A REGULAR MEETING OF THE TRAFFIC AND PARKING COMMISSION
OF THE CITY OF LYNWOOD
MARCH 24, 1994
A regular meeting of the Traffic and Parking Commission of the
City of Lynwood was held on Thursday, March 24, 1994. The
meeting was called to order at 6:00 p.m. in the City Council
Chambers at 11330 Bullis Road, in the City of Lynwood,
California.
CALL TO ORDER
The meeting was called to order by Chairman Edward Pacheco.
Commissioners William Cunningham and Margaret Bright answered
roll call. Commissioner Joe D. Battle was not present.
Commissioner Rick Sanchez arrived at 6:20 pm. Emilio M. Murga,
Director of Public Works and Prasine Martinez Code Enforcement
were also present.
PLEDGE OF ALLEGIANCE
The pledge of allegiance was led by Commissioner Cunningham.
ACKNOWLEDGEMENT OF POSTING
Mr. Murga announced that the agenda of March 24, 1994 was duly
posted on March 21, 1994.
APPROVAL OF MINUTES
A motion to approve the minutes as written was made by Chairman
Pacheco, and seconded by Commissioner Bright The minutes were
approved unanimously.
PUBLIC ORALS COMMUNICATIONS
Prasine Martinez of Code Enforcement, was asked to comment on
vehicles parked on private property, what can be done, who is
responsible for citing them, fine amounts, will they be raising
amount of fines. Commissioner Bright brought up the question of
over -sized vehicles parked on city streets. Ms Martinez,
explained that her Dept. was not responsible for the above.
Commissioner Cunningham stated that on Saturdays and Sundays,
yard sales throughout the city were violating city
codes, and there was no control. Ms. Martinez explained lack of
personnel was the reason this problem exists, and when they have
filled their vacancies this problem should be resolved.
Mr. Eric Lee, (Chairman of Planning Commission), 3593 Sanborn
Avenue , spoke of problem at Louise and Wright Road. He asked
that the commission review the problem that on Louise Avenue,
there is a stop sign and on Wright road, there is not; people
park on both sides of the four. Trucks and vehicles do not see
parked cars and could cause accidents.
Commission to review a placement of stop sign at this location
and discuss at next meeting.
Mr. Lee also stated that on Long Beach Boulevard and Sanborn the
bus stop be moved to allow parking for business when Greenline is
opened.
He is also concerned that at Santa Fe and Lynwood Road, by
Lindberg Elementary School circle , there is alot of speeding
around the curve, there is a need for a stop sign or a speed
bump. He asked that it be revived and brought up at next agenda.
Rod White, 4608 Carlin Avenue, captain of the East Carlin
blockwatch. He was inquiring on the decision on Item #7,
Commissioner Cunningham, asked Emilio to give him results. Mr.
White asked when this would be done, process was explained to
him.
SCHEDULED MATTERS
Item #7 Request for a three way Stop Sign at Carlin Avenue and
Melrace Avenue:
Mr. Murga asked that the commission listen to public opinion and
it was approved by Chairman Pacheco to listen to Ms. Gail Hayes,
who lives at 4552 E. Carlin, who stated that there is no
crosswalk at that location and the nearest cross walk is at
Carlin Avenue and Olanda.
When school begins and ends there are children from Abbott School
that cross at that point and sheriff's department will cite you
for jaywalking.
Commissioner Cunningham explained the advantages and
disadvantages of the stop sign, bringing to their attention that
the stop sign would not guarantee the safety of the children, due
to the fact that it is a wide street, and cars would come to a
rolling stop, that would give a false sense of security to anyone
using that crosswalk, he advised that the children should be
educated to go to the corner where the signal is at Carlin.

