Minutes of the November 17, 1994 Meeting
Call To Order
Chairman Pacheco called the meeting to order at 6:00 p.m.
Pledge of Allegiance
Commissioner Pacheco led the commission in the pledge.
Acknowledgment of Posting
Mr. Valtierra acknowledged posting of the Traffic and
Parking Commission agenda on November 14, 1994.
Roll Call
Commissioners Margaret Bright, William Cunningham, Chairman
Pacheco, Rodney White answered roll call. Commissioner
Sanchez arrived at 6:10 PM. Also, present was
Mr. Valtierra, Public Works Administration Division
Supervisor.
Approval of Minutes
Commissioner Bright requested changes in the October 27,
1994 Traffic and Parking Minutes. On Item No. 6, the sixth
paragraph I first sentence from - 'the city is not
responsible for the accident'' to -- the city is responsible
for the accident." On the next page, third paragraph,
change from -- the street has been in surveyed'' to -- the
street has been surveyed.'' Also, same paragraph from "so
that no cars can park on street'' to ' that cars cannot
park on the street.'' Commissioner Bright moved to accept
the minutes as corrected. Commissioner Pacheco seconded the
motion and the minutes were approved as amended.
Public Oral Communications
Mrs. Betty Pepper, resident of 3170 Lynwood Road attended
the meeting to clarify her letter that she sent to the
Commission. The letter explained the problem the residents
have with little Alameda , leading into Lynwood Road. With
no signs in view with any explanation of what is ahead,
motorists drive through little Alameda and Santa Fe Avenue
into Lynwood Road which is a dead end street, thinking it is
a thru street or a freeway entrance. Once the motorists
realize that Lynwood Road is a dead end street, they decide
to maneuver their vehicle into a U -turn, which is very
unsafe. Also, trucks with such a heavy load damage the
street because it is not made for such a vast amount of
weight.
Mrs. Pepper suggested before there is an injury or damages,
she would like to see a solution resolving this problem. One
suggestion would be to place a sign on Lynwood Road and
Santa Fe Avenue indicating not a thru street or no trucks
allowed over a certain amount of weight. Mrs. Pepper
explained that the problem arose once the 105 freeway was
completed.
Mrs. Pepper suggested that the signs would need to be a
picture type sign like a red circle with a line through it
where the driver would not need to know to read the sign and
instead know what is meant by the picture.
Commissioner Cunningham agreed that signs may help to
prevent any accidents if the motorist would acknowledge the
fact before hand. He went on to explain that staff would
study the areas and bring back a report to the commission
for their review. he also told her she would be notified of
he meeting date and time so she can attend. Commissioner
White agreed with Cunningham.
Councilman Rea addressed the commission. He requested no
parking signs for east bound Imperial Hwy. between Wright
Road and Duncan Avenue. He would like to see no stopping
from 3 -6 PM Monday thru Friday to alleviate the rush hour
traffic.
Commissioner Sanchez agrees to the restriction of no
parking from 3 -6 PM to let the traffic flow in rush hours.
He also commented that the businesses do need public parking
for customers .
Commissioner Sanchez feels in relation to the fact that
motorist would not be able to park on the street during a
certain time that we would need a public parking lot in that
area. Commissioner White also agrees with Sanchez that
there is a need for business parking in the area and that
the lot next to Mr. Quick Printing is a good location for a
public parking area.
Commissioner Cunningham questioned if

Commissioner Sanchez stated that he spoke the Public Works
Director and that the matter had been resolved.
Councilman Rea discussed the matter of the crossing guard
who was injured while on the job. He agrees with
Commissioners to employ another crossing guard. He would
like to see the Commission draft a resolution and take it to
council to put two crossing guards on the same location.
Commissioner Cunningham said he spoke with the crossing
guard and said that her location was a very hazardous spot
and such a wide street and she suggested that another
crossing guard would help.
Councilman Rea also said he would like to see that it be
mandatory for all crossing guards to be equipped with a
whistle and also be mandatory to use while crossing
pedestrians to alert drivers that someone is crossing the
street.
Commissioner Cunningham would like Gail Black of Human
Resources who is responsible for the employment of
crossing guards to draft a resolution to amend these
suggestions. Commissioners where all in agreement.
Schedule Matters
Item No. 6. Nomination and Election of new officers for the
year 1995 of the Traffic and Parking Commission.
Cunningham nominated Margaret Bright for Chairperson,
Pacheco seconded the motion, there being no other
nomination, Margaret Bright was elected Chairperson
unanimously.
Pacheco nominated Rodney White for Vice Chairperson,
Cunningham seconded the motion, there being no other
nominations, Rodney White was elected Vice - Chairperson
unanimously.
Review of Upcoming Items
The Traffic and Parking Commission reviewed the list of
upcoming times.
Future Considerations
The Traffic and Parking Commission would like staff to
review the following items at their upcoming meetings:
Traffic Safety / Parking - Wilson Elementary School
Traffic study for Long Beach Blvd. , State Street and Tenaya
Avenue.

