Minutes of the May 26, 1994 Meeting
Call to Order
Chairman Pacheco called the meeting to order at 6:00 p.m.
Pledge of Allegiance
Commissioner Cunningham led the commission in the pledge.
Acknowledgment of Posting
Mr. Murga acknowledged posting of the Traffic and Parking
Commission agenda on day, Monday May 23, 1994
Roll Call
Commissioners Margaret Bright, William Cunningham, Rick
Sanchez and Chairman Pacheco answered roll call.
Commissioner Joe Battle did not answer roll call.
Emilio M. Murga, Director of Public Works was also present.
Approval of Minutes
Commissioner Bright made the Motion to accept minutes as
written. Chairman Pacheco seconded the motion and the
minutes were approved unanimously.
Public Oral Communication
Ron Macalpin asked the Commission if he could speak. He
said he lives in Compton and wanted to speak because on the
traffic signal on Imperial and Long Beach Blvd. He says he
gets caught on Los Flores on Long Beach Blvd. and said that
the light has a very short cycle and that it takes three
cycles to pass Imperial. He has to make the trip two to
five times daily. At around six, it takes at least two
cycles and you have to stay in the second lane or the wait
is longer because of cars backed up for left turns. when he
gets off at the I -105 Freeway off ramp at Long Beach Blvd.,
sometimes, he cannot go through because the north bound
traffic is blocking the intersection.
Chairman Pacheco explained that the commission was already
looking at improving the intersection and that a sign will
be placed up reading "Do not block the intersection ".

Commissioner Cunningham further explained that there is a
project underway that will be add through lanes to allow
for more traffic to go through the intersection (at Long
Beach Blvd. and Imperial Why). He said that one lane south
and north bound will be added to relive the back up. The
resident and the Commission were informed that the plans
have been completed and the work should be completed in a
few months.
Commissioner Cunningham thanked the resident for coming out
to talk to the Commission.
Ron asked why the City could not just give more time to the
north /south bound traffic and Chairman Pacheo and
Commissioner Cunningham said that if we give more seconds to
north /south, it takes away from the other traffic and asked
resident to wait until the proposed construction is complete
to re- evaluate the intersection and traffic.
Mr. Ron also asked about southbound
Highway, and said that pedestrians
back up as well. He was told to go

Item 6 STOP SIGN REQUEST FOR NORTH SOUTH TRAFFIC ON WRIGHT
ROAD AND LOUSIE STREET.
The request to look at the intersection came from the
Planning Chairman, Eric Lee. The Engineering study was done
and it was noted that Wright Road is an industrial street,
and Duncan is residential. It was noted that a blind spot
exists at the intersection but, there are not reported
traffic accidents in the last two years.
Commissioner Sanchez said that there is definitely a blind
spot. Cunningham also said that there is shrubbery possible
blocking visibility and also added that it gets very dark at
night. Commissioner Cunningham would like to see a light
added at the intersection.
Cunningham, asked if a new sign will be placed at that
location. He also noted that people are not stopping at the
Stop sign and that cars are going really fast on Wright
Road.
The Commission was informed that there was an island there
but that is was probably removed because of problems with
traffic.

