A REGULAR MEETING OF THE TRAFFIC AND PARKING COMMISSION
OF THE CITY OF LYNWOOD
FEBRUARY 24, 1994
A regular meeting of the Traffic and Parking Commission of the
City of Lynwood was held on Thursday, February 24, 1994. The
meeting was called to order at 6:00 p.m. in the City Council
Chambers at 11330 Bullis Road, in the City of Lynwood,
California.
CALL TO ORDER
The meeting was called to order by Chairman Edward Pacheco.
Commissioners William Cunningham and Edward Pacheco answered roll
call. Commissioners Joe D. Battle and Rick Sanchez were not
present. Commissioner Rick Sanchez arrived at 6:40 P.M. Emilio
M. Murga, Director of Public Works, Deputy Gendron of the
Sheriff's Department, Andrea Hooper, City Clerk and Councilmen
Louis Byrd and Armando Rea were also present.
PLEDGE OF ALLEGIANCE
The pledge of allegiance was led by Commissioner Cunningham.
ACKNOWLEDGEMENT OF POSTING
Mr. Murga announced that the agenda of February 24, 1994 was duly
posted on February 22, 1994.
SWEARING IN OF NEW COMMISSIONER
Mrs. Margaret Bright was officially sworn in by Councilman Louis
Byrd with the assistance of Andrea Hooper, City Clerk.
Councilman Armando Rea was also present. Mayor Paul Richards II
arrived and congratulated the newly appointed commissioner and
commended the Traffic and Parking Commission for the good work
that it was doing.
APPROVAL OF MINUTES
A motion to approve the minutes as written was made by
commissioner Cunningham and seconded by Chairman Pacheco. The
minutes were approved unanimously.
PUBLIC ORALS COMMUNICATIONS
There were none.
SCHEDULED MATTERS
REQUEST FOR A CROSSWALK AT INDUSTRY WAY 700 FEET
WEST OF ALAMEDA STREET.
Staff made the presentation informing the Commission that staff
had conducted an investigation at the location which revealed
that the requested crosswalk on Industry Way, approximately 700
feet west of Alameda Street would not be advisable. However,
staff recommends that the following measures be implemented to
better protect pedestrians crossing the street at this location:
1. Turn signs are to be installed in both approaches to the
turn on Industry Way, 700 feet west of Alameda Street.
2. All red curbs, traffic signs, No Parking signs, stripping,
etc., be cleaned and /or replaced /repainted.
3. Inspect and repair any malfunctioning street lights.
4. The Sheriff's Department to conduct selective enforcement as
it relates to speeding vehicles on this section of Industry Way
and report back to the Traffic and Parking Commission on the
effects of this effort.
5. Staff to review the impact of the proposed measures on
speeding on Industry Way and report back to the Traffic and
Parking Commission on the effects of this effort.
6. The manufacturing businesses using parking lots across
Industry Way to educate its employees on pedestrian safety.
Commissioner Cunningham stated that the street is wide and
visibility is good at this location. He said that staff's
recommendations are good and recommended approval of staff's
recommendations. Commissioner Cunningham made a motion to
approve which was seconded by Commissioner Bright. The item was
passed unanimously.
THREE WAY STOP SIGN REQUEST AT CARLIN AVENUE AND MILRACE AVENUE
Mr. Murga briefly explained the residents stop sign request and
requested that the item be continued to the next Traffic and
Parking Commission meeting so that staff can obtain additional
information and gather additional speed count surveys. The
Commission requested that the item be brought back to the next
meeting of March , 1994.
CITYWIDE ONE WAY STREET SURVEY.
The Commission was asked to review and make any necessary changes
to the One Way Street Survey form . Mr. Murga explained that the
survey form is bilingual (English and Spainish) that is to be
sent out to residents next month along with the water bill.
Deputy Gendron of the Lynwood Sheriff's Department expressed that
the City streets are very narrow and that it is sometimes
difficult to maneuver emergency vehicles.
Commissioner Cunningham also expressed concern about parking on
property.
Councilman Byrd stated that a red light was needed at Agnes
Street and Bullis Road and requested a question be added to the
survey regarding overnight parking on city streets.
Commissioner Cunningham and Councilman Byrd brought up the
subject of old and abandoned vehicles and the offer from oil
companies to buy such vehicles for $750. Commissioner Bright
inquired how junk cars can be towed away.
Deputy Gendron stated that the Sheriff's Department cannot touch
junk vehicles parking in private property. Even if parked in
streets, car cannot be towed away if the vehicle registration is
not expired for more than one year.
Commissioner Cunninham requested that the City's Information
Department to do a newspaper article to publicize the survey.
Commissioner Cunningham asked, and the other commissioners
concurred, that the survey be changed to include a question on
overnight parking and that the item be brought back to the
Commission.
REVIEW OF UPCOMMING ITEMS
Emilio Murga reviewed new items for upcoming months:
1. Restriping of Long Beach Blvd. at Imperial Highway
2. Ranking of traffic signal intersections based on accidents
3. Proposed alley vacations
Councilman Byrd stated that he wanted to see U -turn be permitted
on Imperial Highway at Long Beach Boulevard so that drivers
would not have to drive further to come back on Imperial Highway.
Emilio Murga stated that staff will look at the U -turn option at
this intersection in the Long Beach Boulevard and Imperial
Highway Restriping Project.

