Lynwood Fixed Route Trolley Route Changes 4 REVIEW OF UPCOMING ITEM INFORMATIONAL ITEMS COMMISSION ORAL COMMUNICATIONS ADJOURNMENT r T94 -10A A REGULAR MEETING OF THE TRAFFIC AND PARKING COMMISSION OF THE CITY OF LYNWOOD Minutes of the September 22, 1994 Meeting Call to Order Chairman Pacheco called the meeting to order at 6:10 p.m. Pledge of Allegiance Commissioner Bright led the commission in the pledge. Acknowledgment of Posting Mr: Christian Valtierra acknowledged posting of the Traffic and Parking Commission agenda on September 22, 1994. Roll Call Commissioners Margaret Bright, William Cunningham, Rick Sanchez and Chairman Pacheco answered roll call. Commissioner Rodney White was not present and excused. Deputy Reynolds of the Lynwood Sheriff Station was in attendance. Also, present was Mr. Christian Valtierra, Public Works Division Supervisor. Approval of Minutes Commissioner Bright made a Motion to accept minutes as written. Chairman Pacheco seconded the motion and the minutes were approved unanimously. Public Oral Communications Mrs. Joyce Dorcy, resident of 3300 East Louise Street, said she is in favor of the one way streets going into affect. She feels there is an excessive amount of traffic and she believes her street is too narrow. Mrs. Dorcy brought with her fifty signed survey requests supporting her statements. Mr. Roberto Venado, resident of 3307 Louise Street, said he too is in accordance with Mrs. Dorcy statements that Louise Street should become a one -way street. He mentioned that there is a blind spot for drivers making a left turn from Louise Street onto Long Beach Blvd. Miguel Bolio, resident of3323 Louise Street, spoke against Louise becoming a one -way street. He feels the street is too narrow and inadequate for traffic to flow in one direction. He also stated that the street is accessible to too many students crossing through Louise to Josephine as a " shortcut ". He also commented that it would not be a good idea because the street is too narrow 1 and the traffic would be increased if turned into a one -way street. He suggested that maybe if the traffic signals were synchronized on Long Beach Blvd. and Louise, that it would help to reduce the traffic and speed. He went on to comment that if any street should be a changed into one way, it should be Josephine street because Josephine is much wider and there would be more room to travel in one direction plus parking. Allan Ballard, resident of 3287 Louise Street complained that he has problems with neighborhood kids hanging around his surrounding property smoking and in acting in an unruly manner. Deputy Bryant interjected and stated he would take care of this matter personally. He would patrol his area and give the minors a warning and see if the problem will cease. Mr Allan Ballard explained in order for him to get rid of the kids he has to turn on his sprinklers. Brijida Zapata another Lynwood resident resides at 3321 Platt Street and thanked Deputy Bryant. Mrs. Zapata came up and explained that her problem is on California and Platt. She said speed is the primary problem. On August 17, 1994 an accident occurred at the corner of Platt and California. A car drove straight through the residents house tearing down the iron gate and the front wall nearly injuring an infant in the front room. In conclusion she said there is a need for a speed limit sign or a flashing light on the corner to prepare drivers to see what is up ahead because they are going to fast and cannot make the turn. Commissioner Cunningham replied to their complaint and responded that there will be careful consideration of their needs . We will not know until a direct traffic survey of the area is done but that the intersection of Platt and California would be brought to the commission at its next meeting. As for the residents requesting a one -way street, he responded by saying that a thorough study still needs to be conducted and all residents on proposed streets would be notified to make sure everyone is heard. He said that it is not until this is done would any street be changed into one -way. SCHEDULED MATTERS Item 6. THREE WAY STOP SIGN REQUEST JOSEPHINE STREET AND WRIGHT ROAD The Commission was given an overview of the results to the survey that included, overhead, accident history, traffic counts, advantages and disadvantages. PA The Public Works Dept. received a request to look at the intersection. The engineering study was done and it was noted that Wright Road is an industrial street, and Josephine is a residential street. This is the same type of intersection request that was previously reviewed for Wright Road and Fernwood, but in this instance there is no need for a stop sign for Wright Road. Concerns were brought up by