MINUTES
LAW ENFORCEMENT REVIEW BOARD
Meeting of January 26, 1994
The regular meeting of the Law Enforcement Review Board was held on
January 26, 1994, in the City Hall Council Chambers. (The agenda
was duly posted as prescribed by the Brown Act.)
The meeting was called to order at 6:03 p.m. by Chairperson Robert
Downs.
The pledge of allegiance was conducted by Commissioner David
Willis.
Members in attendance were: Don Brantley, Elizabeth Dixon, Robert
Downs, and David Willis. Boardmember Hilario Esparza was absent.
Councilmembers present: Councilmembers Henning and Heine.
Staff members in attendance: Roger Haley and Pat Alvarez.
Sheriff's Department representatives present: Lt. Jurado and Lts
Miller. =
The minutes of the December 1, 1993 regular meeting were approved
as distributed.
Board Reorganization
a. Chairperson: It was moved by Commissioner Dixon to nominate
Mr. Willis for Chairperson. Mr. Downs seconded, and it was
unanimously approved by all to appoint Mr. David Willis as the
new Chairperson.
b. Vice - Chairperson: It was moved by Mr. Downs to nominate Mr.
Brantley for Vice - Chairperson. Ms. Dixon seconded motion, and
it was unanimously approved by all to appoint Mr. Don Brantley
as the.,new Vice - Chairperson.
Public Orals
Jerrell Hunter, from Commuter Bus Lines, spoke on problem
Dial -A -Ride users have been dealing with regarding junior high
and high school students who are off - track, and they bother
and intimidate Dial -A -Ride users. Mr. Hunter stated that
there are constant fights, specially between hispanic and
black gangs. Mr. Hunter mentioned that he had spoken to
several councilmembers regarding the problem, but it has not
been resolved.

Mr. Hunter suggested that the LERB, along with the school
district, look into ways to provide protection during Dial -A-
Ride hours of operation. Roger Haley mentioned that during
the FY 91 -92, the City was able to provide security through
Prop A funds, but it was subsequently eliminated.
Mr. Hunter also spoke regarding an incident during which a
driver was hit on the temple. Mr. Hunter said he called the
Sheriff's Department, but no one ever came to the site to take
a report. Mr. Hunter was questioned as to details of the
incident, but he said he did not have them at the time. He
suggested to contact his immediate supervisor, Kathy Frohock
from Commuter Bus Lines (310- 604 - 0804).
Commissioner Downs made a motion, Commissioner Dixon seconded,
and it was unanimously approved, to direct staff to research
ways to solve concerns raised by Mr. Hunter.
Councilman Robert Henning congratulated Mr. Willis and Mr:
Brantley on their appointments as Chairperson and Vice=
Chairperson. Councilman Henning also informed commissioners
that he had met with Congressman' Walter Tucker regarding
hiring practices at the new Justice Center. He mentioned that
Congressman Tucker is investigating hiring practices and is
planning to hold a press conference to protest lack of
minority hiring if necessary.
Commissioner Dixon raised the question of ridding the city of
prostitutes. Councilman Henning responded that he wants to
give the bicycle patrol an opportunity to alleviate the
problem.
Brenda Green, 3117 Oakwood Avenue, Lynwood. Mrs. Green spoke
regarding witnesses to her son's death being arrested /harassed
by the police. Mrs. Green asked the board for direction in
her search for more information regarding her son's case. Lt.
Jurado,. was asked for direction, and he refrained from
commenting due,. -to the ongoing civil lawsuit. Mr. Downs
suggested that Mrs. Green follow up with her attorney.
- Lt. Willie Miller, from the Lynwood Sheriff's station, who is
the p.m. watch commander, stated that since Lt. Jurado has
been assigned to work in the Operations Department, she will
start working as the Sheriff's liaison to the Law Enforcement
Review Board.
Councilman Heine spoke on anti - graffiti meeting held this day
at city hall, said the event was very productive.

Board Member's Orals
Commissioner Downs expressed his concern for New Year's eve
shootings, said his car was damaged by a bullet, and hopes for
more community awareness of the dangers of New Year's eve
shootings.
Vice- Chairperson Brantley commented on the effectiveness of
the bicycle patrol.
Chairperson Willis commended the city's graffiti program for
job well done.
