My wife and I rented a home in McCall in January 2017 for three months for skiing and other recreational pursuits. We subsequently decided we loved the community and in March purchased a condominium unit in Alpine Village as our full time residence. While it has taken time to move and place our Oregon home on the market, we are at a point where we have settled in and have time to contribute to the community. My wife, Pat Blanchard, has become involved as a financial and accounting consultant to the Mccall Music Society. I have been planning on visiting the library to find out what volunteer opportunities existed. Earlier this evening I had a conversation with Jacki Rubin who suggested I consider applying for a position on the Library Board of Trustees. The opportunity is intriguing and one in which I am interested and willing to invest time and energy for the next five years. I have had a long term interest in libraries as I know they are a core and critical community service. My past employment as a university administrator and community and economic development consultant involved me in projects ranging from the formation and funding of a regional library collaborative that provides an integrated collection database, a universal library card, and interlibrary loan system across eastern Oregon (Pioneer Library Network) to planning for the digitization of archived materials (Oregon State University Valley Library) and funding the construction of a new public library (Pendleton City Library). I served for two years on the City of La Grande, Oregon Library Advisory Council. I resigned when I was unable to attend meetings on a regular basis because of business travel and related consulting commitments. Experience: 1999 -Present Consultant Terry Edvalson & Associates McCall, Idaho • Provide project development and help obtain financial support for government agencies, non-profit organizations, and small businesses. . • Assist with strategic and annual business planning, including assessment, marketing and related research activities • Develop and provide group facilitation activities that result in increased collaboration between citizens and government agencies. • Packaged more than $29.5 million in financial resources for projects in rural Oregon since 1999 for Native American tribes and public benefit corporation (not-for-profit) clients, in areas of telecommunications, library infrastructure, higher education, and human services. • Support citizen-based organizations in developing public policy initiatives. • Acting CEO of Pendleton Academies, a residential children's psychiatric center (Closed the facility in 2006 (state downsized residential beds) but continued to support children's psychiatric services in collaboration with Mind Matters, a Beaverton, Oregon psychiatric practice and provide practice development support to Ph.D. level mental health professionals in rural Oregon. In June 2017 moved organization funds to a donor advised trust with the Oregon Community Foundation for the purpose of giving grants to support children's access to mental health services. 1979 -1999 Eastern Oregon University La Grande, OR Director, Regional Services Institute • Promoted the University's interests with constituents by offering planning services, business counseling and consulting, public opinion polling, market research, program assessment and evaluation, and engaging in applied research to solve local and regional problems. • Developed and supported adoption of public policies, legislation and administrative rules to promote healthy, vital rural communities. • Assisted University administrators and faculty members with grant writing, financial -1- packaging, and program management in areas of library services, distance education, computer services, academic program development, and faculty development. Supervised college relations office and served as acting athletic director during early tenure with the University. Developed LSCA and foundation funding to establish a regional eastern Oregon library network hosted by Eastern Oregon University in concert with regional public and education libraries. • Packaged over $257 million in financial resources for projects, leveraging over $900 million in investments in infrastructure, business investments, and economic development efforts. 1977 -1979 Eastern Oregon University La Grande, OR Director of Cooperative Education • Developed private and public sector job opportunities for students. • Developed program funding through grants and contracts, coordinated faculty assignments, and supported supervision of students in field placements. 1974 -1977 Trust Territory of the Pacific Islands Student Assistance Officer Saipan, Mariana Islands • Responsible for administering district-level and territory-wide K-12 and post-secondary student services programs. • Work included developing procedures and guidelines for awarding financial aid grants, loans, and scholarships. Responsible for management of the financial aid programs and program offices in Saipan, at the University of Guam, and the University of Hawaii for Micronesian students.. Oregon Student Assistance Commission. Appointed by Governor Kulongoski for the term beginning August 2003. Served until 2007 when resigned to clear schedule for other endeavors. The Commission establishes rules and policies for the management of the Oregon Opportunity Grant, guaranteed student loan programs, and relationships between public and private postsecondary institutions. Exercises fiduciary, financial, and programmatic oversight of grant and scholarship programs. 2. Oregon Telehealth Alliance, founding board member participating in promotion of telecommunications technology to improve access to services and improved care for rural Oregonians. Founding member to present. Member of consortium that just received multi- million dollar FCC grant to develop and Oregon Health Telecommunications Network. 3. Oregon Telecommunications Coordinating Council. Appointed by Governor Kulongoski in 2006. Resigned in 2007 to clear schedule for other business endeavors. 4. Oregon Energy Facility Siting Council (EFSC). Appointed by Governor Neil Goldschmidt in 1989. Reappointed by Governor Barbara Roberts in 1993, and Governor Kitzhaber in 1996. Chair of Council from 1996 to 1999. Term expired July 1999. Participated in siting of three gas-fired turbines, numerous power lines, a NW Natural gas pipeline, the decommissioning of Trojan Nuclear Plant, and several complete overhauls of Oregon Department of Energy administrative rules. Participated in establishing Oregon's carbon tax and the Oregon Climate Trust. 5. Oregon Climate Trust. Organized in 1997 to support and undertake projects that avoid, sequester, or mitigate the long-term effects of carbon dioxide emissions from energy facilities. Founding board member. Trust administers funds allocated from licensing of gas- fired power plants in Oregon. Served for first two years and resigned in 1999 when final term on EFSC expired. 6. Rural Oregon Telecommunications Consortium. 1994 to 2007. Founding member of loosely structured statewide grassroots network, provide support for group's program and public policy agenda. Primary interest is to ensure rural Oregon realizes the economic, educational and health care benefits possible through broadband telecommunications. Most recent accomplishments are the passage of SB 622 in 1999 which provided $170 million; $50 million for schools and $70million for improvements in rural telecommunications infrastructure. In 2001 helped initiate and pass SB 229 which provides tax incentive legislation to encourage telecommunications companies to invest in rural Oregon. 7. Affiliated Tribes of Northwest Indians Economic Development Corporation Development Consultant. 1989-1999. Assisted with development and management of revolving loan fund to finance tribally-owed business projects and grants for economic and tourism development projects in Indian Country. 8. Council for Advanced Science and Engineering Education/Research for Industry member. 1982-to 1986. Appointed by Chancellor of the State System of Higher Education. 9.
