A REGULAR MEETING OF THE TRAFFIC AND PARKING COMMISSION
OF THE CITY OF LYNWOOD
JANUARY 27, 1994
A regular meeting of the Traffic and Parking Commission of the
City of Lynwood was held on Thursday, January 27, 1994. The
meeting was called to order at 6:10 p.m. in the City Council
Chambers at 11330 Bullis Road in the City of Lynwood, California.
CALL TO ORDER
The meeting was called to order by Vice Chairman Edward Pacheco.
Commissioners, Edmond R. Archambault, William Cunningham, Edward
Pacheco, answered roll call. Joe D. Battle did not answer roll
call. Emilio M. Murga, Director of Public Works and Sargent Sam
Silva of the Sheriff's Department, Andrea Hooper, City Clerk and
Mr. Armando Rea, City Councilmen were also present.
PLEDGE OF ALLEGIANCE
The pledge of allegiance was led by Commissioner Cunningham.
ACKNOWLEDGMENT OF POSTING
Mr. Murga announced that the agenda of January 27, 1994 was duly
Posted on January 24, 1994.
APPROVED OF MINUTES
A motion to approve the minutes as written was made by
commissioner Cunningham and seconded by Vice Chairman Pacheco.
The minutes were approved unanimously.

REQUEST FOR OVERWEIGHT /OVERSIZE VEHICLE STUDY.
The commission was notified that the City Attorney has reviewed
and requested items and had made comments and drafted an
ordinance. (A copy of the letter and draft ordinance was provided
to the commission.)
The commission was informed that all requested items were
incorporated into the ordinance except for the request to set
limits on number of parking citations that would be issued prior
to towing of vehicle.
Commissioner Cunningham asked why it could not be done and
Sargent Silva said the California Code allows for towing of
vehicles if there are unpaid citations on the vehicle, but if an
owner pays his fines, there is nothing that can be done.
Commissioner Cunningham was also concerned about the trucks
parking on private property . The commission was told it could
approve the ordinance based on requested items number 1, number 4
and number 5 and could request that the City Attorney review and
make changes to the ordinance to prohibit oversize /overweight
vehicles on private property.
Commissioner William'Cunningham made a'motion to approve the
ordinance as it relates to items 1, 4 and 5 and, send it to
council for approval and request that the attorney review and
revise the parking ordinance for truck parking on private
property. Commissioner Archambault seconded the motion and the
item was passed unanimously.
REQUEST FOR A RED CURB ON FERNWOOD AVENUE EAST OF FIR STREET
The Commission was informed that a request had been received
from the owner of 3661 Fernwood to remove a portion of red curb
painted directly in front of his property.
Commissioner Cunningham asked why so much of the curb was painted
red. Sargent Silva said he recalls the pastor of the church
requesting the red curb initially so as to not visually impair
drivers coming in and out of his church driveway. Commissioner
Cunningham asked why some of the red curb could not be painted
white as a loading zone. He was informed that the church is not
currently asking for removal of red curb, only a portion was
being request to be grayed out by the owner of 3661 Fernwood.
Commissioner Cunningham agreed to the removal of a portion of red
curb but asked staff to check with the church to see if they
would like any red curb removed or replaced with white curb.
Commissioner Sanchez said he is familiar with the area since be
used to live near the address and did not have any problems.
It was moved by Commissioner Cunningham and seconded by
commissioner Archambault to approve the removal of a portion of
red curb. The item passed unanimously.

