Dixon
recommended to get together with hotel /motel owners in order to discuss the
issue. Commissioner Downs also suggested to put a message on the City's newsletter
(Lynwood'N'Perspective), encouraging residents to help clean up the city

Chairperson Willis asked Sgt. Price if he would invite Lt. Burgess to the next LERB
meeting. Mr. Willis also spoke on Captain Freeman leaving Lynwood's station. Sgt.
Price indicated that Captain Freeman had been promoted and has moved to Internal
Affairs.
Commendation to former Chairperson Robert Downs
On behalf of the Law Enforcement Review Board, Chairperson David Willis presented Mr
Downs with a Certificate of Appreciation for his leadership, support, and the contributions
he made to the board during his tenure as Chairperson. Mr. Downs graciously accepted the
certificate and expressed his gratitude to the board.
Adlournment
The meeting adjourned at 6:33 p.m. to the May 25, 1994 regular meeting.

DUE TO LACK OF QUORUM, THE REGULAR MEETING OF
MAY 251994 WAS NOT HELD.
Members in attendance were: Don Brantley, and Hilario Esparza. Both Mr. Willis and Mr
Downs notified staff that they would not be in attendance.