INFORMATIONAL ITEMS
Mr. Murga gave update of ongoing projects:
I. Sidewalk Reconstruction Project
2. Cesar Chavez Lane Reconstruction Project
3. Street Lighting Improvement Project.
4. Atlantic Avenue Reconstruction Project, Phase III
5. Atlantic Avenue Reconstruction Project, Phase IV
6. Bullis Road Reconstruction Project
7. Imperial Highway Widening Project
8. Other street lighting improvement projects
9. Storm Drain Improvement on Long Beach Boulevard
10. Traffic Signal Installation on Alameda Street
11. Water well replacement study.
Mr. Murga explained to the Commission the problems with iron and
manganese levels at Well #20, and that Caltrans will pay for the
construction of a replacement well.
Commissioner Cunningham inquired about the City's computer system
status.
Mr. Murga explained the advantages of the LAN system which
permits the transmitting and receiving of work orders from the
City Hall Annex to the City Yard electronically, thus eliminating
a lot of paperwork. The LAN system will be operational by the
end of March.
Mr. Murga also stated that the cost to install the LAN system is
mostly in staff time, the cost of equipment and material is not
significant. The monthly telephone connection costs about $300.
COMMISSIONER ORALS
Commissioner Sanchez apologized for his tardiness. Commissioner
Sanchez stated that due to his business responsibilities, he
would rather meet at a later time. He also requested that the
agenda be delivered earlier to allow for more time for review.
Commissioner Bright thanked everyone for welcoming her to the
Commission. She stated her concerns about trailers and large
trucks parked in streets.
Commissioner Cunningham stated that new City code is coming out
regarding prohibition of large trucks parking in streets and
expressed his concern that Code Enforcement Division is burdened
with paperwork that enforcement work does not get done.
Commissioner Cunningham commented on Commissioner Battle's
absence.

Commissioner Cunningham commented that the commissioner's
compensation is intended to compensate the commissioner for the
time and gasoline cost to perform field check.
Chairman Pacheco discussed the need to elect a Vice Chairman.
Commissioner Cunningham suggested that when the Traffic and
Parking Commission is fully staffed, an election for Vice
Chairman be held and that then regular elections be held in
October, 1994.
The motion to adjourn the meeting was made by Commissioner Bright
and seconded by Commissioner Sanchez. Motion passed unanimously
and the meeting was adjourned at 7:10 P.M.