Informational Items
Attached for the Commissions review was the Public Works
Monthly Report for the month of October, 1994.
The Commission was also given a brief overview of all the
Public Works Department Capital Improvement Projects.

Sanchez - None
Commissioner White - One thing he would like to emphasize is
that he has a problem with people running the stop signs. He
suggested that he would like the Sheriff to attend the next
meeting and he would like him to monitor the stop signs in
the city especially on Carlin and Olanda between 4 - 6 PM.
Commissioner Bright - Would like to know if there is enough
room on Carlin and Millrace to install striping on the south
side of Carlin . Also, Macmillan and Wright Road , traveling
south on Wright Road there
is a median Island but there is no stop sign on the curve.
She said that cars do not stop as you come out of the cul de
sac and she almost got hit. She would like to see if the
Commission can look at the area in the future to see if
anything can be done to improve safety.
Commissioner Cunningham - None
With no further business Commissioner Bright moved to
adjourn the meeting. Cunningham seconded the motion and
meeting was adjourned.

CAPITAL IMPROVEMENT PROJECT

Atlantic Avenue Rec. Proj., Phase III, No. 5 -5147
Project Description:
The work consists of the reconstruction of pavement,
construction of landscaped median islands, and installation
of new street lighting system and fire hydrants. The proj.
limits are on Atlantic Avenue from McMillan Street to
Fernwood Avenue.
Budget: $ 973,000
Project Status:
Street was overlaid, striping and legend marking was
completed, solar irrigation system was completed for all
Median Islands, lighting system was turned on for testing.
Median Islands were filled and planting soil and graded for
landscaping. A new landscaping design for median island is
under consideration.
New Public Works Yard
Project Description:
Construction of City facilities including completion of
Building "A" (Water Division), Building "B" (Office &
Warehouse), Building "C" (Lunch Room, Locker Room, Restroom)
and construction of a portion of Building "D" (Garage,
enclosed storage, City Vehicle Parking) at the Public Works
Corporate Yard at 11750 Alameda.
Budget: $360,000
Project Status:
Architectural design of building D was started. Some
preliminary drawing were completed. Underground
communications conduits were installed, patio fence was
painted. Some rough estimates on different type of
electrical gates were received and is under review at this
time. Design of entrance gate to the yard was started.

IMPERIAL HIGHWAY MEDIAN ISLAND
PROJECT DESCRIPTION
The Median Island is being modified, east of the City entry
marker, starting from Duncan Avenue to the east City limit.
The plans call for improving the esthetic appearance of
Imperial Highway at the entrance of the City of Lynwood.
Queen and Mexican Fan Palm trees will be planted. Ground
covering will be planted and cobblestone paving and a
wrought iron fence will also be installed.
Budget: $ 67,000.00
PROJECT STATUS
Working with Caltrans to relinquish the maintenance of
Imperial Highway to the City. We will be going to Council
December /January, to authorize relinquishment of Imperial
Highway, hold State harmless and execute agreement to
maintain Median Island.
Installed street light bases and street light poles, also
irrigation system. We will complete street lighting system
installation and landscaping for section of Median Island
between I -710 Freeway to Duncan Avenue. Also will be
planting palms in December, 1994.

BUS SHELTERS
PROJECT DESCRIPTION
The work consists of installation of bus shelters, benches
and liter receptacles and brick pavers. Two trees to each
shelter at various locations through the City. A total of
50 shelters will be installed. Work is being done by City
crews hired as part of the Youth Training Program.
Budget: $ 418,745.00
PROJECT STATUS
Thirty three (33) sidewalk locations have been broken.
Installing base material, pouring of foundations and laying
of bricks has been in process.
ALAMEDA STREET LIGHTING PROJECT
PROJECT DESCRIPTION
Project consists of installing seventy one (71) marbelite
poles, in area 1 located at 108th, 109th,110th, 111th,
112th, Norton, Grant, Lorraine from Martin Luther King to
Santa Fe to Alameda.
Budget: $282,003,00
PROJECT STATUS
Project completed, street lights working.
EUCLID AVENUE RECONSTRUCTION
PROJECT DESCRIPTION
The work consists of reconstruction of Euclid Avenue from
Long Beach Boulevard and Alpine, Oak Avenue to Orchard.
Budget: $ 19,600.00
PROJECT STATUS
Eighty per cent (80 %) of the designing work has been
completed.

