OF THE CITY OF LYNWOOD
Minutes of the July 28, 1994 Meeting
CALL TO ORDER
Chairman Pacheco called the meeting to order at 6:00 p.m.
PLEDGE OF ALLEGIANCE
Commissioner Cunningham led the Commission in the pledge.
ACKNOWLEDGMENT OF POSTING
Mr. Valtierra, acknowledged posting of the Traffic and Parking
Commission agenda on July 25, 1994.
ROLL CALL
Commissioners Margaret Bright, William Cunningham, Rodney White
and Chairman Pacheco answered roll call. Commissioner Rick
Sanchez was excused from the meeting. Also, present was
Christian Valtierra, Public Works Division Supervisor.
APPROVAL OF MINUTES
Commissioner Cunningham made a change to the minutes, under
Scheduled Matters, Item 9, from "...Cunningham suggests also that
both sides of the street by marked..." to "...Cunningham suggests
that the east side of the street be marked..."
Cunningham made a motion to accept the minutes as corrected and
was seconded by Commissioner Bright. The minutes were approved
as corrected unanimously.

SCHEDULED MATTERS
Item 6. ONE WAY STREET /OVERNIGHT PARKING SURVEY RESULTS AND
PROGRESS REPORT
The Commission was given an overview of the results to the survey
that included, flow charts, overheads, list of streets proposed
for one way streets /overnight parking and advantages and
disadvantages.

Commissioner Cunningham gave the other Commissioners some
background information as to why the Commission was reviewing the
possibility of introducing one way streets /overnight parking
restrictions in the City of Lynwood.
Commissioner Cunningham said he would like staff to proceed with
changing Burton Avenue and Cedar Avenue into a one way streets.
Commissioner Pacheco asked how many streets were being proposed
for one way streets and was informed that there were only eight
(8) streets being proposed. Pacheco was concerned about the
streets adjacent to the proposed one way streets and was informed
that the residents of the affected streets would be polled to get
their input before anything was done.
Commissioner Bright added that the Commission was not going to
choose what streets to do first but rather that'a more intense
survey would be done to determine which street could be converted
to one way streets.
Commissioner White questioned how, if a street like Tenaya only
received six (6) votes for and four (4) against converting to a
one way street, why was it put on the list? Commissioner
Cunningham explained that the list was made up from those that
replied and that a second, thorough survey of all the residents
on the affected streets would be done before any action would be
taken.
Commissioner White suggested that everyone be told the advantages
and disadvantages of one way streets to make sure that the
residents understand- how changing the streets into one way
streets will or will not benefit them.
Commissioner Cunningham commented that congestion on some streets
is occurring primarily during the evening, and suggested the
possibility of making some streets one way only during peak
evening times (4 -6 pm).
Regarding overnight parking, the commission agreed that problems
do exist in some parts of Lynwood due to the fact that some
families have more that two cars and due to some single family
residences having more than one family living there.
Commissioner Cunningham answered Commissioner Brights question,
and stated that a more intense survey of the proposed streets
would be done similar to the one that would be done for the one
way street survey before any overnight parking restrictions would
be implemented.
There being no further discussion on the item, the Commission
moved to Item. No 7.
Item 7. REVIEWING AND SETTING OF FINES FOR THE REVISED
OVERWEIGHT /OVERSIZE VEHICLE ORDINANCE ADOPTED
ON JULY 5, 1994.
The Commission was given a copy of the newly adopted
Overweight /Oversize vehicle ordinance.
Commissioner White asked whether or not recreation vehicles were
excluded from the provision and it was noted that the City
Council reviewed the Commission's recommendation and made a
change to include all vehicles (including recreational vehicles)
over six feet in height.
Commissioner Pacheco asked if any other agency has a similar
charge for overweight /oversize ordinance and was informed that
the County has a similar ordinance and the current fine for a
violation is $40.00.
Margaret Bright was told she was correct in saying that the fine
being requested was being increased from $25.00 to $40.00.
It was suggested that Lynwood charge more than $40.00, perhaps
$45.00 or $50.00. Chairman Pacheco moved to recommend a fine of
$45.00 and was seconded by Commissioner Bright. It was moved,
seconded and approved unanimously to recommend a fine of $45.00.
REVIEW OF UP COMING ITEMS AND INFORMATIONAL ITEMS
The Commission was told of upcoming items:
1. Review Traffic Safety Evaluation, Enforcement
and Engineering analysis by Institute of Transportation
Studies.
2. Review and ranking of signalized intersections by number of
accidents.
3. Proposed Alley vacations.
4. Review of pedestrian /traffic safety on Long Beach from MLK
to Tweedy Blvd.
5. Review of Traffic safety on Long Beach Blvd and Los Flores.
6. Review protected left turn phasing at traffic signals
citywide.
INFORMATIONAL ITEMS
The Commission was given a brief report on the status of the
Public Works Department Capital Improvement Projects.
The Department of Public Works monthly report for June, 1994 was
attached for the Commission's review.
COMMISSIONER ORALS
Commissioner White - He said he would like staff to look into the
possibility of putting up signs on Wright Road as you approach
Pelleur (Abbott School). He said that there is a crosswalk for
school children but there are no stop or school crossing signs.
He said the same situation exist on Beechwood at Pine (Washington
School). Commissioner White also had a questions as to how the
new Overweight /Oversize Ordinance was going to be enforced
(weekends, nights)? He added that if a new ordinance is not
going to be enforced, what good is it. Reminded and invited the
Commission to attend the Carlin Avenue Block Watch street 'party
on Saturday, June 25, 1994.
Commissioner Cunningham asked that staff look at the intersection
of Fernwood and Wright road and report back to the Commission due
to the opening of the freeway underpass. Would like to see some
kind of signage indicating that there is a "T" intersection
coming up or some sort of warning /cautious signs. He also said
that there is a nurses training center across from Alpha Beta.
He said that around 9 -10 a.m. every morning, the student nurses
meet at the parking lot and they cross the street and block
traffic by crossing single file, about 9 or 10 at a time and
block traffic (they jaywalk). He said they do it every morning
and perhaps Sgt. Silva can be contacted to meet with the group
and talk to them to see if something can be worked out.
Commissioner Bright asked if anything could be done about the
small block wall that runs behind McMillian. She noted that a
sound wall needs to be put in because the wall that is there now
is not shielding any noise coming from the fwy. Asked if
Caltrans could be notified to see what measure, if any, could be
taken to alleviate the problem.
There being no further business, Chairman Pacheco made a motion
to adjourn the meeting, Commissioner White seconded the motion
and the meeting was adjourned for July 25, 1994 at 7:20 p.m.