Commissioner Pacheco agreed that there has been an increase in
traffic and said he has noticed that at Food 4 Less, (at Long
Beach Boulevard and Sanborn) traffic is particularly heavy.
Commissioner Cunningham asked staff to explain interim measures
and staff reviewed the list with the commission. Commissioner
Cunningham asked about the red curbs at intersection and was told
that it would improve visibility and traffic flow.
Sargent Silva was asked for his comments and be replied that all
measures seemed all right to him.
It was moved by Commissioner Archambault and seconded by
Commissioner Pacheco to approve the congestion relief measures
and conduct a traffic survey. The motion was passed unanimously.
REQUEST FOR A STOP SIGN AT LYNWOOD ROAD AND LINDBERGH AVENUE
The commission was informed that a request for a stop sign had
been received from a resident. The commission was presented with
the existing conditions on.Lynwood Road and Lindbergh Avenue.
After reviewing the conditions the Traffic and Parking Commission
agreed to continue operations at the intersection as is, but
agreed that the proposed intersection improvements be implemented
as soon as possible. Commissioner Cunningham asked that the
vines growing on the chain link fence be removed quickly.
Commissioner Pacheco agreed with the intersection improvements
and also liked the idea of removing the vine and painting of red
,curb at the intersection.
It was moved by Commissioner Cunningham and seconded by
commissioner Sanchez. The item as passed unanimously.
For items 11, 12 and 13 (alley easement vacation items), the
commission agreed to vote on all three items at the same time.
The commission was told that the alley on Second and Third Avenue
are not needed as new homes have been built with garages facing
the street. Before, the garage entrance was in the alley. The
other alley easement vacation on Alameda Avenue was no longer
needed for circulation purposes. Mrs Archambault, Lynwood
resident asked who would gets the property (the alley) after it
is vacated. She was informed that the property goes to the
adjacent property owners.

Commissioner Cunningham made a motion to approve all three alley
easement vacations and was seconded by Commissioner Archambault.

Mr Murga gave a brief report on the status of the following
CIP'S:
Atlantic Avenue

Sidewalk Reconstruction Project

Residential Street Lighting Project
A copy of the Public Works monthly report for December 1993 was
attached for review.
Councilman Robert Henning asked to address the commission at this
point. He informed the Traffic and Parking Commission that he
would like the Commission to look at the possibility of changing
some Lynwood streets to One Way street. He would like a survey
to be sent to all Lynwood residents to get their input and would
then like the commission to review the results and report back to
Council.
Commissioner Cunningham said all he has to do is ask and they
would look into it. Councilman Henning said that one way streets
may meet some AQMD requirements, Commissioner Cunningham informed
the councilman that they had just approved modifications to the
truck ordinance and would like council backing. Councilman
Henning said he fully supports the Traffic and Parking
Commission. -The commission agreed to look at a one way survey
and review at next Traffic and Parking Commission meeting.
COMMISSIONER ORALS
Commissioner Archambault submitted his resignation from the board
effective after the meeting. He said he has been a member for 20
years, he is 82 years old and that its time to let someone take
over. He thanked everyone and wished everyone good health.
Commissioner Cunningham has two items, first he would like
commissioner Battle's attendance record checked because be has
missed several meetings and wants to know if he is still a member
in good standing and /or interested in the commission. Second he
requested that the Sheriff monitor the crosswalk at Martin Luther
King Jr. Boulevard and Stockwell (at the Flower Shop) because
motorists are not stopping for pedestrians crossing there.

He is not asking for a Traffic signal but rather just enhanced
enforcement and if possible an exaggerated crosswalk.
Commissioner Pacheco said the crosswalk in front of the
natatorium also needs to be repainted. Commissioner Pacheco also
wanted to let staff know of problem at Long Beach Boulevard near
the Imperial /Long Beach Blvd. intersection. He said that on
Sanborn, Traffic sometimes blocks the intersection and asked if
its possible to put up DO NOT BLOCK INTERSECTION signs in the
area. He asked if the proposed study would evaluate this area
and was told that it did.
Commissioner Sanchez, said he agreed that there is a traffic
problem at Imperial and Long Beach Boulevard, that perhaps the
traffic signal is too short, but would like to see results of
study before he makes any recommendations.
He also would like to see the Sheriff's department monitor the
enforcement of crosswalks more closely.
Sgt. Silva said he would like the commission to review the
parking ordinance as far as sale signs are concerned in order to
make the placing of for sale signs on vehicles on public parking
lots illegal. The current ordinance deals with private property
but not public parking lots. Commissioner Pacheco agreed it was
a problem such as at "Clark's" and asked that the attorney be
consulted. Commissioner Cunningham would also like to see it
changed to get rid of the problem. Sargent Silva would also like
the commission to look at changing the ordinance to prohibited
the parking of commercial vehicles on public parking lots as it
is sometimes done without the owners permission and cannot be
cited.
There being no further items, a motion to adjourn the meeting was
made by Commissioner Cunningham and seconded by Pacheco. Motion
passed unanimously and meeting was adjourned at 7:30 P.M.