SUBJECT: Citywide One Way Street Survey
PURPOSE
To recommend that the Traffic and Parking Commission review, make
any necessary changes to, and recommend the mailing out of the
one way street survey forms.
At the January 27, 1994, Traffic and Parking Commission meeting
Councilman Robert Henning requested that a citywide survey be
conducted of all residents, to obtain their opinions regarding
the possibility of converting two way streets into one way
streets as a way to reduce congestion citywide. The survey was
reviewed by the Traffic and Parking Commission at its meeting of
February 24, 1994, Councilman Louis Byrd, present at the meeting,
requested that the Traffic and Parking Commission add a question
to gather the residents' opinion regarding overnight parking on
City streets.
ANALYSIS
Per the above request, Staff added a question pertaining to
overnight parking on City streets and hereby presents the
modified survey form which ask the following questions from city
residents:
1. Do you feel there is traffic congestion in your area?
2. What do you think is causing the traffic congestion?
3. Would you like to see the designation of one way
streets to resolve the congestion problems in your
area?
4. Would you like to see your street designated as a one
way street?
5. Do you feel that there is a lack of street parking
spaces in our area?
6. Would you like to see overnight parking on City streets
prohibited citywide?

The survey is in English and a Spanish translation is provided
on the back. A self addressed stamped envelope is included for
easy return.
Approximately 10,000 surveys will be sent out with the water
bills and staff expects a return rate of 10 to 20 %.
Once the survey is completed, it will be brought back to the
Traffic and Parking Commission for review, analysis and
recommendations to the City Council.
Information regarding the pros and cons of one way streets is
also attached for your information.
RECOMMENDATION
To recommend that the Traffic and Parking Commission review, make
any necessary changes to, and recommend the mailing our of the
one way street survey forms.

One Way Streets
Advantages and Disadvantages
Advantages
1. Reduce intersection delays caused by vehicles turning
movement conflicts and pedestrian - vehicle conflicts.
2. Allow lane -width adjustments that increase the capacity of
existing lanes or actually provide an additional lane.
3. Redistribute traffic to relieve congestion on adjacent
streets.
4. Improve drivers' fields of vision at intersections
approaches.
Disadvantages
1. Emergency vehicles, such as fire trucks, may need to take a
more circuitous route to reach their destination.
2. Motorists must travel extra distances to reach their
destination.
3. Motorists may become confused with the one -way street
pattern if clear markings and signal indications are not
provided.
4. Midblock traffic collisions may increase as a result of
improper weaving.

SUBJECT: THREE WAY STOP SIGN REQUEST
CARLIN AVENUE AND MILRACE AVENUE
PURPOSE:
To recommend that the Traffic and Parking Commission review the
traffic data pertaining to the intersection of Carlin Avenue and
Milrace Avenue and make a recommendation to the City Council.
BACKGROUND:
In an effort to reduce speeding on Carlin Avenue, area residents
have requested through the City Council that the Traffic and
Parking Commission investigate the possibility of providing
three -way stop control at the intersection of Carlin Avenue and
Milrace Avenue.
Staff conducted a traffic investigation for three -way stop
control, based on Traffic Engineering Practices Manual for Small
Municipalities by DeLew, Cather and Company. The warrants in
this manual are more liberal than the warrants used in the
Caltran's Manual.