Commissioner Cunningham regarding Wright road, there is a need for a speed limit sign. It was noted that a stop sign is not warranted for north /south bound traffic because there is a stop sign for west bond traffic at that intersection. It was noted that out of a possible 50 points only 28 points were needed to warrant a stop sign for Wright Road. The intersection accumulated 0 points. There is a need for a T (intersection) sign directly crossing Josephine into Wright road. There is also a need for a speed limit sign traveling north bound on Wright road. Commissioner Cunningham definitely agrees with the need to have a stop sign on Josephine. Without it there would probably be many accidents. Sheriff Bryant commented that visibility is okay and that the suggestions in the staff report were fine. There being no further discussion, it was moved by Commissioner Rick Sanchez to accept the recommendations as noted. It was seconded by Commissioner Margaret Bright and was approved 4 -0. CIP Overview The Commission was given an overview of the current CIP projects and their status. They were: Atlantic Avenue Reconstruction Project, Phase III City Hall Re- roofing Project completion within 2 weeks. Well Site Investigation study Long Beach Boulevard and Imperial Highway Bus Shelter Project Imperial Highway Median Island Imperial Improvement Project Informational Item The Public Works monthly report for the month of August, 1994 was attached for the commissions review. �' r° • • Review of upcoming items The Commission reviewed the list of items to be reviewed in next meeting Traffic and Parking Commission meeting. Commission Orals Commissioner Bright - none Commissioner Sanchez - wanted to know if there were going to be red curbs painted on Imperial and Atlantic Avenue. Commissioner Cunningham - requested that all recommendations previously approved be implemented in a timely fashion, and wants to see the signs taken down and the new signs put up on Wright Road and Josephine and Wright Road and Fernwood as soon as possible. Chairman Pacheco - asked to check the Commission By -Laws, he is sure elections for officers should take place in October, 1994. With no further business, Commissioner Pacheco made a motion to adjourn the September 22, meeting of the Traffic and Parking Commission. The motion was seconded by Bright and passed unanimously. Murga, Director of Public Works Christian Valtierra, Public Works Div Supervisor SUBJECT: INTERSECTION IMPROVEMENTS - MARTIN LUTHER KING JR. BLVD AND DUNCAN AVENUE PURPOSE: To recommend that the Traffic and Parking Commission review and support staff's proposed traffic safety enhancement measures at Martin Luther King Jr. Blvd and Duncan Avenue. BACKGROUND: On October 20, 1994, a traffic accident occurred at the intersection of Martin Luther King Jr. Blvd and Duncan Avenue in which a city crossing guard was severely injured by a motorist. Martin Luther King Jr. Blvd and Duncan Avenue is a four (4) way stop controlled intersection. In addition to the STOP signs, there are red flashing beacons at each of the approaches to the intersection. Although these flashing red beacons were installed many years ago, the installation of flashing red beacons is not seen as an appropriate traffic control device in current traffic engineering polices or practices. Staff conducted a field investigation of the intersection to look for ways of improving traffic safety /visibility at the intersection. ANALYSIS According to the Sheriff's Accident Report, the traffic accident was caused by obstruction to the driver's visibility caused by moisture on the windshield. During the field investigation, staff observed that a large portion of vehicle's do not come to a full stop on Martin Luther King Jr. Blvd and "roll" through the intersection. This is caused by drivers who see the signs on Martin Luther King Jr. Blvd. as useless or a nuisance due to the fact that they rarely see cross traffic from Duncan Avenue. Most drivers have a tendency to adjust their driving to fit the situation and in this case, have got into the habit of "rolling" through the stop signs or not even seeing them because they see no obvious need. ITEM NO 0 11 Staff is of the opinion that the four (4) way STOP operation should be replaced with an actuated traffic signal. However, in view of lack of funds to install a traffic signal, staff recommends that the following measures be implemented to improve traffic visibility and safety in the area: 1. Repaint faded STOP legends and crosswalks at all legs of the intersection. 2. Install STOP ahead warning signs for east /west bound traffic on Martin Luther King Jr. Blvd. 3. Replace faded substandard 24" x 24" STOP signs with new 30 "x30" STOP signs at Duncan Avenue approaches to the intersection. 