The Commission then reviewed the fourteen (14) steps to
improve the intersection as noted in the report such as
adding a light on west side on existing pole also, and
painting of red curb. Other things could be considered if
the traffic in the areas does not improve and the commission
will look at the intersection again in six months, and, if
not improved, more drastic measures could be looked at to
improve the intersection.
Commissioner Cunningham moved to accept the recommendation,
it was second by Commissioner Bright and passed
unanimously.
Item 7.
Review of Imperial Highway Improvement Project.
The Commission was given a presentation of the Imperial
Highway Improvement project which included a slide
presentations. The Commission was informed that the new
street lights were already installed and the next step would
be to move the sidewalk back.
Commissioner Cunningham wanted to know if there would be
change in driveways etc. and what will happen to traffic
during construction. He was informed that traffic would be
diverted to the north side of Imperial during the
construction. Cunningham asked what the owner of the gas
station owner said about the proposed project and about
whether or not the alley should be closed off.
The commission was shown slides of the alley /driveway and
were also told that delineators will be placed to prevent
people from going left into the alley from west bound
Imperial Hwy. They were also told that a fence will be put
up at Pescado Mojeado only, and as to Commissioner Sanchez
question about access for business and residents, they were
told that the alley will only be closed off a t Pescado
Mojado and that the business would still have access to exit
from the Los Flores side. They were told that the closure
was to eliminate people from turning left into the alley to
go west on Los Flores to make a left turn onto Atlantic
Avenue.
The Commission was also informed that Pescado already owns
the property.
Commissioner Cunningham moved to approve the recommendation
as presented, was second by Commissioner Sanchez and was
approved unanimously.
CIP Overview
Informational item:
PW Monthly report,
Atlantic Reconstruction Project will begin promptly will
last about 6 months
Imperial and long Beach design is out on that
Santa Fe and Fernwood council award 17th of June,
Residential lighting system will be upgraded, also working
on Cornish
City Hall roof will be worked on during summer
Long Beach blvd. design work will acquire property
Caltrans, storm drain on Long Beach Blvd.and Louise
Tree planting as part of SW project, will be completed and
accepted by council.
Commissioner Bright asked if trees can be planted in
containers on the islands , Commisioner Cunningham complained
about trees being watered such as the ones on Clark
side.Commissioner Cunningham was also told that the water
division will also be watering trees.
Informational Item, residents went to council to prohibit
parking on Ernestine.
Commissioner Cunningham asked how can they do it ??
According to the attorney, when there is a problem with
parking due to outside forces, they can make a preferential
parking district.
Emilio Murga asked if they would like to see the video, but
Commissioner Cunningham said that the gray water is no good,
that it is a waste and that there is no demand for it.

Traffic parking study, at Wilson elementary school.
Commissioner Bright asked about safe school routes .It was
last revised in 84 and it is due for another review.
Commission Orals
Chairman Pacheco to Councilman Hiene there was supposed to
be availability for 1000 cars to parks in the lot and there
is only 300 available,and students will park on the streets,
Councilman Heine said, he would look into it.Chairman
Pacheco wanted to know how many have cars ,Councilman Heine
said there is about 500 seniors. Commissioner Cunningham
said that they will start tearing down on June 7, 1994.
First they will tear down the area with graffiti he didn't
specify. Councilman Heiene will find out.
Commissioner Bright referred to north of cul -da -sac and
north on McMillan, car came from Wright road into the left
turn people going south on Wright Road near stop. Asked if
staff can look at intersection.
Commissioner Cunningham said that he saw a talk and Virginia
behind the seven eleven store and that there was an
unconscious man behind there, they stopped two city trucks
and called a dispatcher, they waited 45 minutes, They said
it took 45 minutes. He was breathing shallow and passed
out. Commisioner Cunningham asked if we have to change the
name, then it would be worth it.Commissioner Cunningham
said, there is a Virginia location and the fire dept.
responded to the wrong location. Concerned to avoid
another incident, maybe we should change the names.
Commissioner Bright asked if there was no conflict and was
told that there was no business.
Commissioner Sanches referred to a car being parked on
Norton for three weeks, Torres spoke to Commissioner
Sanches and asked him why would we have to wait for three
weeks before they could issue a complaint - Also said that
if you could call Sgt Silva let them know who you are and
then you could remove it.Commissioner Cunningham and
Chairman Pacheco said it was a state law.
Heading northbound on Norton and Peach , it is marked red
but people are still parking there, not being enforced, not
being enforced.
Lock out of church, it is on abatement, people who bought it
left out of the country. per councilman Hiene also on
bradfield at carlin, next to church empty lot Councilman
Hiene passed out flyer regarding the June graffiti clean up
day.

The commission saw the water conservation video.
With no further business, commissioner Pacheco made a motion
to adjourn the April 28, 1994 meeting of the Traffic and
Parking Commission. The motion was seconded by Bright
Sanchez and was passed unanimously.
Meeting was adjourned at 6:55 p.m.

SUBJECT: NOMINATION AND ELECTION TO FILL VACANT VICE -CHAIR
POSITION OF THE TRAFFIC AND PARKING COMMISSION.
PURPOSE:
To nominate and elect a Vice -Chair to the Traffic and Parking
Commission to fill the current vacant position.
BACKGROUND:
Chairman Delmar Cabaret resigned from the Traffic and Parking
Commission in December, 1993.
Vice- Chairman Pacheco assumed the roll of the Chair to the
Traffic and Parking Commission on January, 1994.
The Commission agreed to wait to fill the vacant Vice -Chair
position until the Traffic and Parking Commission filled all its
vacant positions.
Rodney White was appointed to the Commission by City Council on
June 7, 1994, filling all vacancies with the Traffic and Parking
Commission.
RECOMMENDATION
That the Traffic and Parking Commission nominate and elect a
Vice -Chair to fill the current vacant position.

