Acknowledgment of Posting Mr. Valtierra acknowledged posting of the Traffic and Parking Commission agenda on October 27, 1994. Rnll call Commissioners Margaret Bright, William Cunningham, Rick Sanchez, Chairman Pacheco, and Rodney White answered roll call. Also, present was Mr. Valtierra, Public Works Administration Division Supervisor. Approval of Minutes Commissioner Cunningham made a motion to accept minutes as written, Chairman Pacheco seconded the motion and the minutes were approved unanimously. Public Oral Communications Mrs. Brijida Zapata resident of 3321 Platt Street addressed the Commission on accidents in her area. She said an accident occurred today. She also said that a car had crashed into her residence on Platt and California. She said the curve there is too steep, that the car was going to fast and ran into her house. She said speed is a problem in the area and that there should be a stop sign. She said she previously sent a letter to Public Works with a petition for a stop sign signed by all the area residents which she submitted a copy at the September 22, 1994 Traffic and Parking Commission meeting. She also stated that cars coming off the freeway off ramp have jumped the ramp and also hit the fence. She asked if the City could do anything about that. The resident was told that her complaint was be reviewed and it appeared on the agenda as item no. 7. Item No. 6. INTERSECTION IMPROVEMENTS MARTIN LUTHER KING JR. BLVD. AND DUNCAN AVENUE The Commission was informed that on October 20, 1999 a crossing guard at the intersection of Martin Luther King Jr. Blvd. and Duncan Avenue had been seriously injured by a motorist. The vehicle approaching the intersection going east on Martin Luther King jr. did not stop at the stop sign, thereby hitting the crossing guard who was in the intersection at the time. Commissioner Rodney White suggested that the accident was not caused because of inadequacy of traffic markings but by negligence of the driver of the vehicle. Commissioner White said he feels there is a very good view of the intersection when you drive down the street. Chairman Pacheco agreed with Commissioner White. Commissioner Bright feels that the crosswalk in the area is very dangerous because of the fact that there has been a few accidents. The street gets very congested and it is a very large space to be covered. Commissioner Cunningham suggested that maybe there should be another crossing guard to assist in the intersection crossing. Edward Pacheco feels that the school district should pay for any costs that are needed to protect the children, in accordance with hiring another crossing guard. The Commission was informed that the Human Resources Department is in charge of hiring of Crossing Guards. Commissioner Sanchez and Bright agreed with Commissioner Cunningham that another crossing guard would alleviate the duties at that location. Sanchez is in agreement with White, the city is not responsible for accident, but we as the City do need to look into the situation. White suggested that we have a Sheriff monitor the area to see if motorist are obeying the stop signs, and also to warn people and give tickets so that they do not roll at the stop. Commissioner Bright made a motion to approve the traffic safety enhancement measures at Martin Luther King Jr. Blvd. and Duncan, adding to it the installation of crosswalk ahead sign, a school children crossing ahead signs an asked staff to look into adding another crossing guard at that location. Commissioner White seconded the motion. The item passed unanimously. Item 7. INTERSECTION IMPROVEMENTS AND PLATT AVE. CALIFORNIA AVE. The Commission was shown maps of the area and saw overheads of the intersection detailing the Stop Sign request and the areas where accidents have occurred. Pacheco stated he felt speed was primarily the problem. He stated that cars make the turn too fast and then, when they try to stop, they cannot and that is probably why the cars have hit the home on Platt and crashed into a fence. Cunningham, in reply to the residents attending the meeting, stated that the street has been in surveyed and the commission would recommend to the City Council that two stop signs be erected on, one on Platt and one on Fernwood Avenue. He also said that the curve on Fernwood will be painted red , so that no cars can park on street to block visibility and cause a blind spot for drivers. Bright asked staff to contact Caltrans in regards to the freeway offramp, and to suggest that Caltrans post slower speed limits for vehicles that are exiting the freeway. Commissioner Bright made a motion to recommend to the City Council the safety enhancement measures at California and Platt and Fernwood and Platt Avenue, with the addition of including adding speed limit signs and contacting Caltrans regarding the off ramp. Commissioner White seconded the motions and all item passed unanimously. Item 8. LYNWOOD FIXED ROUTE TROLLEY ROUTE CHANGES Staff received several request from residents and the City Council to look into changing the Trolley routes to service the northeast area of the city that is not currently being served. The Commission was given a map and were shown an overhead of the proposed route changes. Commissioner Cunningham stated that the route change would be a good idea to service the residents in that area. Commissioner White stated that the changes look good because it covers areas that were not serviced in the past, that it will be very convenient to the neighborhood. 