MINUTES
LAW ENFORCEMENT REVIEW BOARD
Meeting of February 24, 1994
The regular meeting of the Law Enforcement Review Board was held on January 26, 1994,
in the City Hall Council Chambers. (The agenda was duly posted as prescribed by the Brown
Act.)
The meeting was called to order at 6:15 p.m. by Chairperson David Willis.
The pledge of allegiance was conducted by Commissioner Brantley
Members in attendance were: Don Brantley, Elizabeth Dixon, David Willis, and Hilario
Esparza. Boardmember Robert Downs was absent.
Councilmembers present: Councilmember Heine.
Staff members in attendance: Roger Haley
Sheriff's Department representatives present: Sgt. Bob Rifkin and Sgt. Dan Gardner
The minutes of the January 26, 1994 regular meeting were approved as distributed.
Attendance Policy
A memorandum relative to attendance policy for commissions /boards, as well as a copy of
Ordinance No. 1356 was distributed to board members.
Public Orals
Sgt. Rifkin and Sgt. Gardner introduced themselves. Commissioner Dixon inquired
if they will be representing the Sheriff's Department from now on at the LERB
meetings. The response was that Lt. Willie Miller, who is the p.m. watch commander,
will normally attend the LERB meetings. They are present today because she's on
vacation.
Councilman Louis Heine spoke on commissioners attendance policy Mr. Heine said
there was a need to clarify said policy, as there were some
misconceptions /misunderstandings:
Three absences, if consecutive, are grounds for removal (three absences
during a year, whether they're consecutive or not, are grounds for
removal), or
An "excused absence" does not count as an absence (there is no
specification for "excused absence" in Ordinance No. 1356, therefore, all
absences count).
Mr Heine also mentioned that he attended the Governor's Crime Summit, which was
very productive.

• It was also mentioned that the Regional Justice Center opening will be sometime in
May or June.
Board Member's Orals
commissioner Dixon inquired as to the status of the security issue at Commuter Bus
Lines. Roger Haley responded that an analysis is being performed by Ralph Davis,
who is responsible for the Communityfrransit Center, in order to figure out options
to provide security to rectify the problem. Mr Haley stated that Mr Davis is
discussing the issue of sharing the cost of security with Commuter Bus Lines.
Commissioner Dixon also suggested that Mr Davis contact the Lynwood unified
School District, as they have security staff already in place.
Commissioner Dixon also inquired on the status of setting up a meeting with the City
Council, Captain Freeman and Ralph Davis, who is the block watch liaison, in order
to discuss the purpose of LERB, complaint procedures, and other related issues.
Roger Haley responded that he would follow up on the request, and will update the
board by mail.
chairperson Willis commented on copy of correspondence received from Captain
Freeman relative to a complaint submitted to the city by a resident. Mr Willis feels
that the names of complainants should be kept strictly confidential on
correspondence. Mr Willis also spoke on memorandum distributed to all members
at the meeting relative to commissioners attendance policy
Adjournment
There being no further business, the meeting adjourned at 6:30 p.m. to the March 23,1994
regular meeting.
