MINUTES OF THE MEETING
JUNE 15, 1994
I. ADMINISTRATIVE ITEMS
The Community Affairs Commission met in a regular meeting on June 15, 1994 at the City of
Lynwood City Council Chambers, located at 11330 Bullis Road. (Agenda was duly posted as
prescribed by the Brown Act.)
Chairperson David Litsinger called the meeting to order at 5:00 p.m.
Commissioners in attendance were Espeseth, Fields, Litsinger, Newton, Hawkins, and Walker.
Commissioner not in attendance was Bays.
Staff Present: Ralph Davis and Diana J. Escalante
It was moved by Commissioner Espeseth and seconded by Commissioner Newton to approve
the minutes of May 18, 1994, with the following correction:
Public Orals:
Commissioner Fields announced that Compton College Alumni Association is
looking for past graduates. If any alumni is interested in joining,
please have them call the college.
Motion carried. Minutes approved.
H. INFORMATIONAL ITEMS
A. Juneteenth
Mr. Davis announced the City will be celebrating Juneteenth on
Saturday, June 18, 1994. This event features a soap box derby,
hay rides, petting zoo, food booths, and entertainments.
B. 4th of July/ Unity Festival
Mr. Davis reported the annual Fireworks /4th of July Celebration and the Unity
Festival will both be celebrated on Monday, July 4, 1994. The event will feature
booths, entertainment and games. The highlight of the evening will be the
fireworks display at dusk.

C. Mayor's Award
Mr. Davis displayed the trophy awarded to Lynwood from the Conference of
Mayors and Waste Management. The City of Lynwood received this award
entitled the Livability Award primarily because of the excellent youth
employment programs offered in Lynwood.
D. Code Enforcement Presentation
Mr. Davis introduced Prasine Martinez, Code Enforcement Manager.
Ms. Martinez elaborated on the history and objectives of the Code
Division. Currently, this division has been primarily concerned with the
problem of illegal garage conversions. She also reported that handling any
nuisances, such as illegal dumping in alley can be an extremely frustrating and
lengthy process. Since all preceding must go through legal channels, a typical
nuisance can take any where from 6 months to a year before it can be resolved.
Lastly, she thanked the Commission for their persistence in keeping the staff
aware of violations.
Chairperson Litsinger inquired if it was possible for the City to begin their annual
alley clean-ups. Mr. Davis replied that he would check into it.
III. SCHEDULED MATTERS
A. Block Watch
Mr. Davis reported that Block Watch is planning an all day Saturday workshop
entitled "Empowering the Community. This workshop will be held during this
year. More information will follow.
B. All America City Application
Mr. Davis reported that the All America City's Board has not announced the this
year's winners. Hopefully, he would have this information by the next meeting.

IV. PUBLIC /COMMISSION ORALS
Chairperson Litsinger announced that the Metropolitan Transit Authority is sponsoring an open
house on Saturday, June 18, 1994. A hearing on the proposed bus fare fee increases will
dominate the event.
Commissioner Fields thanked Mr. Davis for the Health Watch involvement at the school board
meeting and for the arrival of the weekly Farmers Market at Dymally Park.
Commissioner Walker remarked on how delightful the Youth Merit Awards night on Monday,
June 6 was.
Commissioner Newton announced that her daughter has been hired by the Attorney General's
Office.
Commissioner Lorna Hawkins apologized for missing the May meeting. Due to a strained
muscle, she was not able to attend. She also announced that Drive By Agony will sponsor a
workshop entitled " Youth and Violence" on September 20, 1994. The purpose of this workshop
is to raise money for youth scholarships.
Commissioner Espeseth inquired as to the status of the Commission picture and was disappointed
at the low turn out for the last Farmers Market.
Chairperson Litsinger inquired as to the status of the Sister City application.
ADJOURNMENT
It was moved by Commissioner Espeseth and seconded by Commissioner Walker to adjourn to
the next regularly scheduled meeting on July 20, 1994 Motion carried. Meeting adjourned at
6:20 p.m.