PURPOSE:
To recommend that the Traffic and Parking Commission review the
traffic data pertaining to the intersection of Fernwood Avenue

Wright Road 30 mph
The warrants for three -way stop controlled intersections are
based on a point system. Points are assigned based on several
criteria: accidents, volume of traffic, visibility and unusual
conditions. A minimum of 28 points out of 50 possible are needed
for an avenue and Wright Road accumulates five (5) points.
Staff recommends that the following items be implemented to
improve the intersection:
1. For the Sheriff's Department to conduct selective
enforcement as it relates to speeding vehicles on
this section of Wright Road and report back to the Traffic
and Parking Commission on the effect of this effort.
2. Have the weeds growing on the Caltrans right -of -way near the
sw corner removed to improve visibility entering the
intersection.
3. Have Caltrans remove the left arrow Detour sign on east
bound Fernwood Avenue as you approach Wright Road.
4. Place "T" intersection up ahead sign on north and south
Bound Wright Road.
5. Place warning sign "Watch for Cross Traffic Ahead" on north
and south bound Wright Road.
6. Install double arrow sign indicating cross traffic for east
bound Fernwood Avenue traffic.
RECOMMENDATION:
To recommend that the Traffic and Parking Commission review the
traffic data pertaining to the intersection of Wright Road and
Fernwood Avenue and make recommendations.

TRAFFIC SIGNALS
1. Long Beach and Martin Luther King Jr. Boulevard - field
wiring repairs needed and done.
2. Edison Company brief power failures, interrupted operations
at Long Beach and Josephine, Imperial and Martin Luther King
Jr. Blvd. and at Imperial and Los Flores.
3. Traffic signal lamps out, repaired. replaced from lists and
from other inspections = 21 Total.
4. School crossing - "Flashing Beacons ", Imperial and Ruth,
required field wire repairs.
5. Imperial and Cornish vehicle accident, knocked down and
damaged city equipment. Items replaced and re -wired
included:
a. Mast arm traffic Signal pole the main traffic controller
cabinet (unit 170) and the local electric service
cabinet. Major accident damages.
6. 3280 Tanaya, street light out. Repairs done.
7. Area residential lighting area of Harris and shirley out.
Required extensive repairs to underground power systems to
restore lighting.

2. Meet with Public Works Division heads to review expenditure
plan for FY 94 -95.
3. Coordinate the planting of 400 seedlings from a grant from
the National Tree Trust.
4. Prepare and send out Public Works Monthly report and goals.
5. Prepare for and attend Traffic and Parking Commission
meeting for August 25, 1994.
6. Respond to resident complaints, respond to work orders and
urgent calls as they come in.
7. Continue to work with Downey Volunteer Center to take on
volunteers who need to complete Community Service hours;
work with HUB Cities to employ student workers and make
available internship opportunities to anyone wishing to
learn more about and volunteer in the Public Works Dept;
work with the State Department to employ General Relief
workers to work in the Department of Public Works.