Martha White, 4608 E. Carlin, spoke to support the other
residents in favor of the crosswalk installation.
Slides were shown, showing the location, where the purposed
stop sign is requested to be installed. Also surrounding areas.
Other alternative methods, were brought up such as speed bumps,
etc.
Motioned by Commissioner Cunningham and seconded By Chairman
Pacheco to install a stop sign at Carlin Avenue and Milrace
Avenue. Vote was unanimous.
Item #8 Long Beach Boulevard /Imperial Highway Restriping
Project: Mr. Murga, showed slides of Long Beach Boulevard and
105 Freeway, going North discussing the painting of three lanes
being painted and the use of parking along the way to sanborn
again at that point street not wide enough to accommodate three
lanes passing Imperial Highway on the east side of street facing
north from the parking entrance of Polo Loco drive way going
north to Los Flores the discussion of posting no parking signs
along the area, business owners claim that need the parking
during lunch hours and dinner hours.
Dave Patel, owner of Motel located at 11112 Long Beach Boulevard,
objected to project, due to the lack of parking.
Commissioner Cunningham, suggested that parking be restricted to
certain hours, instead of completely no parking, would that solve
parking problem. Commission voted to prohibit parking during
hours of 7 to 9AM and 3 to 6 PM.
Item will be brought back to commission at a later date for
review.
Motion by Chariman Pacheco and seconded by Margaret Bright to use
restricted parking. Vote was unanimous.
Item #6 City wide one way street survey. Mr. Murga made
presentation, the additional question was added that referred to
over night parking . Commissioner Pacheco asked how many streets
were going to be involved, Emilio stated that he did not have a
count, that it would apply to the narrow streets. Survey will be
sent to all residents in city.
Motion by Chariman Pacheco and seconded by Commissioner
Cunningham to mail out the City wide one -way street survey. Vote
was unanimous.
REVIEW OF UPCOMING ITEMS
1. Request for stop sign for east west traffic at Beechwood and
Peach.
2. Imperial Widening Project which also involves the prohibition
of parking.
3. Additional alley vacations.
4. Review and ranking of signal lights intersections city wide.
5. Santa Fe & Lynwood Circle (involving school)

Mr. Murga gave update of ongoing projects:

Commissioner Sanchez no comment.
Commissioner Bright no comment.
Commissioner Cunningham stated if work order had been written
regarding to review those cross walks and repaint the one infront
of St. Francis. Mr. Murga stated that Facilities Maintenance
will be painting all cross walks and they will be covering that
area.
Chairman Pacheco stated that on State and Imperial Water Tower,
needs to be painted, full of graffiti.
The motion to adjourn the meeting was made by Commissioner Bright
and seconded by Commissioner Sanchez. Motion passed unanimously
and the meeting was adjourned at 7:40 P.M.

SUBJECT: FOUR WAY STOP SIGN REQUEST
BEECHWOOD AVENUE AND PEACH STREET
PURPOSE:
To recommend that the Traffic and Parking Commission support
Staff's recommendation to continue with the present operation of
the intersection of Beechwood Avenue and Peach Street and approve
the implementation of the proposed traffic safety enhancement
measures.
BACKGROUND:
A request has been received from Councilman Rea to investigate
the possibility of providing four way stop control at the
intersection of Beechwood Avenue and Peach Street to improve
traffic safety.
Staff conducted a traffic investigation of the proposed four -way
stop control, based on the Traffic Engineering Practices Manual
for Small Municipalities by DeLew, Cather and Company. The
warrants in this manual are much more liberal than the warrants
used in the Caltran's Manual, therefore making it easier to
qualify for an installation.

Beechwood Avenue
The warrant for four -way stop controlled intersections are based
on a point system. Points are assigned based on several
criteria, i.e. accidents, volume of traffic, visibility and
unusual conditions. A minimum of 28 points are needed for an
intersection to qualify. The intersection of Beechwood Avenue
and Peach Street only accumulates 3 points, meeting only 11% of
the warrants.
The installation of stop signs for N/S bound Peach Street would
not enhance the safety of the intersection but would rather cause
delays, increase fuel consumption, increase air pollution and
increase °noise in the area.
Stop signs are too frequently installed at unwarranted locations.
Such usage leads to disrespect for the stop sign and promotes the
use of the so- called "rolling stop" where the driver merely slows
down.
Based on the above information, staff is of the opinion that the
intersection should continue operating in its present form.
However, staff recommends that the following measures be
implemented to improve traffic safety in the area:
1. Cut back shrubs on northeast corner of Beechwood Avenue and
Peach Street to improve visibility for west bound traffic on
Beechwood Avenue.
2. Cut back shrubs on the southeast corner of Beechwood Avenue
and Peach Street to improve visibility for northbound
traffic on Peach Street.
3. Trim trees /shrubs overhanging onto the sidewalk on north
side of Beechwood Avenue east of Peach Street.

4. Repair broken curb returns at southwest and northeast corner
of Beechwood Avenue and Peach Street.
5. Repair broken sidewalk on the west side of Peach Street,
south of Beechwood Avenue.
6. Replace faded substandard 24 "x24" Stop signs with new
30 "x3O" Stop signs for east and west bound Beechwood Avenue
and for northbound Peach Street at Imperial Highway.
7. Clean and /or replace all faded /grafftied Street Sweeping
signs, etc.
8. For the Sheriff's Department to conduct selective
enforcement for vehicles not obeying the Stop sign on
east /west bound traffic on Beechwood Avenue and for speeding
vehicles on Peach Street and report back to the Traffic and
Parking Commission on the effect of this effort.
9. That staff review the impact the proposed measures have had
on the intersection of Beechwood Avenue and Peach Street and
report back to the Traffic and Parking Commission in six (6)
months.
RECOMMENDATION:
To recommend that the Traffic and Parking Commission support
Staff's recommendation to continue with the present operation of
the intersection of Beechwood Avenue and Peach Street and approve
the implementation of the proposed traffic safety enhancement
measures.

probably operate better with a two way Stop control on Lynwood
Road only. However, due to the fact that the four way Stop

the focus of this study, the stop signs for State street are not
being considered for removal.