Request for a crosswalk at Industry Way
700 feet west of Alameda Street
To recommend that the Traffic and Parking Commission support
Staff's recommendation to continue with the present operation of
Industry Way 700 feet west of Alameda Street, and approve the
implementation of proposed speeding reduction measures.
BACKGROUND:
A request was received by staff to investigate the possibility of
providing a crosswalk across Industry Way 700 feet west of
Alameda Street in order to protect employees from speeding
traffic.
Staff conducted an investigation at the location which revealed
the following:
1. Description:
The requested crosswalk would cross Industry Way approximately
700 feet west of the intersection of Alameda Street and Industry
Way. The proposed crosswalk would connect employee parking lots
with.manufacturing buildings.
2. Geometrics:
Industry Way:
Width: 45 feet
Number of Lanes - southbound: 1 through
Number of Lanes - northbound: 1 through
3. Accidents: none
4. Traffic Volumes:
(Average Daily Traffic)
Industry Way (both directions): 2,700 veh /day
5. Speed Limit 25 mph

ANALYSIS:
Based on the above information Staff is of the opinion that a
crosswalk would be unwarranted since its installation would:
1. May cause pedestrian to have a false sense of security and
to place themselves in a hazardous position with respect to
vehicular traffic.
2. May cause the pedestrian to think that the motorist can and
will stop in all cases, even when it is impossible to do so.
3. May cause a greater number of rear -end and associated
collisions due to pedestrian not waiting for gaps in
traffic.
4. May cause an increase in fatal and "serious injury"
accidents.
Based on the above information, staff is of the opinion that the
crosswalk should not be installed. However, staff recommends
that the following measures be implemented to reduce speeding by
vehicles in the area:
1. Staff recommends that turn signs be installed in both
approaches to the turn on Industry Way, 700 feet west of
Alameda Street (see attached sheet).
2. That all red curbs, traffic signs, No parking signs,
stripping, etc., be cleaned and /or replaced /repainted.
3. Inspect and repair any malfunctioning street lights.
4. For the Sheriff's Department to conduct selective
enforcement as it relates to speeding vehicles on this
section of Industry Way and report back to the Traffic and
Parking Commission on the effects of this effort.
5. That staff review the impact the proposed measures have had
on speeding on Industry Way and report back to the Traffic
and Parking Commission in six (6) months. If speeding
persists, more extensive measures could be reviewed at that
time.
6. That the manufacturing businesses using parking lots across
Industry Way educate employees on pedestrian safety (staff
can provide information and assistance).

RECOMMENDATION:
It is recommended that the Traffic and Parking Commission support
Staff's recommendation to continue with the present operation of
Industry Way 700 feet west of Alameda Street and approve the
implementation of proposed speeding reduction measures.

recommended speed on a turn to be 30 MPH or less, and this

SUBJECT: THREE -WAY STOP SIGN REQUEST
CARLIN AVENUE AND MILRACE AVENUE
PURPOSE:
To recommend that the Traffic and Parking Commission support
Staff's recommendation to continue with the present operation of
the intersection of Carlin Avenue and Milrace Avenue and approve
the implementation of the proposed speeding reduction measures.
BACKGROUND:
In an effort to reduce speeding on Carlin Avenue, area residents
have requested that the Traffic and Parking Commission
investigate the possibility of providing three -way stop control
at the intersection of Carlin Avenue and Milrace Avenue.
Staff conducted a traffic investigation for three -way stop
control, based on Traffic Engineering Practices Manual for Small
Municipalities by DeLew, Cather and Company. The warrants in
this manual are much more liberal than the warrants used in the
Caltran's Manual.