0 Commissioner Bright was happy with the changes as long as the routes are accessible to all the community. The commission was told that the percentage of riders on the Lynwood Trolley has dropped by 15% since the Trolley started charging a 25 cents fare on October 1, 1994. Commissioner Bright made a motion to approve the proposed changes to the Lynwood Trolley to service the northeast area of the City. Commissioner Cunningham seconded the motion and the item passed unanimously. Item 9. METRO GREEN LINE A request was received from the Metropolitan Transportation Authority, to look at proposed changes to the various bus lines due the the opening of the Metro Green Line on July 1, 1995. The MTA wants as much community input as possible. They will take any comments, revise as needed and come back to the various communities in December with any changes before any plans are adopted in January /February of 1995. The following MTA bus lines will be affected in Lynwood, lines 60 , 112 , 119 , 120 , 252. The Commissioners were given three scenarios proposed by the MTA. The first option would not change any routes. The second option would modify some routes and the third option would modify all routes so that all buses will end up at a Metro Green or Blue Line Stations. The Commission was shown maps and overheads of all options, detailing the proposed changes. After reviewing each option, Commissioner White made a motion to recommend to the MTA the implementation of Option three which would change the various Bus lines so that the most number of connections to the Metro Green Line and Blue line is achieved. Pacheco seconded the motion and the item passed unanimously. REVIEW OF UPCOMING ITEMS The Commission reviewed the list of the upcoming items and made recommendations. 0 INFORMATIONAL ITEMS 0 The Public Works monthly report for the month of September, 1994 was attached for the Commission's review. The Commission was given a brief summary of all the Public Works CIP Projects and their status. Commissioner Orals Sanchez - None' Cunningham asked in the last meeting for priority to be given to implement the changes a the intersection of Wright' Road and Fernwood and Josephine and Wright Road. He said al the signs need to be put up as approved so that the t intersection can be safer. He asked that everything be done Y to expedite the process. ITEM NO. 6 t94 -116 ORDINANCE NO. 968 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ADDING SECTIONS 19 -26 AND 19 -27 TO THE LYNWOOD CITY CODE RELATING TO THE ES TABLLSHMENT OF A TRAFFIC AND PARKING COMMIS- SION TILE CITY COUNCIL OF THE CITY OF LYNWOOD HEREBY DOES ORDAI AS FOLLOWS: SECTION 1. Section 19 -26 hereby is added to the Code of the City of Lynwood to read as follows: Sec. 19 -26 Traffic and Parking Commission -- est- ablished; composition. There is established lished here- by an advisory traffic and parking commission con- sisting of five members, to serve without compen- sation. Said commission shall consist of five per- sons appointed by the City Council who shall be residents of the City not holding a position for which compensation is paid by the City. Three of the members of the commission first appointed by the City Council shall serve for terms of four years each, and the remaining two members of the commission first appointed by the City Council shall serve a term of two years. The determination as to which of the members serves an initial term of two years shall be by lots drawn by them. Thereafter, all members shall be appointed for terms of four years; provided, however, the City Council may remove any member from the commission at any time and without cause. The City Council shall fill ary vacancv oc- curring in the Committee by appointment for the re- mainder of the term. SECTION 2. Section 19 -27 hereby is added to the Code of the City of Lynwood to read as follows: Sec. 19 -27. Same -- Duties. (a) With respect to Parking matters, the Commission shall exercise all such powers and duties over vehicle parking dis- tricts in the City as ar. accorded to such commis- sion by the Vehicle Parking District Law of 1941, (b) With respect to traffic matters. the commission shall suggest the most practical means for coordin- ating the activities of all officers and agencies of the City having authority with respect to the admin- istration and /or enforcement cf traffic regulations, stimulate and assist in the preparation and publica- tion of traffic reports; receive complaints having to do with traffic matters; and recommend to the City Council and to the City Engineer and Chief of Police and other City officials wa. a ..nd means of ia,proving traffic conditions and the administration and enforce- ment of traffic regulations. -I- .1 0 STATE OF CALIFORNIA ) SS. Proj., Phase III, No. 5 -5147 Project Description: The work consists of the reconstruction of pavement, construction of landscaped median islands, and installation of new street lighting system and fire hydrants. The proj. limits are on Atlantic Avenue from McMillan Street to Fernwood Avenue. Budget: $ 973,000 Project Status: Median Island curb was constructed, fast lanes were grinned. Part of irrigation system was installed, electrical panels were completed and lighting system was prepared for testing. Power supply was energized by Southern California Edison, street will be overlaid early next month. 2. New Public Works Yard Project Description: Construction of City facilities including completion of Building "A" (Water Division), Building "B" (Office & Warehouse), Building "C" (Lunch Room, Locker Room, Restroom) and construction of a portion of Building "D" (Garage, enclosed storage, City vehicle Parking) at the Public Works Corporate Yard at 11750 Alameda. Budget: $360,000 Project Status: Data collection for design of building "D" is in progress. Design of entrance gate to the yard was started. 