Based on the above information, staff is of the opinion that the
intersection should continue operating in its present form.
However, staff recommends that the following measures be
implemented to improve traffic safety in the area:
1. Repaint fades Stop legends and crosswalks at all legs of the
intersection.
2. Replace fades substandard 24 "x24" Stop signs with new
30 "x30" Stop signs at all approaches to the intersection.
3. Replace fades advance warning signs.
4. Relocate "25 MPH" "when children are present" sign away from
obscuring tree on State Street (northbound) just north of
Louise Avenue.
5. Clean and /or replace all faded /grafftied Street Sweeping
signs, etc.
6. For the Sheriff's Department to conduct selective
enforcement for vehicles not obeying the Stop signs for all
traffic approaching the intersection and to report back to
the Traffic and Parking Commission on the effect of this
effort.
7. That staff review the impact the proposed measures have had
on the intersection of State Street and Lynwood Road and
report back to the Traffic and Parking Commission in six (6)
months.
RECOMMENDATION:
To recommend that the Traffic and Parking Commission support
Staff's recommendation to continue with the present operation of
the intersection of State Street and Lynwood Road and approve the
implementation of the proposed traffic safety enhancement
measures.

CAPITAL IMPROVEMENT PROJECT

Project Description
The work involves the reconstruction of the street pavement;
reconstruction of sidewalk, curb and gutter, catch basins;
installation of street lighting; under grounding of
electric. conduits and installation of pavement markings and
striping.
Budget: $453,000
Project Status
Construction is in progress 70% completed. Scheduled
completion date end of April.
2. Atlantic Avenue Rec. Proj., Phase III, No. 5 -5147
Project Description:
The work consists of the reconstruction of pavement,
construction of landscaped median islands, and installation
of new street lighting system and fire hydrants. The proj.
limits are on Atlantic Avenue from McMillan Street to
Fernwood Avenue.
Budget: $ 973,000
Project Status:
Project was advertised and bid opening is scheduled for
April 28, 1994.

Project Description:
Construction of City facilities including completion of
Building "A" (Water Division), Building "B" (Office &
Warehouse), Building "C" (Lunch Room, Locker Room, Restroom)
and construction of a portion of Building "D" (Garage,
enclosed storage, City vehicle Parking) at the Public Works
Corporate Yard at 11750 Alameda.
Budget: $360,000
Project Status:
70% of grading plan was completed, preliminary design of
building "D" was started. All materials and other items
were removed from warehouse "d" as a step toward start of
contractor.

Well Site Investigation Study
Project Description:
The work.consists of locating a site for a new well that
will produce water of quality acceptable to the California
Department of Health Services, of high volume and which is
efficient to produce, to replace Well No. 10 which was put
out of production to make way for the new I -105 Fwy.
Caltrans had previously constructed Well 20 as a replacement
for Well No. 10, but Well No. 20 was never put into
production due to high levels of iron and manganese and poor
efficiency.

City has been surveyed for possible locations Caltrans and
City to review preliminary reports.
6. IMPERIAL WIDENING
PROJECT DESCRIPTION
Widen Imperial Highway between Imperial and Duncan Avenue to
accommodate a third traffic lane, instill a new City -owned
street lighting system, relocate a County catch basin,
upgrade a traffic signal pole, install illuminated street
name signs (ISNS), install a new fire hydrant with a break
off check - valve, install new P.C.C. curb and gutter, drive
approaches, sidewalk, etc.
PROJECT STATUS
Preliminary plans and specs have been completed. They are
being reviewed and finalized, and project will be
advertised in May.

2. Review FY 1993 -94 purchase orders and budget and meet with
Division Heads to ascertain that divisions spending within

3. Review Public Works Budget in preparation for the end of
fiscal year.
4. Coordinate the planting of 400 seedlings from a grant from
the National Tree Trust.
5. Prepare and send out Public Works Monthly report and goals.
6. Prepare for and attend Traffic and Parkimg Commission
meeting for May 26, 1994.
7. Respond to resident complaints, respond to work orders and
urgent calls as they come in.
8. Continue to work with Downey Volunteer Center to take on
volunteers who need to complete Community Service hours;
work with HUB Cities to employ student workers and make
available internship opportunities to anyone wishing to
learn more about and volunteer in the Public Works Dept;
work with the State Department to employ General Relief
workers to work in the Department of Public Works.
