MINUTES
FEBRUARY 2, 1994
OPENING CEREMONIES
The City of Lynwood's Youth Commission met in a regular session on the above date at 5:42
p m. at the City Council Chambers located at 11330 Bullis Road.
Chairperson Jesus Trigo presided.
Roll Call
Commissioners Present:
Chairperson Jesus Trigo, Vice Chairperson Michelle Zavala, Commissioner Cameron Green,
Commissioner Rasheed Gregory, Commissioner David Hampton, Commissioner Sabrinya Green,
Commissioner Maylene Hardin, and Commissioner Ruth Acosta
Commissioners Not Present:
Commissioner Joe Araujo, Commissioner LaChatta Hunter, and Commissioner Lizeth Gutierrez

Mr. Given reported the agenda has been duly posted by the City Clerk according to the Brown
Act.
Approval of Past Minutes
It was moved by Commissioner Rasheed Gregory and seconded by Commissioner Cameron
Green to approve the minutes of January 5, 1994. Motion carried. Minutes approved.
SCHEDULED MATTERS
Ban on Certain Types of Music - Open Forum
Rich Guzman, Program Director and Mark Gunn, Music Director at V 103.9 F.M. stressed their
radio station's concerns to be more positive and caring about their audience. Their station has
taken a step to be responsible and not play music that demoralizes women and minorities,
encourages gang violence, and smoking marijuana. They spoke eloquently about the effects this
type of music and the public's freedom of choice. Mr Gunn spoke about several musicians
talking about living the "gangster lifestyles" and yet have never experienced the ghetto life. The

speakers concluded that if people want to hear this music, they can change the station or buy
the tape, but they will not hear it on their station.
Eboni -Azzi Sylla, Vice Chairperson Compton Youth Commission spoke very strongly against
the ban. She stressed that if radio stations start banning music, then television station should
.also be censored.
Quendolyn Allen, Compton Youth Commission commended their radio station for their stance.
Aaron Bankhead, Teacher Hosler Junior High School voiced his opinion on the issue and
commended V103.9 F.M.
Tiana Harris, student at Hosler Junior High School commended the radio station for their
decision.
Jantha Harris, teacher at Hosler Junior High School commended and requested a list of songs
that the station banned because of their lyrics.
Mayor Paul Richards spoke of the importance of the forum and the reality that the youth of
today have to face. Music lyrics may not affect everyone the same, but there will always be one
person who may get the wrong idea.
Recreation and Community Services Director, Ralph Davis commended radio station V103.9
F.M. and congratulated the Youth Commission for planning the forum. It was beneficial for
all for all youth leaders.
A discussion ensued with the Commissioners. It was moved by Vice Chairperson Zavala and
seconded by Commissioner Gregory to support V103.9 ban on music and present them with a
proclamation at the next City Council meeting.

Acosta, Commissioner Rasheed Gregory, Commissioner Lizeth Gutierrez,
Commissioner Maylene Hardin, Commissioner David Hampton.
Noes: Commissioner Cameron Green
Abstain: Commissioner Sabrinya Green
With the results of 7 ayes, 1 noe, and 1 abstain, motion carried.

General Recreation
Diana Escalante, Recreation staff report on the upcoming Black History Program, "A Salute to
Motown" to the Commission. The event is planned for Saturday, Febraury 26, 1994 at Bateman
Hall. It will begin at 6:30 p.m.
Teen Center
Felicano Salazar, President of the Youth Council reported the Teen Center will be sponsoring
a Valentines Day Dance on Friday, February 11, 1994 and an excursion to the Lakers vs.
Clippers game on Tuesday, February 15, 1994.

ORAL COMMUNICATION
All the Commissioners thanked V103.9 F.M. for presenting the station's position on the subject.
Commissioner Cameron Green presented the report from the marketing sub - committee's
meeting.
Adjournment
It was moved by Commissioner S. Green and seconded by Commissioner C. Green to adjourn
to the next regularly scheduled meeting on Wednesday, March 2, 1994. Motion carried.
Meeting adjourned at 7.55 p.m.