CAPITAL IMPROVEMENT PROJECT
JuLY, 1994
1. Atlantic Avenue Rec. Proj., Phase III, No. 5 -5147
Project Description:
The work consists of the reconstruction of pavement,
construction of landscaped median islands, and installation
of new street lighting system and fire hydrants. The proj.
limits are on Atlantic Avenue from McMillan Street to
Fernwood Avenue.
Budget: $ 973,000 ,
Proiect Status:
A part of 12" main water line was laid, 30% of electrical
work for new street lighting was completed. Construction of
curb and gutter and wheel chair ramps.
2. New Public Works Yard
Project Description:
Construction of City facilities including completion of
Building "A" (Water Division), Building "B" (Office &
Warehouse), Building "C" (Lunch Room, Locker Room, Restroom)
and construction of a portion of Building "D" (Garage,
enclosed storage, City Vehicle Parking) at the Public Works
Corporate Yard at 11750 Alameda.
Budget: $360,000
Proiect Status:
General plan for Corporate Yard is currently under
revision.

3. CITY HALL REROOF, Project No. 5 -5148
• Proiect Description:
The work consist of reroofing of City Hall, welding
construction of A/C pads. Conduit and pipe rack, tempered
insulation. Built up roofing and brick wall parapet.
Repair project has been scheduled to be completed September,
Budget: 100% General Fund
Proiect Status
Project was advertised, more than forty contractors
received bid packages. Pre -bid walk thorough was held, with
twenty three (23) interested contractors participating.
4. Well Site Investigation Study
Proiect Description:
The work consists of locating a site for a new well that`
will produce water of quality acceptable to the California
Department of Health Services, of high volume and which is
efficient to produce, to replace Well No. 10 which was put
• out of production to make way for the new I -105 Fwy.
Caltrans had previously constructed Well 20 as a replacement
for Well No. 10, but Well No. 20 was never put into
production due to high levels of iron and manganese and poor
efficiency.
Budget: $10,000 ( Caltrans is funding this proj.)
Proiect Status:
Request for purposals for above location was sent to
thirty (30) Companies. Deadline for return is set for
September 5, 1994.
5. IMPERIAL IMPROVEMENT PROJECT
PROJECT DESCRIPTION
Improve Imperial Highway between Atlantic and Duncan Avenue
to accommodate a third traffic lane, install a new City -
owned street lighting system, relocate a County catch basin,
upgrade a traffic signal pole, install illuminated street
name signs (ISNS), install a new fire hydrant with a break
off check - valve, install new P.C.C. pavement curb and gutter
drive approaches, sidewalk, etc.

Work has been completed by Contractor. Contractor is in the
• process of completing punch list.
6. IMPERIAL HIGHWAY MEDIAN ISLAND
PROJECT DESCRIPTION
The Median Island is being modified, east of the City entry
marker, starting from Duncan Avenue to the east City limit.
The plans call for improving the esthetic appearance of
Imperial Highway at the entrance of the City of Lynwood.
Queen and Mexican Fan Palm trees will be planted. Ground
covering will be planted and cobblestone paving and a
wrought iron fence will also be installed.
Budget: $ 67,000.00
PROJECT STATUS
Moisture barriers have been installed, street lighting
foundation has been poured, street light conduit has been
installed, irrigation main line and sleeve have been
installed, presssure tested and passed.
Submitting an enchrochment permit to Caltrans.
7. BUS SHELTERS
PROJECT DESCRIPTION
The work consists of installation of bus shelters, benches
and liter receptacles and brick pavers. Two trees to each
shelter at various locations through the City. A total of
50 shelters will be installed. Work is being done by City
crews hired as part of the Youth Training Program.
Budget: $ 418,745.00
PROJECT STATUS
Eleven (11) Bus shelters have been erected, two (2) benches
and two trash containers have been installed. Seventeen
(17) locations have been prepared for concrete. and in

8. LONG BEACH BOULEVARD AND IMPERIAL HIGHWAY
• The work consists of removal of a portion of the nose of the
median island and reconstruct pavement. Install and
restripe to accommodate three lanes of traffic on North and
South direction from Los Flores to I -105 freeway.
Budget: $ 19,000
PROJECT STATUS
Reconstruction of median island will be completed in August
and contractor will re- stripe for a third through lane, when
the project is complete.
