JANUARY 31, 1994

Vice Chairperson Betty Jackson called the meeting to order at
1:00 p.m. Members in attendance were: Verna Culp, Mary Sue
Lewis, Della Mazziotti, and Dr. Betty Jackson. Due to a
miscommunication, Chairperson Ethel Pacheco was not able to
receive confirmation of meeting date.
Staff members present were Silvia Lara and Carol De Jesus.
Minutes of December 8, 1993 was approved with corrections to read
that Dr. Jackson called to inform staff that she will not be
attending the meeting and that she will confer with the full
commission prior to making her decision to resign.
Commissioner Della Mazziotti has forwarded a letter to City
Manager stating her decision to remain with the commission.
I. OLD BUSINESS
Commissioner Culp has expressed the need to invite
Councilpersons to attend the Lynwood Women's Commission
meetings and be involved in childcare related issues. In
one of the meetings held, the commissioners suggested that
Councilman Heine and Councilman Henning be invited to the
meeting. Dr. Jackson indicated that it is advisable to
send a letter of invitation to all the Councilpersons and
let them decide if they wish to be involved with the
commission.
MOVED, SECONDED AND CARRIED to write letters to Council
members to meet with commissioners.
II. NEW BUSINESS
Commissioner Culp suggested that the commission should
organize a whole day Retreat for the purpose of
establishing a closer working relationship among its
members. The main goal of this retreat is to develop a

concentrated working relationship on issues affecting women
in Region 9. It was suggested that a retreat be scheduled
as ff:
9 a.m. - noon - retreat for the Lynwood
Women's Commissioners
12 p.m. - 1 p.m. - Lunch
1 p.m. - down - brainstorming and open discussion
with Council in attendance,
networking with varied agencies
such as the Women Shelter, the
Los Angeles Women's Commission,
etc.
MOVED, SECONDED AND CARRIED to hold a whole day retreat for
the Lynwood Women's Commission.
Creation of a Message Center - Commissioner Culp mentioned
the need for a message center in City Hall. Many women in
Lynwood need guidance and assistance and this center can
help handle the needs of these women. The use of
volunteers can expedite the complaints. Commissioners
suggested the acquisition of a desk, space and phone for
commissioners to use when they take turns in taking charge
of the center. Dr. Jackson commented that a hotline can be
added to better assist the women and children in distress.
She further indicated that students can be used as
volunteers to handle the hotline by contacting the
Independent Living group.
Staff liaison Carol de Jesus explained the existence of a
centralized complaint system under the City Manager's
Office but commissioners felt that there should be a
dedicated service for many troubled women who seek solace
for their problems.
Commissioner Lewis suggested that flyers be put together
and distributed to the public to inform them of the message
center and hotline.
MOVED, SECONDED AND CARRIED to request for a message center
and hotline at City Hall to handle the needs of women and
children.
MOVED, SECONDED AND CARRIED to promote the message center
and the hotline through use of flyers to be distributed to
the public.

* Ms. Lewis suggested that the list of Friends of the
Commission should include business entities.
* Ms. Culp mentioned that Congressman Tucker will be
speaking live from Washington D.C. on February 1, 1994
and that residents were invited to communicate with him
via satellite at 603 S. Acacia in the City of Compton.
Ms. Culp also mentioned that a letter should go out to
Evelyn Wells inviting her to the Women's History Month
Celebration scheduled for March 31, 1994. Commissioners
suggested that Ms. Wells be honored at this event.
MOVED, SECONDED AND CARRIED to honor Ms. Wells at the
Women's History Month Celebration on March 31, 1994.
* Dr. Jackson stated that the meeting of Jan 12, 1994 was
cancelled illegally.
* Ms. Mazziotti mentioned that she is a member of the
Gardena Valley Health Club and she requested
endorsement from commissioners.
* Ms. De Jesus informed the commissioners that the City
will pay tribute to Rosa Parks on March 3, 1994 in
celebration of Women's History Month. Commissioners
were asked to be hostesses for the event.
There being no further business, the Lynwood Women's
Commission Meeting was adjourned at 3:25 p.m.