4. Raise /repaint /clean all flashing red beacons. 5. Clean and /or replace all faded /graffitied regulatory signs. 6. Paint red curbs on approaches to the intersection to improve visibility. 7. For the Sheriff's Department to conduct selective enforcement for vehicles not obeying the STOP signs for all traffic approaching the intersection and to report back to the Traffic and Parking Commission on the effect of this effort in six (6) months. 8. That staff review the impact of the proposed measures have on the intersection and report back to the Traffic and Parking Commission in six (6) months. RECOMMENDATION: It is recommended that the Traffic and Parking Commission review and support staff's proposed traffic safety enhancement measures at Martin Luther King Jr. Blvd and Duncan Avenue. BACKGROUND: At the September 22, 1994 Traffic and Parking Commission meeting, several residents requested that the commission study the intersection of California Avenue and Platt Avenue due to accidents that have occurred in the area and also requested that measures be taken to improve the intersection. Previously, staff had implemented improvements at the intersection of California Avenue and Platt Avenue as approved by the Traffic and Parking Commission three years ago that included improving signage and stripping of the area. ANALYSIS Staff has studied the intersection and even though the intersection does not meet the minimum warrants required for a STOP sign, STOP signs can be installed due to the unusual conditions of the intersection such as the curvature of the road. Staff recommends that the following measures be implemented to improve traffic safety in the area (see attached sketch): 1. Install a 30 "x30" STOP sign for California Avenue southbound at Platt Avenue. 2. Install a 30 "x30" STOP sign for Fernwood Avenue northwest bound at Platt Avenue. 3. Clean and /or replace all faded /graffitied regulatory signs. 4. Paint red curbs in the area to improve intersection visibility. ITEM NO. 7 0 0 5. BACKGROUND: Staff received a request by the City Council to modify the Lynwood Fixed Route Trolley system to service the northwest area of the City that is not currently serviced by the Lynwood Trolleys. The City currently has three (3) trolley routes serviced by four (4) trolleys (see attached map for specific route information). Route A and B is one route in the form of a figure eight (8) and has two trolleys servicing this route. Route C is in the form of a circle and has one trolley servicing this route. Route D is a direct feeder service from the Lynwood Rosa Parks Transit Center to the Willow Brook Metro Blueline Station. Route D is scheduled to end on June 30, 1995 when the Metro Greenline Station opens on Long Beach Blvd at the I -105 Fwy. ANALYSIS Staff has analyzed the routes and have concluded that the best way to service the northwest area of the city would be by making modifications to Route C (see attached maps for detail). We have contacted Commuter Bus Lines and they have no objection to the proposed route changes. This item will be presented to the City Council at their next regular meeting of November 1, 1994. RECOMMENDATION: It is recommended that the Traffic and Parking Commission review and support the proposed Lynwood's Fixed Trolley route modifications. The Long Beach Station in Lynwood is located at Long Beach Blvd and the I -105 Fwy. The scheduled start date for the Green Line is July 1, 1995. ANALYSIS The MTA has developed three option plans on how buses can connect with the rail stations. In the City of Lynwood, MTA Bus lines numbers 60, 112, 119, 120 and 252 will be affected. Option 1 (Status Quo) contains no changes to the existing routes. Option 2 (Intermediate Access) would mean the restructuring, revising and the addition of four (4) new feeder routes. Option 3 (Full Access) would require the restructuring and revising of routes and the addition of twelve (12) new feeder routes (see plan for specific route modifications). The preferred option by MTA is Option 3. This option allows the greatest number of connections with the Green Line stations. In E1 Segundo the Green Line turns south, running on its own elevated guideway. This new rail line will allow passengers to travel the 20 -mile route in 35 minutes. Bus and shuttle service will bring riders to and from the 14 stations on the rail line and their communities, cultural centers, places of employment and shopping centers. The Metropolitan Transportation Authority (MTA) has drafted a - plan on how buses could connect with the rail stations. This is a summary of that draft plan. After we receive final input from other bus and shuttle operators, we will incorporate their service in