MINUTES
JANUARY 5, 1994
OPENING CEREMONIES
The City of Lynwood's Youth Commission met in a regular session on the above date
at 6:02 p.m. at the Lynwood Community /Transit Center, located at 3798 Martin Luther
King Jr Boulevard.
Chairperson Jesus Trigo presided.
Roll Call
Commissioners Present:
Chairperson Jesus Trigo, Commissioner Cameron Green, Commissioner Rasheed
Gregory, Commissioner David Hampton, Commissioner Sabrinya Green, and
Commissioner Maylene Hardin.
Commissioners Not Present:
Vice Chairperson Michelle Zavala, Commissioner Ruth Acosta, Commissioner Joe
Araujo, Commissioner Lizeth Gutierrez, and Commissioner La Chatta Hunter.
Commissioners Excused:
Michelle Zavala and Joe Araujo
It was moved by Commissioner Hardin and seconded by Commissioner C. Green to
excuse Vice Chairperson Zavala. Motion carried.
It was moved by Commissioner Green and seconded by Commissioner Hardin to
excuse Commissioner Araujo Motion carried.
Certification of the Posting of the Agenda
Recreation Staff Member Diana Escalante reported the agenda has been duly posted by
the City Clerk according to the Brown Act.
Approval of Past Minutes
It was moved by Commissioner C. Green and seconded by Commissioner Gregory to
approve the minutes of October 6, 1993 and December 1, 1993. Motion carried.
Minutes approved.
SCHEDULED MATTERS
Pro rg am Reports
Jim Given, Project Manager reported on the following upcoming activities:
A. The annual Candy Cane Lane Parade was held on Friday, December 10,
1993. Over ten thousand (10,000) people line the streets to enjoy the
parade.

B. Our youth flag football program involved a holiday tournament which
was played on December 11 & 18, 1993.
C. The annual Martin Luther King Jr Basketball Tournament is scheduled
for January 15 -17, 1994 at the Lynwood Community /Transit Center
D. The City of Lynwood's Safe Kids Information Program will be
scheduling a second educational session on Drug Prevention. The date
and time will be announced at a further time.
Youth Council Report ,
The Youth Council meetings scheduled for January will be held on the January 12 &
26, 1994 at 5:00 p.m. A report will be presented at the next commission meeting by a
member of the Youth Council.
Commissioner Ruth Acosta arrived at 6:15 p.m.
Youth Commission Workshop
Mr. Given and Ralph Davis III, Director, reviewed the role of the Youth Commission
via a City organizational chart, the role of staff, Parliamentary Procedure, and the City
of Lynwood Commission Ordinances with the Commission.
A discussion ensued as to the responsibilities and guidelines of the commission.
Chairperson Trigo expressed his concern regarding the age limit and the large number
of Commissioners. He recommended that all newly appointed commissioners receive
an orientation before their first regular meeting. He stressed the importance of having
speakers during the public orals segment of each meeting. Lastly, he recommended
the agenda for the regular monthly meeting be posted at the Junior High and the High
School.
Commissioner Gregory encouraged the city to distribute flyers and other promotional
material at the High School and local business establishments to help advertise the
Commission and its activities.
Commissioner Sabrinya Green recommended that a new item be placed on the
agendas, entitled "New Program Discussion." This would be the time for the
commissioners to introduce any new ideas for programming.
A sub committee was formed to discuss how the commission can better to interact with
the local school and businesses. Commissioners C. Green, S. Green, M. Hardin, R.
Acosta, and D. Hampton volunteered to serve on the committee. The first meeting is
scheduled for Thursday, January 13, 1994 at 6:00 p.m.
The commission debated on the location and day of the regular meeting. It was
decided to have the meetings remain at the Lynwood Community /Transit Center for the
time being.
Mr. Given announced9the commission that their business cagwill be distributed at
the next meeting.
Youth Service Awards
Mr. Given reported the Youth Service Awards will be reschedule for spring. There is
a Friday night open at Bateman Hall on April 29, 1994. It was moved by
Commissioner Gregory and seconded by Commissioner Hardin to re- schedule the event
to April 29, 1994. Motion carried.
A new sub committee was formed to help coordinate the event. Chairperson Trigo and
Commissioners Hardin, Gregory and Hamilton volunteered to serve on the committee.

Staff Orals
Mr. Davis highlighted the Recreation and Community Services Department goals for
1994 for the Commission.
Commission Orals
Commissioner Maylene Hardin wished everyone a Happy New Year.
Commissioner Rasheed Gregory commented on the success of the meeting.
Commissioner Ruth Acosta wished everyone a Happy New Year
Commissioner Sabrinya Green wished everyone a Happy New Year.
Commissioner David Hampton wished everyone a Happy New Year.
Commissioner Cameron Green inquired about the Commission or Department
sponsoring a drawing contest during the Black History celebration in February.
Chairperson Jesus Trigo informed the Commission about Michelle Zavala's upcoming
surgery
Adjournment
It was moved by Commissioner S Green and seconded by Commissioner C. Green to
adjourn to the next regularly scheduled meeting on Wednesday, February 2. Motion
carried. Meeting adjourned at 7.20 p.m.

MEMORANDUM
To All Members of the Youth Commission

Subject: RADIO STATION V 103.9 FM'S BAN ON CERTAIN MUSIC
FACTS:
In 1993, the V 103.9 FM radio station made a major decision to ban music that in
their opinion was defamatory to gender or ethnic groups As a result of this many
popular rap records are not being played on the (V103.9) FM radio station This bold
decision was met with debate from both those in favor and those opposed of the ban
ANALYSIS
The City of Lynwood has a population of over seventy thousand (70,000) As of
November 30, 1993, fifteen thousand, two hundred and twenty six (15,226) young
people attend school in Lynwood. Of these students, three thousand, one hundred
and sixty nine (3,169) are enrolled at the High School, and two thousand, one
hundred and two attend Hosler Junior High School.
Lynwood's ethnicity make -up consists of:
70.1 % Hispanic
21.0% Black
1.7% Asian
6.4% White
The City of Lynwood is located in the southeast area of Los Angeles County The
City borders Paramount, Compton, South Gate, and Watts Crime is substantially high
in the southeast area of Los Angeles County. The Lynwood Sheriff's Division
indicates that much of Lynwood's crime results from gangs and drug activity
Rap music appears to be the most popular type of music listened to by the young
people of Lynwood. Many of these rap records of today offer lyrics that identify gang
activity and are defamatory to a certain gender or race.
Radio station V 103.9 believes that music along with other aspects of entertainment
are influential to young people. Therefore, they feel a need to provide responsible
control over the music played on their radio waves. As a result of this, radio station
V 103.9 FM decided not to play records that call women or children defamatory
names.
RECOMMENDATION
The City of Lynwood is concerned about this issue and would like for the Youth
Commission to hear a discussion on this matter at the next meeting and make some
type of recommendations to staff.