8. STREET LIGHTING PROJECT VARIOUS LOCATIONS No. 5 -5157
PROJECT DESCRIPTION
Project consist of installing marbelite poles on Standard
Avenue, Hulme Avenue, Cornish Avenue, Colyer Avenue, Sampson
Avenue and Pendelton Avenue.
Budget: $ 448,353.00
PROJECT STATUS
Foundations have been poured by City of Lynwood Youth
Workers on Standard, Hulme, Cornish, Colyer, Sampson,
Jackson and Pendleton Avenue. Underground conduit on
Standard, Hulme and Cornish has been installed. Pull boxes
along standard and Hulme have been installed.
9. SANBORN AVENUE IMPROVEMENT
PROJECT DESCRIPTION
The work consists of widening of Sanborn Avenue between
California Avenue and Long Beach Boulevard.
PROJECT STATUS
Breaking of existing sidewalk, curb and gutter and AC
pavement have been completed by City of Lynwood Youth
Workers.

10. CITY HALL NEW WING (OLD SHERIFF STATION REMODELING)
PROJECT DESCRIPTION
Old Sheriff's Station building will be remodeled as a new
wing to the City Hall, to be used by Public Works and
Community Development Departments in the future. The work
consists of architectural, mechanical, electrical, and
structural design followed by related construction work.
Budget: $ Under Review
PROJECT STATUS
An on -site office was established in the building as a
center of all design and construction activities. Primary
scheduling, primary drawing, asbestos testing. Some
removal of unwanted items were performed. Building was
cleaned and county was contacted for removal of tailors,
gas tanks and antennas and towers. Base and some
preliminary architectural design was completed.

1. General Administrative Projects:
A. Submitted November, 1994 Complaint Summary. A total of
fifteen (15) complaints were received for the
Department of Public Works. All complaints were
addressed and routed to the proper divisions for
resolving.
B. Continued to work with HUB Cities, the County of Los
Angeles, and Downey Volunteer Center to provide work
experience to five HUB Cities student worker and several
General Relief Workers.
C. Prepared agenda /items for, and attended, Traffic and
Parking Commission mee6ting to be held on November 17,
1994.
D. Work with the Engineering Division to continue the Youth
Training Program that consists of the hiring of 25 local
youth hired to work on Bus Shelters and Imperial Highway
Median Island Project.
E. Prepared and sent out Public Works Monthly Report for
October, 1994.
F. Assisted in preparation of various City Council Items.
General Office tasks:
The Public Works Administration Division is responsible for
providing general support to all other Public Works Divisions.
This includes complaint processing, time- sheets, mailing of
parcel and utility maps; typing of Council Items and Resolutions,
memos, filing and handling over the counter information.

I. Add additional 1 gigabyte hard drive to LAN server system,
transfer network applications and files accordingly, and
adjust configurations on network system to recognize new
storage disk space new server drives for MIS Division.
2. Continue with automated City Logo for City of Lynwood
network.
3. Add new user to Complaint Database system and generate new
query reports for department complaint percentages.
4. Continue conducting special training for new MIS LAN

network applications usage for MIS Division.

Water Yard for Public Works.

Subject: Major Activity of Traffic Signal and Street Lighting
Division, Month of November, 1994.
TRAFFIC SIGNALS
1. Atlantic and Imperial, Bullis and Fernwood, and Atlantic
and Fernwood all required attention due to Edison Company
power outages.
2. Traffic signal lamps replaced from lists, and other
inspections= 25.
3. Long Beach and Josephine required field wiring repairs.
4. Alameda and Fernwood truck knockdown Edison power pole.
Temporary control provided during Southern California Edison
work.
5. Atlantic and Carlin, Edison supply transformer burn out,
provide temporary intersection control and assist Southern
California Edison work.
STREET LIGHTING
1. Lighting circuit and control, repairs done for area of
Martin Luther King and Abbott Road.
2. State and Fernwood, replaced one lighting fixture and two
lamps.
3. Long Beach and Magnolia, relamped two street lights and
tested area.
4. Bullis Road, Imperial to Platt tested circuits and replaced
three lamps.

5, Imperial Highway, Alameda to Fernwood repaired restored

residents along streets proposed one -way and /or overnight
parking restrictions are in support of the proposed street
modifications.
4. Prepare and send out Public Works Monthly report and goals.
5. Prepare for and attend Traffic and Parking Commission
meeting for January 26, 1995.
6. Respond to resident complaints, respond to work orders and
urgent calls as they come in.
7. Continue to work with Downey Volunteer Center to take on
volunteers who need to complete Community Service hours;
work with HUB Cities to employ student workers and make
available internship opportunities to anyone wishing to
learn more about and volunteer in the Public Works Dept;
work with the State Department to employ General Relief
workers to work in the_Department of Public works.