SUBJECT: TRAFFIC STUDY FOR LONG BEACH BLVD., STATE STREET, AND
TENAYA AVENUE - PROGRESS REPORT
PURPOSE:
To give the Traffic and Parking Commission a progress report on
the Traffic Study for Long Beach Blvd,. State Street and
Tenaya Avenue
BACKGROUND:
The subject signalized intersection involves three streets, long
Beach Blvd, State Streets and Tenaya Avenue. State Street comes
at an angle to the intersection causing some confusion to the
motorists. Staff has received concerns from the Sheriff's
Department with regard to Traffic Safety at the intersection due
to noticeable increases of traffic accidents. From the 1993
SWITRS, staff has prepared a collision diagram for the
intersection. As shown in the diagram, the thirteen (13)
accidents have been reported in 1993. Five are rear -end type
(three of them involve drivers driving under the influence), five
broadside, two head -ons and one hit a fixed object. Additional
information from the fist six months of this year will be
available soon. In the mean time, staff will continue to study
ways of upgrading stripping and lighting in the area and will
bring back this item in the next Traffic and Parking meeting of
July 28, 1994 for further review and discussion.
RECOMMENDATION
That the Traffic and Parking Commission receive and file this
item.

SUBJECT: TRAFFIC SAFETY /PARKING - WILSON ELEMENTARY SCHOOL
PROGRESS REPORT
PURPOSE:
To give the Traffic and Parking Commission a progress report on
the Traffic Safety /Parking study at Woodrow Wilson Elementary
School.
BACKGROUND:
A request was received from the Principal of Woodrow Wilson
Elementary school regarding traffic and parking problems around
the school.
Wilson Elementary is located at 11700 School Street and is
bounded by School Street on the west, Lynwood Road on the north,
Fir Street on the east and Josephine street on the south (see
attached map).
The streets surrounding the schools are heavily congested during
am drop off and pm pick up of school children.
ANALYSIS
Staff has conducted a preliminary site investigation and found
that there are currently no drop off or pick up sites provided
for parents at Elementary. In addition, the streets
around Wilson are narrow and there is disregard for traffic and
parking regulations in the area. There is also a need for
enforcement of current parking regulations in the area.
Staff is looking at providing a pick up and drop off zone for
students, modification of signage around the school, enforcement
of current parking regulations, education of traffic /pedestrian
safety etc.
Staff will finish the study and report back to the Traffic and
Parking Commission at its July 28, 1994 meeting and present the
Commission with a complete study and recommendations
RECOMMENDATION
That the Traffic and Parking Commission receive -and file this
item.

SUBJECT: ONE WAY STREET SURVEY
PURPOSE:
To give the Traffic and Parking Commission a progress report on
the One Way Street survey.
BACKGROUND:
On March 24, 1994, the Traffic and Parking Commission reviewed
and approved the mailing of the One Way Street Survey to all
Lynwood Residents.
The survey questions included: Do you feel there is traffic
congestion in your area? Would you like to see the designation
of One Way streets to relieve congestion problems in your area?
Would you like to see your street designated as a one way street?
Do you feel that there is a lack of parking spaces in your area?
etc.
The survey was sent to all 10,000 Lynwood households along with
the monthly water bill. To insure maximum response, the survey
was sent in English and Spanish, and, a prepaid, self- addressed
stamped envelope was included facilitate the return of the
survey.
We have received approximately 2,000 responses. The surveys are
being counted and tabulated and the results will be presented to
the Traffic and Parking Commission at the regularly scheduled
meeting of July 28, 1994.
RECOMMENDATION
That the Traffic and Parking Commission receive and file this
item.