Other factors to be considered:
1. According to residents, additional accidents that were
not reported to the Sheriff's Department have occurred
in the area. Therefore no accident reports were filed.
2. Carlin Avenue from Bullis Road to Atlantic Avenue has
two additional stop - controlled intersections.
A. Carlin Avenue at Bradfield Avenue
B. Carlin Avenne at Thorson Avenue
3. Additional Sheriff's Department selective enforcement to
deter speeding has not had the results expected by the
residents.
ANALYSIS:
The warrants for three -way stop controlled intersections are
based on a point system. Points are assigned based on several
criteria: accidents, volume of traffic, visibility and unusual
conditions. A minimum of 28 points are needed for an Avenue and
Milrace Avenue accumulates (2) points.
Although it is advisable to follow established warrants
guidelines, in certain cases, additional factors should be
considered. In this case, two other stop - controlled
intersections exist on Carlin Avenue (Carlin Avenue at Bradfield
Avenue and Carlin Avenue at Thorson Avenue). According to
residents, additional Sheriff's selective enforcement efforts to
reduce speeding have not resolved the situation and that
unreported automobile accidents have occurred at the subject
intersection where the Sheriff's Department has not been
notified.
In view that the Sheriff's selective enforcement has not deterred
speeding and that a hazardous situation persist in the area
according to residents, who requested stop signs be installed,
the Traffic and Parking Commission could consider the
installation of stop signs on a trial basis. Therefore:
1. Install stop signs at the intersection of Carlin Avenue and
Milrace Avenue and install a crosswalk across Carlin Avenue.
2. For the Sheriff's Department to conduct additional
selective enforcement as it relates to speeding vehicles on
this section of Carlin Avenue and report back to the Traffic
and Parking Commission on the effect of this effort.

SUBJECT: Long Beach Boulevard /Imperial Highway
Restriping Project
PURPOSE
To recommend that the Traffic and Parking Commission support
staff's recommendation to implement the striping and signing
modification as shown on the Long Beach Boulevard/ Imperial
Highway Restriping Project plans.
BACKGROUND
In an effort to reduce congestion at the intersection of Long
Beach Boulevard and Imperial Highway, City Council appropriated
$20,000 to perform striping modifications at this intersection as
part of the Capital Improvement Projects for FY 1993 -94.
ANALYSIS
Staff has prepared plans to alleviate the traffic congestion
situation at the intersection of Long Beach Boulevard and
Imperial Highway.
The plans call for the restriping of Long Beach Boulevard to
provide three (3) northbound lanes from Beechwood Avenue to Los
Flores Boulevard, and three (3) southbound lanes from Los Flores
Boulevard to the I -105 Freeway. The restriping will require the
removal /modification of the median islands flares on Long Beach
Boulevard at Imperial Highway.
The addition of a third travel lane in each direction will
increase the capacity of Long Beach Boulevard by by allowing more
vehicles to go through the signalized interestion within the
designated green phase.

The restriping will require the existing Two -Hour parking
restriction be changed to No Stopping Anytime at various
locations about the project limits. The implementation of No
Stopping Anytime restriction will impact approximately seven
parking spaces on the east side of Long Beach Boulevard from
11138 Long Beach Boulevard (E1 Pollo Loco Restaurant) to Los
Flores Boulevard, as well as three parking spaces on the west
side of Long Beach Boulevard from Los Flores Boulevard to Oakwood
Avenue.
ITEM 8
While parking sp s about the subject in section will be
impacted, staff si*y has found that the bents realized from
the traffic congestion reduction plan outweights the loss of on-
street parking for the business establishments in the immediate
area, as the affected businesses have on -site parking facilities
for their patrons.
Staff, therefore, recommends that the Traffic and Parking
Commission concur with the staff recommendation to implement the
striping and signing modifications for the subject intersection.
RECOMMENDATION
It is recommended that the Traffic and Parking Commission support
staff's recommendation to implement the striping and signing
modification as shown on the Long Beach Boulevard/ Imperial
Highway Restriping Project plans to relieve traffic congestion in
the area.

Project Status:
Plans and specs. have been finalized and have been reviewed
by utility companies. Staff is reviewing comments. Project
is scheduled to be advertised by the mid - March. Street light
poles for new street lighting system have been ordered.