the plan as well. COMMUNITY REVIEW OF PLAN The draft plan is now being reviewed by elected officials, cities and the county, local bus and shuttle operators, businesses, community groups and the public. We ask for your comments on it no later than October 31, 1994. The plan will then be revised based on input we receive. Following that, a formal public hearing will be held in December or January, at which time you can comment again. Then the MTA Board will act to adopt a plan, so the bus service changes can be made in time for the rail line opening. It is important for you to review the plan because it impacts existing bus routes that run north /south and cross the Green Line (I -105 Freeway), as well as bus routes that run east /west and parallel the Green Line. Even if you do not use the Green Line, your bus service may be impacted. You can make your comments on the draft plan at community meetings in October or by writing to Michael Sieckert, Project Manager for Green Line Bus /Rail Interface. His address is LACMTA, 425 S. Main Street, Los Angeles, CA 90013. KEY ELEMENTS OF DRAFT PLAN A four -step approach was used to develop the plan. Step one focused on bringing as many north -south bus lines as possible into rail stations to promote access. Similarly, step two focused on rerouting as many east -west bus lines as possible to rail stations. Step three identified ways that local or municipal operators could participate in bringing bus service to the rail line. Step four identified new bus services to "feed" the rail line at key points along its route. THREE BUS /RAIL INTERFACE OPTIONS The plan presents three options or levels of bus service to the Green Line: • Status Ouo Only existing bus routes which already pass by rail stations would connect with the Green Line. Twenty - three of the 49 existing MTA bus routes operating near the Green Line would serve the rail line. This option is not recommended because it would not provide enough access to the Green Line. It is presented for comparison purposes. Intermediate Access Under this option, up to 49 bus lines would connect with Green Line stations. This includes 45 existing routes, some of which would'be "restructured" or revised, and four new "feeder" routes. Three of the feeder routes would go into the Aviation Station on the western end of the Green Line. They would serve the Los Angeles International Airport (LAX), the E1 Segundo employment area, and the regional bus center /Westchester /western LAX employment area. One feeder route would connect the Green Line's 605 Freeway Station in Norwalk to the Brea Mall along Imperial Highway. This option is proposed as an intermediate step if funding is not available to add all the desired bus service discussed below. Full Access With this option, up to 58 bus routes would connect with the Green Line stations. It includes the Intermediate Access service described above, plus one additional existing route is restructured and eight more "feeder" routes are proposed to be operated. Five of the new feeder routes would provide express service to the 605 Freeway (Norwalk) Station from outlying communities in Orange County, the Pomona Valley and the San Gabriel Valley. The remaining three new feeder routes provide local shuttle service to and from the Green Line's Harbor Freeway, Crenshaw Blvd., and Lakewood Blvd. stations. The Intermediate Access Scenario is estimated to increase MTA operating costs by about $2.5 million annually. This cost includes a $250,000 increase to modify the existing system and an estimated cost of $2.3 million to operate the four new feeder routes. The Full Access Scenario is estimated to cost $5.0 million annually. Of this total, $4.7 million is attributed to the operation of the °new feeder routes. Public Relations ■ Marketing June 1995 Implementation of Bus /Rail Plan 0 PRELIMINARY BUS /RAIL INTERFACE CONCEPT FOR METRO GREEN LINE SUMMARY INTRODUCTION In July -1995, the Metro Green Rail Line will begin revenue operation in the median of the I -105 Freeway, running from Norwalk to El Segundo. In E1 Segundo the Green Line turns south, running on its own elevated guideway. This new rail line will allow passengers to travel the 20 -mile route in 35 minutes. Bus and shuttle service will bring riders to and from the 14 stations on the rail line and their communities, cultural centers, places of employment and shopping centers. The Metropolitan Transportation Authority (MTA) has drafted a plan on how buses could connect with the rail stations. This is a summary of that draft plan. After we receive final input from other bus and shuttle operators, we will incorporate their service in the plan as well. COMMUNITY REVIEW OF PLAN The draft plan is now being reviewed by