MINUTES OF THE MEETING OF
FEBRUARY 16, 1994
The Community Affairs Commission met in a regular session on February 16, 1994 at the City
of Lynwood City Council Chambers, located at 11330 Bullis Road. (Agenda was duly posted
as prescribed by the Brown Act.)
Chairperson Lorna Hawkins called the meeting to order at 5:05 p.m. Members in attendance
were Yolanda Bays, Bette Espeseth, Ann Fields, David Litsinger, Barbara Newton, and Lucille
Walker.
Staff present were Recreation and Community Services Director, Ralph Davis and Diana
Escalante
It was moved by Commissioner Espeseth and seconded by Lucille Walker to approve the minutes
of January 19, 1994. Motion carried. Minutes approved.
I. SCHEDULED MATTERS
A. Pacific Electric Railroad Depot Re- Naming Ceremony
Mr. Davis updated the Commission on the re- naming ceremony of the
Pacific Electric Railroad Depot. The depot is being re -named in the memory of
John D. Byork, a former inspiritational councilman. The ceremony is
scheduled for Thursday, February 24, 1994 at 10 a.m. John Byork will be
represented by his granddaughter and great- grandson. The Commissioners are
requested to arrive at 9:30 a.m. and serve as hosts.
B. Block Watch Club Council Report
Mr. Davis presented the initial Sheriff's monthly crime report to the
Commission. The report focused on the type and number of offenses in the City
for the month of January. The Commission requested the next monthly report
contain more in -depth information on the high crime areas and age groups.
Mr. Davis added that the Block Watch Captains will be mailing a
questionnaire to all Block Watch Captains which will inquire as to their
area's major concerns. The Commission requested that this survey be mailed to
all residents and not just the Block Watch Captains.

C. All American City Award Application
Mr. Davis" reported that Councilman Robert Henning is the City Council
representative on this project. The award application will focus on such
community projects as: T.A.G., Drive By Agony, Health Watch, and Positive
Motion.
D. Commission Attendance Report
Mr. Davis distributed a memo from the City Clerk's Office regarding
Commissioners attendance reports. The memo detailed the guidelines for all
Commissioners. The attendance records are based on a calendar year, not the
fiscal year. A Commissioner may not miss more than two (2) meetings during
the year An excused absence is treated as an absence and the Commissioner
will not be paid for the meeting.
Commissioner Litsinger requested Mr. Davis check on the policy of attendance
at non - regular meetings.
E. Staff Reports
Mr. Davis reported on the following activities:
1 The Natatorium is in full operation. The Mural Contest Winners will be
announced shortly
2. The youth basketball program is in full swing. Games are played on
Tuesday, Thursdays, and Saturdays. The Lynwood Sports Association is
providing a snack bar to subsidize the program.
3. To celebrate Black History Month, the City will sponsor a "Blues
Lover's Night" on Saturday, February 19, and a program entitled "A
Salute to Motown" on Saturday, February 26, 1994. Both events will be
at Bateman Hall.
4. The annual Unity Dinner is scheduled for Friday, February 25, 1994 at
Bateman Hall.
5. The Rosa Parks Transit Center dedication is scheduled for Thursday,
March 3. The ceremony will begin with the dedication at 11:30 a.m. and
proceed with a luncheon at Bateman Hall at 1:00 p.m.

F. Election of Officers
The meeting was turned over to Ralph Davis who opened elections.
Chairperson
Commissioner Fields nominated David Litsinger as Chairperson. Commissioner
Litsinger accepted the nomination. Commissioner Espeseth seconded the
nomination.
Commissioner Espeseth voted to close nominations. Commissioner Bays seconded
the motion. Nominations closed.
With a unanimous vote, Commissioner Litsinger was elected as
Chairperson.
The meeting was turned over to Chairperson Litsinger.
Vice - Chairperson
Commissioner Espeseth nominated Ann Fields as Vice - Chairperson.
Commissioner Fields accepted the nomination. Commissioner Lucille Walker
seconded the nomination.
Commissioner Espeseth voted to close nominations. Commissioner Fields
seconded the motion. Nominations closed.
With a unanimous vote, Commissioner Fields was re- appointed as Vice
Chairperson.
IL PUBLIC /COMMISSION ORALS
* Chairperson Litsinger expressed concern about the recent fire in a
converted garage in Lynwood that killed 2 children.
He also inquired whether the Community Affairs Commission could give an
update at the next scheduled City Council meeting.
* Vice Chairperson Fields, inquired whether the City could honor a past
commissioner whose work inspired many present commissioners. Mr. Davis will
research the possibilities of the past Commissioner being honored at the annual
Block Watch Captains /Commission Dinner and honoring present Commissioners
with 5, 10, 15, and 20 year pins.

* Commissioner Bays commented on the recent earthquake and inquired about
the City establishing an emergency hot -line during disasters. This phone number
should be printed monthly in the "Lynwood 'n' Perspective" magazine.
., She also inquired about the noise level arising from the 105 freeway
* Commissioner Hawkins commented on the constant testing of the water in her
neighborhood.
She congratulated the City on its T.A.G. program.
Third, she announced Drive By Agony will be sponsoring a Talent Show on
Friday, March 11th and will be participating in a peace march on Saturday, April
16th.
Commissioner Bays announced she will donate her February stipend to Drive By
Agony.
* Commissioner Walker updated the Commission on the fundraiser activities of the
Lynwood Friends of the Library Club. They are currently sponsoring a magazine
subscription drive to help raise money.
* Commissioner Espeseth commented on the progress of the Lynwood School
District Advisory Board. One of the Board's main concerns is the low test scores
by many Lynwood students. The annual math -a -thon was a success. Lindbergh
School won the competition this year.
She announced the Salvation Army served 1,000 people during the past month.
III. ADJOURNMENT
It was moved by Commissioner Hawkins and seconded by Commissioner Espeseth to
adjourn to the next regularly scheduled meeting on March 16, 1994. Motion carried.
Meeting adjourned at 6:00 p.m.
