IN THE CITY COUNCIL CHAMBERS, 11330 BULLIS ROAD, CITY OF LYNWOOD CALIFORNIA. o.�. 0 0 COMMUNITY AFFAIRS COMMISSION MINUTES OF THE MEETING APRIL 20, 1994 I. ADMINISTRATIVE ITEMS The Community Affairs Commission met in a regular session on April 20, 1994 at the City of Lynwood City Council Chambers, located at 11330 Bullis Road. (Agenda was duly posted as prescribed by the Brown Act.) Chairperson David Litsinger called the meeting to order ai 5:00 p.m. Commissioners in attendance were Bette Espeseth, Ann A. Fields, Lorna Hawkins, David Litsinger, Barbara Newton, and Lucille Walker. Staff present were Recreation and Community Services Director, Ralph Davis and staff member Diana J. Escalante. It was moved by Commissioner Espeseth and seconded by Commissioner Newton to approve the minutes of March 16, 1994. Motion carried. Minutes approved. H. INFORMATION ITEMS A. Staff Report Mr.Ralph Davis invited the Commissioners to the following Recreation and Community Services Department's upcoming events. 1. The annual opening day ceremonies for youth baseball is scheduled for Saturday, April 23 at Mervyn Dymally Park. The ceremonies begin at 1.00 P.M. 2. The City will commemorate Cinco de Mayo with a celebration on Saturday, May 7, 1994. The celebration will feature music, food booth, games, and the grand opening of the Cesar Chavez Lane /picnic shelter area. 3. The City of Lynwood's All City Track meet is scheduled for Saturday, April 30, 1994 at Lynwood High School. Over one thousand youth from the community will participate at the event. All winners will advance to the South East Municipal Athletic Association meet, also hosted by the City of Lynwood, on Saturday, May 14, 1994. Also, on Saturday, May 14, 1994, the City of Lynwood, in cooperation with Non Stop Production will sponsor the Lynwood /Southern Area Talent Search. Winners will be awarded cash prizes. Tickets will be sold for $10.00 per person. Mr. Davis also presented to the Commission the Lynwood Ambassadors program. This program is designed to lessen the race tension in our community by honoring those individuals who have made a significant difference. Commissioner Fields inquired if the Ambassadors can honor passed volunteers and commissioners. Mr. Davis replied that passed volunteers and commission could be eligible under the program to be honored. Lastly, Mr. Davis informed the Commission on the City's Lynwood Graffiti Media Day planned for Saturday, June 4, 1994. III. SCHEDULED MATTERS A. Block Watch Club Report Mr. Davis announced the Block Watch Club has expanded and has several new members. The City is also preparing a grant application to the California Community Foundation, in hopes of seeking funds for additional programs. Commissioner Fields inquired if Drive By Agony can be included in the grant application to receive funds. Mr. Davis replied the foundation might have other grants available that would better suit its purpose. B. All America City Application Mr. Davis reviewed the three community based programs that were included in the application: Drive By Agony, Youth Employment and Partners in Education. Commissioner Walker commented on the efforts of the All America City Committee to be selected as a top thirty applicant. COMMUNITY AFFAIRS COMMISSION MINUTES OF THE MEETING APRIL 20, 1994, page 3 C. Staff Report Mr. Davis updated the Commission on several grant applications to Los Angeles County submitted by the Recreation and Community Services Department is completing. Both of these grants will provide funds to rehabilitate existing city facilities and make available for recreational use. If approved the City Hall Annex will become a Youth Center and the Art House at Ham Park will become a Senior Citizens Center. D. RecNet Mr. Davis announced the long awaited RecNet computer will be demonstrated at the Recreation and Park Commission meeting on Tuesday, April 26, 1994 in the City Council Chambers at 6:00 p.m. E. Farmers Market Mr. Davis announced the City will begin an weekly Farmers Market on Sundays along Cesar Chavez Lane. The Farmers Market will debut on Saturday, May 7 at the Cinco de Mayo Celebration. IV. PUBLIC /COMMISSION ORALS A. Public Orals None B. Commission Orals Commissioner Fields informed Mr. Davis that the house on Bradfield and Carlin is continuously a nuisance and inquired as its status on the Code Enforcement process. She also inquired if the City has found a tenant for the vacant Byork Railroad E Depot Station. Mr. Davis replied, No the City is still looking. Commissioner Newton apologized for missing the previous two meeting. She had two family emergency on those dates and expressed her desire to continue with the Commission. COMMUNITY AFFAIRS COMMISSION MINUTES OF THE MEETING APRIL 20, 1994, page 4 Commissioner Espeseth inquired as to the status of the roller skate rink that was planned the old bowling alley property. Mr. Davis replied the deal fell through and the contractor is possibly looking for other sites in the city for the rink. She also inquired if the City could offer free C.P.R. classes. Mr Davis responded the City has done so in the past and may be planning future classes through our fire department. Commissioner Lucille Walker read from a Los Angeles Times article which many community leaders expressed their views on race tension in the community. She also informed the Commission on the fundraising efforts of the Friends ofit Library. Chairperson David Litsinger informed the Commission and staff of the upcoming Youth Merit Awards in June and invited to the Ceremony. ADJOURNMENT It was moved by Commissioner Walker and seconded by Commissioner Fields to adjourn to the next regularly scheduled meeting on Wednesday May 18, 1994 Motion carried. Meeting adjourned at 6:05 p.m.