elected officials, cities and the county, local -bus and shuttle operators, businesses, community groups and the public. We ask for your comments on it no later than October 31, 1994. The plan will then be revised based on input we receive. Following that, a formal public hearing will be held in December or January, at which time you can comment again. Then the MTA Board will act to adopt a plan, so the bus service changes can be made in time for the rail line opening. It is important for you to review the plan because it impacts existing bus routes that run north /south and cross the Green Line (I -105 Freeway), as well as bus routes that run east /west and parallel the Green Line. Even if you do not use the Green Line, your bus service may be impacted. You can make your comments on the draft plan at community meetings in October or by writing to Michael Sieckert, Project Manager for Green Line Bus /Rail Interface. His address is LACMTA, 425 S. Main Street, Los Angeles, CA 90013. KEY ELEMENTS OF DRAFT PLAN A four -step approach was used to develop the plan. Step one focused on bringing as many north -south bus lines as possible into rail stations to promote access. Similarly, step two focused on rerouting as many east -west bus lines as possible to rail stations. Step three identified ways that local or - municipal operators could participate in bringing bus service to the rail line. Step four identified new bus services to "feed" the rail line at key points along its route. THREE BUS /RAIL INTERFACE OPTIONS The plan presents three options or levels of bus service to the Green Line: Status Ouo Only existing bus routes which already pass by rail stations would connect with the Green Line. Twenty - three of the 49 existing MTA bus routes operating near the Green Line would serve the rail line. This option is not recommended because it would not provide enough access to the Green Line. It is presented for comparison purposes. Intermediate Access Under this option, up to 49 bus lines would connect with Green Line stations. This includes 45 existing routes, some of which would be "restructured" or revised, and four new "feeder" routes. Three of the feeder routes would go into the Aviation Station on the western end of the Green Line. They would serve the Los Angeles International Airport (LAX), the E1 Segundo employment area, and the regional bus center /Westchester /western LAX employment area. One feeder route would connect the Green Line's 605 Freeway" Station in Norwalk to the Brea Mall along Imperial Highway. This option is proposed - funding is not available service discussed below. as an intermediate step if to add all the desired bus Full Access With this option, up to 58 bus routes would connect with the Green Line stations. It includes the Intermediate Access service described above, plus one additional existing route is restructured and eight more" "feeder" routes are proposed to be operated. Five of the new feeder route's would provide express service to the 605 Freeway (Norwalk) Station•from outlying communities in Orange County, the Pomona Valley and the San Gabriel Valley. The remaining three new feeder routes provide local shuttle service to and from the Green Line's Harbor Freeway, Crenshaw Blvd., and Lakewood Blvd. stations. This alternative involves mostly minor adjustments to 46 exid bus services. It also calls for the operation of up to 12''new feeder bus lines. This plan contains all of the modifications called for in Scenario 2. The specific proposals for the Full Access Plan follows: Extended Routes The seven bus lines listed in Table 1 are proposed to be extended in order to better serve the Green Line. Each line is proposed to operate its regular route as it does today, but at some point it will be diverted to a rail station. This diversion constitutes the route extension, which is proposed to become part of the regular route. In conjunction with these route extensions, all will undergo bus stop adjustments at the rail stations. ,Schedule adjustments are also proposed -for some services. Appendix A illustrates the current and proposed route changes, for these lines. Restructured Routes The bus lines identified in Table 2 are proposed to be restructured. The realignment of these services would result in a portion of the current route being abandoned in favor of anew route to serve the 'rail station. Some abandoned segments are proposed to be replaced by other operators. v A total of 22 lines are proposed to be restructured. Eighteen of these lines are north -south services. The remaining four are east -west lines. Appendix A shows the current and proposed routings for these lines. c , Existing Routes The bus lines shown in Table 3 currently operate by or