Project Description

4. New Public Works Yard
Project Description:
Construction of City facilities including completion of
Building "A" (Water Division), Building "B" (Office &
Warehouse), Building "C" (Lunch Room, Locker Room, Restroom)
and construction of a portion of Building "D" (Garage,
enclosed storage, City Vehicle Parking) at the Public Works
Corporate Yard at 11750 Alameda.
Budget: $360,000
Project Status:
About 99% of completion phase of buildings A, B and C have
been completed. Design of grading plan has been started.
Also scheduling for rest of fiscal year was done. Master
key system for the facility was designed.
Well Site Investigation Study
Project Description:
The work consists of locating a site for a new well that
will produce water of quality acceptable to the California
Department of Health Services, of high volume and which is
efficient to produce, to replace Well No. 10 which was put
out of production to make way for the new I -105 Fwy.

Caltrans had previously constructed Well 20 as a replacement
for Well No. 10, but Well No. 20 was never put into
production due to high levels of iron and manganese and poor
efficiency.
Budget: $10,000 ( Caltrans is funding this proj.)
Project Status:
City Council has selected Slade and Associates to conduct
the well site investigation study. Study currently being
conducted.
6.IMPERIAL WIDENING
PROJECT DESCRIPTION
Widen Imperial Highway between Imperial and Duncan Avenue to
accommodate a third traffic lane, instill a new City -owned
street lighting system, relocate a County catch basin,
upgrade a traffic signal pole, install illuminated street
name signs (ISNS), install a new fire hydrant with a break
off check - valve, install new P.C.C. curb and gutter, drive
approaches, sidewalk, etc.
PROJECT STATUS
Plans preparation is in its final stages, will be preparing
specifications in mid -March and will be advertised in April.

AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY
OF LYNWOOD ADDING SEC-
TIONS 19 -26 AND 19 -27
TO THE LYNWOOD CITY
CODE RELATING TO THE
'ESTABLISHMENT OF A TRAF-
FIC AND PARKING COMMIS-
SION
THE CITY COUNCIL OF THE
CITY OF LYNWOOD BERE13Yi
DOES ORDAIN AS FOLLOWS:
SECTION 1. Section 19 - 26
hereby is added to the Code of
the City of Lynwood to read
as follows:
Sec. 19 - 26 Traffic and Park
Ing Commission " establish-
ed hereby an advisory traffic,
and parking commission con-
sisting of five members, to
serve without compensation.
Said commission shall consist
of five persons appointed by
the City Council who shall be
residents of the City not hold
ing a position for which com-
pensation is paid by the City.
Three of the members of the
commission first appointed by
the City Council shall serve
for terms of four years each,
and the remaining two mem-
bers of the commission first
appointed by the City Council
shall serve a term of, two
years. The determination as
to which of the members
serves an initial term of two
years shall be by lots drawn
by them. Thereafter, all mem-
bers shall be appointed for
terms of four years; provided,
however, the City Council
may remove any member
from the commission at any
time and without cause. The
City Council shall fill any
vacancy occurring in the
Committee by appointment
for terms of four years; pro-
vided, however, the City
Council may remove any
member from the commission

SECTION 2. Section 19 - 27
hereby is added to the Code of
the City of Lynwood to read as'
follows;" ' .,
Sec. 19 - 27. Same — Duties.
(a) ' With respect to parking
matters, The Commission
shall exercise all such powers
..and vehicle-park-
Ing districts -in the City as
are accorded to such com-
mission by the 'Vehicle Park-
ing District Law of 1943.
(b) With respect to traffic
matters, the commission shall
suggest the most practical
means 'for coordinating the
activities of all officers and
agencies of the City having
"authority with respect to the
administration and/or en-
forcement of traffic regula-
tions; stimulate and assist in
the preparation and publica-
tion of traffic reports; receive
complainte having to do with
traffic "matters; and recom-
mended -to"the'City Council
and to, the City Engineer and
Chief of Police and other City
officials ways and means of
improving traffic conditions
and the administration and
enforcement of traffic regula-
tions.
Section a. The City Clerk is
is hereby ordered and directed
to certify to the passage of this
ordinance and to cause the same
to be published once in the
Lynwood Press, a newspaper of
general circulation, printed and
published in the City of Lyn-
wood.