SUBJECT: REVIEW OF SAFEST ROUTE TO ELEMENTARY SCHOOLS
PROGRESS REPORT
PURPOSE:
To give the Traffic and Parking Commission a progress report on
the review of the Safest Routes to Lynwood Elementary Schools and
to have the Traffic and Parking Commission approve the proposed
schedule.
BACKGROUND:
The "Safest Routes to School" has been used in Lynwood to assist
students and parents of kindergarten and elementary students in
selecting the most appropriate route from home to school.
The Safest Route to Schools show the street system near the
school, as well as traffic control devices such as stop signs,
signals, marked crosswalks and the location of crossings at which
adult crossing guards are on duty. Our map also shows
directional arrows to identify the recommended safest route (see
attached map).
School routes are planned to take advantage of the protection
afforded by existing traffic controls. This planning may make
it necessary for children to walk an indirect, longer distance to
an established school crossing, located where there is existing
traffic control and to avoid the use of a more direct crossing
where there are no existing traffic controls.
Information developed from field studies along with the
cooperation of school officials and parents will help the Traffic
and Parking Commission in the reviewing and revising of the
Safest Route To Schools map.
ANALYSIS:
The Lynwood Safest Routes to Schools has not been reviewed by the
Traffic and Parking Commission for several years.
There are nine elementary school affected by the Safest Routes to
Schools. They include Abbott, Lincoln, Lindbergh, Lugo,

Will Rogers, Roosevelt, Mark Twain, Washington and Wilson
Elementary schools.
Factors to be considered by the Traffic and Parking Commission
when reviewing the routes will be:
1.
Review
of
current routes.
2.
Review
of
school related accidents near each school.
3.
Review
of
school route patterns.
4.
Review
of
major arterial /collector crossings.
5.
Review
and deployment of crossing guards.
6.
Review
of
current traffic control devices.
7.
Review
of
uncontrolled intersections.
The following is the course of action to be taken to review and
make recommendations /changes to the Safest Routes to Schools.

June 26, 1994 Review of proposed program by Traffic and
Parking Commission.
July, 1994 Notify School Board, Principals, safety
advisory committees (see attached letter).
July, 1994 Take pedestrian counts /traffic counts.
August, 1994 Meet with Schools, parents, etc.
August 25, 1994 Analyze pedestrian /traffic counts, analyze
accidents, review traffic patterns, review
locations of crossing guards, revise routes.
September 8, 1994* Review and approve Safest Routes to schools
and distribute to all elementary schools.
September 12, 1994 School year begins, teachers /parents review
routes with students.
It will be necessary to schedule a Traffic and Parking Commission
meeting the second week of September, September 8, 1994, in order
to finalize the Safest Routes to Schools and distribute them to
the elementary schools during the first week of the semester
after summer break.
RECOMMENDATION
To recommend that the Traffic and Parking Commission approve the
proposed schedule for the review and revising of the Safest Route
to School and approve the sending of the letter to the Lynwood
Elementary School Principals.

CAPITAL IMPROVEMENT PROJECT

1. Cesar Chavez Lane, Project. No. 5 -5149
Project Description
The work involves the reconstruction of the street pavement;
reconstruction of sidewalk, curb and gutter, catch basins;
installation of street lighting; under grounding of
electric. conduits and installation of pavement markings and
striping.
Budget: $453,000
Project Status
This project has been completed and was accepted by City
Council on May 17, 1994.
2. Atlantic Avenue Rec. Proj., Phase III, No. 5 -5147
Project Description:
The work consists of the reconstruction of pavement,
construction of landscaped median islands, and installation
of new street lighting system and fire hydrants. The proj.
limits are on Atlantic Avenue from McMillan Street to
Fernwood Avenue.
Budget: $ 973,000
Project Status:
Bids were analyzed and project was awarded to Sully Miller
Contracting Company on May 17, 1994. Agreement was prepared
and sent for signature. Preconstruction meeting is
scheduled for June 9, 1994.

3. New Public Works Yard
Project Description:
Construction of City facilities including completion of
Building "A" (Water Division), Building "B" (Office &
Warehouse), Building "C" (Lunch Room, Locker Room, Restroom)
and construction of a portion of Building "D" (Garage,
enclosed storage, City Vehicle Parking) at the Public Works
Corporate Yard at 11750 Alameda.
Budget: $360,000
Proiect Status:
Grading plan was completed and submitted to Public Works.
Architectural drawing for Building "D" is being drawn.
Asbestos removal was completed in Building ":D ". Chemical
waste and chemical substances left over from former owner
where removed from the site.
4. CITY HALL REROOF, Project No. 5 -5148
Proiect Description:
The work consist of reroofing of City Hall, welding
construction of A/C pads. Conduit and pipe rack, tempered
insulation. Built up roofing and brick wall parapet.
Repair project has been scheduled to be completed September
1994.
Budget: 1008 General Fund
Project Status
Preliminary study and data collection was completed and is
currently being reviewed. Preliminary design is currently
being done.
5. Well Site Investigation Study
Project Description:
The work consists of locating a site for a new well that
will produce water of quality acceptable to the California
Department of Health Services, of high volume and which is
efficient to produce, to replace Well No. 10 which was put
out of production to make way for the new I -105 Fwy.