ANALYSIS:
The warrants for three -way stop controlled intersections are
based on a point system. Points are assigned based on various
criteria, accidents, volume of traffic, visibility and unusual
conditions, etc. A minimum of 28 points are needed for an
intersection to qualify. The intersection of Carlin Avenue and
Milrace Avenue only accumulates two (2) points, meeting only 7%
of the minimum point warrants.
An unwarranted stop sign could increase the number of rear end
accidents on Carlin Avenue and should not be used as a speed
control measure. In addition, according to the Traffic
Engineering Practices Manual for Small Municipalities:
An intersection controlled by multi -way stop signs
requires all approaching traffic to stop. Once
stopped, the traffic proceeds by following the normal
right -of -way rule. Multi -way stop sign installations
result in lower speeds through the intersection, thus
reducing the frequency and severity of right -angle
collisions. Studies have shown, however, that if the
vehicular volumes on the intersecting streets are low,
or traffic from one street is significantly greater
than the traffic on the other street, the effectiveness
of the multi -way stop is greatly reduced. The most
commonly used multi -way stop is a four -way stop. It
works best when traffic volumes on the intersecting
roads are about equal.
The manual goes on to say that multi -way stops should not be used
as a speed control measure:
When stop signs are placed for speed control, typically
regular warrants are not met. The result are signs
that may appear to be useless or a nuisance to drivers
who rarely see cross traffic at the stops. Most
drivers have the tendency to adjust their driving to
fit the situation and may get into the habit of
"rolling" though Stop signs or even not seeing them
because they see no obvious need. There also may be a
tendency to increase the noise level generated by
vehicles by requiring more stopping and acceleration
along the route.
In addition, the installation of a three -way stop control at the
intersection would produce additional vehicle delays and an
increase in fuel consumption:
Increased Fuel Consumption: 14,605 gallons /year
Fuel.Cost ($1.10 /gallon): $18,260 /year
Additional Driver and Passenger Delays 15,110 firs /year
(Reference source: Transportation and Traffic Engineering
Handbook, Institute of Transportation Engineers).

Emission of pollutants into the atmosphere would also be
increased due to the additional vehicle delays:

Based on the above information, staff is of the opinion that the
intersection should continue operating in its present form.
However, staff recommends that the following measures be
implemented to reduce speeding by vehicles in the area:
1. Carlin Avenue is striped with a double yellow line down
the middle of the street, leaving one lane of traffic in
each direction of approximately 28 feet wide.
Staff recommends that the double yellow be removed and
install a left turn lane and two lanes of traffic in each
direction.
2. One 35 mph speed limit sign of 24 11 x 36" is located on the
north side of Carlin Avenue midway between Halo Drive and
Milrace Avenue for westbound traffic.
Staff recommends that this sign be increased in size to
36 "x 48" and that a second sign be installed on the south
side of Carlin Avenue just east of Atlantic Avenue for
eastbound traffic.
3. That the Stop intersection of Carlin Avenue and Olanda
Avenue be restriped to provide for a left turn and right
turn pocket for Carlin Avenue eastbound traffic.
4. A Stop Ahead sign of 36 "x 36" is located on Carlin Avenue
for eastbound traffic, across from Halo Drive.
Staff recommends that the "Stop Ahead" sign be replaced with
a larger sign of 48 "x 48 ".
5. That all red curbs, Street Sweeping signs etc., be cleaned
and /or replaced /repainted.
6. That existing 24 "x24" Stop signs at Milrace Avenue and Halo
Avenue be replaced with larger 30 "x30" signs and that the
existing stop sign at Carlin Avenue (eastbound) at Olanda
Avenue be replaced with a larger 36" 36" sign.
7. That all faded Stop bars /legends be repainted.

8. That trees be planted on Carlin Avenue between Olanda Avenue
and Atlantic Avenue, especially on the north side of the
street.
9. For the Sheriff's Department to conduct selective
enforcement as it relates to speeding vehicles on this
section of Carlin Avenue and report back to the Traffic and
Parking Commission on the effects of this effort.
10. That staff review the impact the proposed measures have had
on the speeding problem on Carlin Avenue and report back to
the Traffic and Parking Commission in six (6) months. If
the speeding problem persists, more extensive measures could
be reviewed such as landscaped median islands, etc.
RECOMMENDATION:
It is recommended that the Traffic and Parking Commission support
Staff's recommendation to continue with the present operation of
the intersection of Carlin Avenue and Milrace Avenue and approve
the implementation of proposed speeding reduction measures.

