M. W E COMMUNITY AFFAIRS COMMISSION MINTUES OF THE MEETING OCTOBER 19, 1994 I. ADMINISTRATIVE ITEMS • The Community Affairs Commission met in a regular meeting on October 19, 1994 at the City of Lynwood Council Chambers, located at 11330 Bullis Road. (Agenda was duly posted as prescribed by the Brown Act.) Chairperson David Litsinger called the meeting to order at 5:00 p.m. Commissioners in attendance were Espeseth, Litsinger, Hawkins, Bays, Fields, Newton and Walker. Staff present: Ralph Davis It was moved by Commissioner Fields and seconded by Commissioner Espeseth to approve the minutes of October 19, 1994. All in Agreement. Minutes so ordered. II., INFORMATION ITEMS A. Recreation and Community Services Activity Report FALL PROGRAM Mr. Davis reported the Halloween Program at 12:00 (noon) featuring the Skip Program, will be meeting with kids along with the help of some animated characters regarding safety during Halloween. The Annual Halloween Carnival & Costume Parade will follow afterwards at 2:OOp.m. This will be available on October 29, 1994. COMMUNITY AFFAIRS COMMISSION MINUTES OF THE MEETING OCTOBER 19, 1994 Mr. Davis announced that Youth Basketball registration is underway. The city is also having it's 94' Fall Clean -Up Day on Saturday, November 19, from 8:OOa.m. - 2:OOp.m. Mr. Davis informed the committee of this month's Lynwood Prespective featuring the Wall of Fame Committee Selection. The committee selected Dr. Ross Miller from St. Francis Medical Center. Mr. Davis stated that a report from the City Manager's Office indicated that crime had dropped 20% in Lynwood. This was 4th in the most significant decrease of crime reported in L.A. County and Mr. Davis stated that much of this can be attributed to the increase of Park & Recreation Program and Block Watch Program. Mr. Davis indicated that this commission will be working on a plan & outline of the operation of Lynwood's Community Services and on how we can best make Lynwood a livable community. Mr. Davis reported that Recreation & Community Services received the Department of the Year Award. Mr. Davis says, this is attributed to our teamwork effort. This Department • has always tried to work with the other departments and it's even more prevalent now in a business sense to our operation. III. COMMISSION ORALS Commissioner Bays indicated it was terrible trying to call the Sheriff at the new location. And who is going to distribute Thanksgiving food this year? Commissioner Hawkins questioned zone charges involving a local merchant. Commissioner Newton ask for a report on the hiring practice of Sheriffs for the construction of the Justice Center. Commissioner Fields reported graffiti at 3920 Magnolia. She also gave Ralph Davis name to Compton College Alumni Association. COMMUNITY AFFAIRS COMMISSION MINUTES OF THE MEETING OCTOBER 19, 1994 Commissioner Litsinger asked staff to investigate recycling trash cans used by South Gate. Commissioner Espeseth asked staff to investigate the possibility of having a Sheriffs outreach station in the Park. It