Caltrans had eeviously constructed Wei 10 as a replacement
for Well No. 10, but Well No. 20 was never put into
production due to high levels of iron and manganese and poor
efficiency.
Budget: $10,000 (Caltrans is funding this proj.)
Project Status:
Site has selected, project completed.
6. IMPERIAL WIDENING
PROJECT DESCRIPTION
Widen Imperial Highway between Imperial and Duncan Avenue to
accommodate a third traffic lane, install a new City -owned
street lighting system, relocate a County catch basin,
upgrade a traffic signal pole, install illuminated street
name signs (ISNS), install a new fire hydrant with a break
off check - valve, install new P.C.C. pavement curb and gutter
drive approaches, sidewalk, etc.
PROJECT STATUS
Project plans and specs have been completed. The project
has been advertised with a bid opening date set for June 9,
1994, 10:00 AM. The project will be submitted to City
Council for amending on June 21, 1994.
The street light poles have been installed, the water meters
have been relocated, one fire hydrant has been upgraded.
The new catch basin has been constructed and the existing
catch basin has been abandoned.
We are upgrading the traffic signal on the South /West corner
of Imperial and Duncan, will be completed before
commencement of the project.

1. General Administrative Projects:
A. Submitted May, 1994 Complaint Summary. A total of 23
complaints were received for the Department of Public
Works. All complaints were addressed and routed to the
proper divisions for resolving.
B. Marked locations, purchased needed trees and planting
materials to have the Tree of Life students plant trees
at various locations through out the city.
C. Continued to work with HUB Cities, the County of Los
Angeles, and Downey Volunteer Center to provide work
experience to one HUB Cities student worker and several
General Relief and Court Referral Workers.
D. Prepared agenda /items for Traffic and Parking Commission
meeting in May 28, 1994.
E. Reviewed FY 1993 -94 Budget and met with Division Heads to
review expenditures.
F. Answered various resident questions regarding one way
street survey sent out in April, 1994.
General Office tasks:
The Public Works Administration Division is responsible for
providing general support to all other Public Works Divisions.
This includes complaint processing, time - sheets, mailing of
parcel and utility maps; typing of Council Items and Resolutions,
memos, filing and handling over the counter information.

traffic signals controlled intersections city wide.
3. Imperial and Atlantic - repaired in operative pedestrian
crossing signals.
4. Imperial and Alameda - assist Caltrans.
5. Imperial and Fernwood - repair damaged signal indicators,
hit by truck.
6. Martin Luther King Jr. Boulevard and Wright Road
a. Removed obsolete style traffic signal controller.
b. Installed upgraded with new 170 traffic controller.

by local vandalism.

1. Analyze completed One Way Street Surveys sent to residents
in April and present findings to the Traffic and Parking
Commission.
2. Work with the U.S. Dept. of Agriculture to submit final
report for the Tree of Life program and submit
reimbursement request.
3. Prepare and submit BPO for Public Works Divisions, set
up expenditure plan.
4. Review FY 1993 -94 Budget outstanding encumbrances. Submit
memo to finance to carry over open purchase orders to FY
1994 -95.
5. Coordinate the planting of 400 seedlings from a grant from
the National Tree Trust.
6. Prepare and send out Public Works Monthly report and goals.
7. Prepare for and attend Traffic and Parking Commission
meeting for July 28, 1994.
8. Respond to resident complaints, respond to work orders and
urgent calls as they come in.
9. Continue to work with Downey Volunteer Center to take on
volunteers who need to complete Community Service hours;
work with HUB Cities to employ student workers and make
available internship opportunities to anyone wishing to
learn more about and volunteer in the Public Works Dept;
work with the State Department to employ General Relief
workers to work in the Department of Public Works.