1 r. CITY HALL RE -ROOF, Project No. 5 -5148 Proiect Description: The work consist of re- roofing of City construction of A/C pads. Conduit and insulation. Built up roofing and Repair project has been scheduled to Budget: 100% General Fund Project Status Hall, welding Pipe rack, tempered brick wall parapet. be completed October, 1994. Wood and concrete deck were covered by base sheet and three ply with hot mop asphalt, and a final cold flood coat with granule finish was applied. All penetration was flashed. Roof screen legs and Ac stand legs were flashed. Roof will be left for 3 to 4 weeks for curing time of flood coat before any other action will be taken. IMPERIAL IMPROVEMENT PROJECT PROJECT DESCRIPTION Improve Imperial Highway between Atlantic and Duncan Avenue to accommodate a third traffic lane, install a new City - owned street lighting system, relocate a County catch basin, upgrade a traffic signal pole, install illuminated street name signs (ISNS), install a new fire hydrant with a break off check - valve, install new P.C.C. pavement curb and gutter drive approaches, sidewalk, etc. PROJECT STATUS Contractor has completed punch list. Project accepted by Council as completed. 5. IMPERIAL HIGHWAY MEDIAN ISLAND PROJECT DESCRIPTION The Median Island is being modified, east of the City entry marker, starting from Duncan Avenue to the east City limit. The plans call for improving the esthetic appearance of Imperial Highway at the entrance of the City of Lynwood. Queen and Mexican Fan Palm trees will be planted. Ground covering will be planted and cobblestone paving and a wrought iron fence will also be installed. Budget: $ 67,000.00 t 0 7. PROJECT STATUS Contacting Caltrans to receive the necessary materials to relinquish the maintenance of Imperial Highway to the City. We will be going to Council first meeting in December, to authorize relinquishment of Imperial Highway, hold State harmless and execute agreement to maintain Median Island. Installed street light bases and street light poles, also irrigation system. We will complete street lighting system installation and landscaping for section of Median Island between I -710 Freeway to Duncan Avenue. BUS SHELTERS PROJECT DESCRIPTION The work consists of installation of bus shelters, benches and liter receptacles and brick pavers. Two trees to each shelter at various locations through the City. A total of 50 shelters will be installed. Work is being done by City crews hired as part of the Youth Training Program. Budget: $ 418,745.00 PROJECT STATUS Twenty five (25) sidewalk locations have been broken, and brick laid. Installing electrical connections for bus shelter lights. Pouring of concrete and trees are in the process of being planted. Fabrication of Bus Shelters in process, all materials being purchased. LONG BEACH BOULEVARD AND IMPERIAL HIGHWAY The work consists of removal of a portion of the nose of the median island and reconstruct pavement. Install and restripe to accommodate three lanes of traffic on North and South direction from Los Flores to I -105 freeway. Budget: $ 19,000 PROJECT STATUS Reconstruction of median island was completed in August, contractor has re- striped third through lane, project is complete. 9 • • 8. ALAMEDA STREET LIGHTING PROJECT PROJECT DESCRIPTION Project consists of installing seventy one (71) marbelite poles, in area 1 located at 108th, 109th,110th, 111th, 112th, Norton, Grant, Lorraine from Martin Luther King to Santa Fe to Alameda. Area 2, consists of 25 marbelite poles to be installed on Carlin Avenue and Gibson Avenue Budget: $282,003,00 PROJECT STATUS Project completed, street lights working. 9. EUCLID AVENUE RECONSTRUCTION PROJECT DESCRIPTION The work consists of reconstruction of Euclid Avenue from Long Beach Boulevard and Alpine, Oak Avenue to Orchard. Budget: $ 19,600.00 PROJECT STATUS Eighty per cent (808) of the designing work has been completed. 10. STREET LIGHTING PROJECT VARIOUS LOCATIONS No. 5 -5157 PROJECT DESCRIPTION Project consist of installing marbelite poles on Standard Avenue, Hulme Avenue, Cornish Avenue, Colyer Avenue, Sampson Avenue and Pendelton Avenue. Budget: $ 448,353.00 PROJECT STATUS Foundations have been poured by City of Lynwood Youth Workers on Standard, Hulme, Cornish and Colyer Avenues. Underground conduits on Standard and Hulme have been installed. 4 1 � 11. CITY HALL NEW WING (OLD SHERIFF STATION REMODELING) PROJECT DESCRIPTION Old Sheriff's Station building will be remodeled as a new wing to the City Hall, to be used by Public Works and Community Development Departments in the future. The work consists of architectural, mechanical, electrical, and structural design followed by related construction work. Budget: PROJECT STATUS An on -site office was established in the building as a center of all design and construction activities. Primary scheduling, primary drawing, asbestos testing. Some removal of unwanted items were performed. Building was cleaned and county was contacted for removal of tailors, gas tanks and antennas and towers. Submitted October, 1994 Complaint Summary. A total of twenty seven (27) complaints were received for the Department of Public Works. All complaints were addressed and routed to the proper divisions for resolving. B. Continued to work with HUB Cities, the County of Los Angeles, and Downey Volunteer Center to provide work experience to five HUB Cities student worker and several General Relief Workers. C. Prepared agenda /items for, and attended, Traffic and Parking Commission meeting to be held on October 27, 1994. D. Work with the Engineering Division to continue the Youth Training Program that consists of the hiring of 25 local youth hired to work on Bus Shelters and Imperial Highway Median Island Project. E. Prepared and sent out Public Works Monthly Report for September, 1994. F. Assisted in preparation of various City Council Items. General Office tasks: The Public Works Administration Division is responsible for providing general support to all other Public Works Divisions. This includes complaint processing, time - sheets, mailing of parcel and utility maps; typing of Council Items and Resolutions, memos, filing and handling over the counter information.