SUBJECT: Citywide One Way Street Survey
PURPOSE
To recommend that the Traffic and Parking Commission review, make
any necessary changes to, and recommend the mailing out of the
one way street survey forms.
BACKGROUND
At the last Traffic and Parking Commission meeting Councilman
Robert Henning requested that a citywide survey be conducted of
all residents, to obtain their opinions regarding the possibility
of converting two way streets into one way streets as a way to
reduce congestion citywide.
ANALYSIS

ITEM 9
Approximately 10,000 surveys will be sent out with the water
bills and staff expects a return rate of 10 to 20 %.
Once the survey is completed, it will be brought back to the
Traffic and Parking Commission for review, analysis and
recommendations to the City Council.
Information regarding the pros and cons of one way streets is
also attached for your information.
RECOMMENDATION
To recommend that the Traffic and Parking Commission review, make
any necessary changes to, and recommend the mailing our of the
one way street survey forms.

Advantages and Disadvantages
Advantages
1. Reduce intersection delays caused by vehicles turning
movement conflicts and pedestrian - vehicle conflicts.
2. Allow lane -width adjustments that increase the capacity of
existing lanes or actually provide an additional lane.
3. Redistribute traffic to relieve congestion on adjacent
streets.
4. Improve drivers' fields of vision at intersections
approaches.
Disadvantages
1. Emergency vehicles, such as fire trucks, may need to take a
more circuitous route to reach their destination.
2. Motorists must travel extra distances to reach their
destination.
3. Motorists may become confused with the one -way street
pattern if clear markings and signal indications are not
provided.
4. Midblock traffic collisions may increase as a result of
improper weaving.

About 98% of completion phase of buildings A, B and C have
been completed.
Well Site Investigation Study
Project Description:
The work consists of locating a site for a new well that
will produce water of quality acceptable to the California
Department of Health Services, of high volume and which is
efficient to produce, to replace Well No. 10 which was put
out of production to make way for the new I -105 Fwy.

Caltrans had Iteviously constructed We11 as a replacement
for Well No. 10, but Well No. 20 was never put into
production due to high levels of iron and manganese and poor
efficiency.
Budget: $10,000 ( Caltrans is funding this proj.)
Project Status:
City Council has selected Slade and Associates to conduct
the well site investigation study. Study currently being
conducted.
6. Tree Planting Project - Citywide
Project Descriotion
The City applied for and received two tree planting grants
form the U. S. Small Business Administration through the
California Department of Forestry and Fire Protection.' The
two grants, one of $50,400 and the second for $35,100 would
allow the purchase and planting of approximately 280 and
195 trees, respectively, citywide.
Budget: $85,500
Project Status:
Tree Planting Project No. 93 -1 and Project No. 93 -2 have
been was completed. Staff is currently working on
reimbursement.
7. Bullis Road
Proiect Description
The work consists of the reconstruction of asphalt pavement
the reconstruction of damaged curb and gutters, and drive
approaches on Bullis Road from Imperial Hwy to the south
city limits.
Budget: $633,000
Project Status:
Surveyor is finalizing base maps.

complaints were received for the Department of Public

C. Prepared three alley vacation items for City Council
consideration.
D. Planned and prepared ceremony for freeway Grand Opening
'on January 28, 1994.
E. Submitted National Tree Trust Grand application for tree
planting project.
F. Continued to work with HUB Cities, the County of Los
Angeles, and Downey Volunteer Center to provide work
experience to one HUB Cities student workers and several
General Relief and Court Referral Workers.

meeting in January 27, 1994.
General Office Tasks:
The Public Works Administration Division is responsible for
providing general support to all other Public Works divisions.
This includes complaint processing, time - sheets, mailing of

information.

1. Considerable work needed to maintain series lighting system
in the areas of 108th, and 109th streets, Santa Fe to
Alameda. Approximately 40' of conduit replaced, and
approximately 100' of cable replaced. Three individual area
lights repaired after damaged by vandalism.
2. Harris /I -105 underpass, additional soft lighting, rebuilt,
reinstalled, with vandal anti -rock guards.

included, 10320, 10322, 10236, 10312, Long Beach Blvd.,