near the Green Line Stations. These particular services are proposed to retain their present routings since they operate sufficiently close and provide immediate access to the rail line. _,The service modifications proposed for these services involve mostly bus stop adjustments at the rail stations as well as some minor headway adjustments to better serve the affected stations. Schedule adjustments, for example, will be implemented to some services to promote better access to the Green Line and connecting bus lines. Appendix A illustrates the current routings for these lines. Also shown, in this section is the Metro Blue Line which will connect with the Green Line at Imperial Station. Peak hour headway adjustments are being considered for this service. New Feeder Routes Table 4 identifies the 12 new feeder routes that are recommended to be included in the Master Plan. The operation of these feeders is subject to the availability of adequate'funding. New feeder lines S2, S7, S8, and S9 are proposed to be operated as part of Scenario 2- Intermediate Access Option. They are proposed to provide shuttle service from Aviation Station and Norwalk Station. The Aviation Station shuttles (S7, S8, S9) are proposed to operate about every 12 minutes. The Norwalk Station shuttle is proposed to operate about every 45 minutes. The remaining eight feeder routes are proposed to be operated under the Full Access Option - Scenario 3. Their implementation and operation would complete the master interface plan. Five feeders are proposed to operate about every 20 minutes during the weekday, rush hours. These are express lines that would link Norwalk Station with outlying communities to 'the east. = The remaining three feeders are local shuttles proposed to link Crenshaw Station, Harbor Station and Lakewood Station -with the surrounding community adjacent to those stations., Appendix B illustrates the proposed routings for the 12 feeder services. Proj., Phase III, No. 5 -5147 Project Description: The work consists of the reconstruction of pavement, construction of landscaped median islands, and installation of new street lighting system and fire hydrants. The proj. limits are on Atlantic Avenue from McMillan Street to Fernwood Avenue. Budget: $ 973,000 Project Status: Pavement for slow lanes was removed and replaced by new full depth asphalt concrete. Six (6) street light poles specifically designed for big banners were installed. Construction on median islands was started. Side street pavement was removed and replaced by new asphalt. 2. New Public Works Yard Project Description: Construction of City facilities including completion of Building "A" (Water Division), Building "B" (Office & Warehouse), Building "C" (Lunch Room, Locker Room, Restroom) and construction of a portion of Building "D" (Garage, enclosed storage, City Vehicle Parking) at the Public Works Corporate Yard at 11750 Alameda. IMPERIAL IMPROVEMENT PROJECT PROJECT DESCRIPTION Improve Imperial Highway between Atlantic and Duncan Avenue to accommodate a third traffic lane, install a new City - owned street lighting system, relocate a County catch basin, upgrade a traffic signal pole, install illuminated street name signs (ISNS), install a new fire hydrant with a break off check - valve, install new P.C.C. pavement curb and gutter drive approaches, sidewalk, etc. PROJECT STATUS Contractor has completed punch list. Council as completed. Project accepted by IMPERIAL HIGHWAY MEDIAN ISLAND PROJECT DESCRIPTION The Median Island is being modified, east of the City entry marker, starting from Duncan Avenue to the east City limit. The plans call for improving the esthetic appearance of Imperial Highway at the entrance of the City of Lynwood. Queen and Mexican Fan Palm trees will be planted. Ground covering will be planted and cobblestone paving and a wrought iron fence will also be installed. Budget: $ 67,000.00 2 6 7 PROJECT STATUS Received conditional encroachment permit approval from Caltrans to proceed with the two following conditions: 1. Prepare and hold State harmless.. 2. State relinquishes section of street between Duncan and East City limits, excluding bridge over 710 freeway of any maintenance, etc. BUS SHELTERS PROJECT DESCRIPTION The work consists of installation of bus shelters, benches and liter receptacles and brick pavers. Two trees to each shelter at various locations through the City. A total of 50 shelters will be installed. work is being done by City crews hired as part of the Youth Training Program. Budget: $ 415,745.00 PROJECT STATUS Twenty five (25) sidewalk locations have been broken, and brick laid. Installing electrical connections for bus shelter lights. Pouring of concrete and trees are in the process of being planted.
